2 While retail crime comes in many forms such as shoplifting, credit card fraud, and internal theft, ORC is a different beast. Unlike shoplifting, ORC involves professional thieves operating as a network of boosters and fences who steal, repackage, and resell staggering amounts of stolen goods daily. 4 APD s Public Safety Partnership group hosted a City Wide Business Crime Summit in May As a result, loss prevention executives from several retailers formed a group to meet monthly and discuss major shoplifting incidents. From that we have evolved into ARAPA, now focusing on Organized Retail Crime.

5 The Albuquerque Retail Assets Protection Association was formed to provide a venue for law enforcement and retail assets protection/loss prevention partners who work together to address crime and public safety issues within Albuquerque's retail community. The main focus of this group is resolving Organized Retail Crime (ORC) issues impacting the area.

8 We have found that a large majority of our offenders are involved in other crimes impacting our community. Their backgrounds often include arrests such as: Burglary, Robbery, Home Invasions, Sex Crimes, Drug Possession and Distribution, and Vehicle Theft.

19 ARAPA s successes have lead to a vision of expansion to a regional approach.
