3 IOM Community Transition and Recovery Programme Since 2007, IOM has been contributing to the stabilization of Iraq by improving the resilience of communities and promoting social cohesion. IOM aims to achieve this through a comprehensive approach to transition and recovery that encompasses five main outcome areas: 1. Increasing Human Capital 2. Promoting Good Governance 3. Improving Access to Social Services 4. Supporting Local Economies 5. Creating Safer Communities. A cornerstone of IOM s Transition and Recovery approach is the Community Revitalization Programme (CRP) launched in CRP assists in stabilizing communities with a high number of internally displaced persons (IDPs) and returnees, by empowering local communities to take an active role in attaining self-sufficiency, with a particular focus on contributing to the socio-economic inclusion of disadvantaged individuals and communities. CRP is a multi-sectorial programme that strengthens existing structures, increasing the resilience of communities to withstand shocks and stresses, and to recover from crises. IOM further strengthens CRP-supported populations by creating safer communities. This is done through training on community policing principles for security actors, community members and civil society, creating spaces for dialogue to address security issues at the community level, and providing specialized equipment and light infrastructure ultimately reinforcing the perception of safety and security across the country. IOM s interventions are based on a comprehensive assessment and information management process carried out with the active and ongoing participation of the community. IOM aims at the continued strengthening of partnerships, fostering innovations and maximizing impact under its Transition and Recovery portfolio. OCTOBER SNAPSHOT

5 Response in retaken areas, Rapid Recovery Programme IOM uses the RRP to deliver immediate assistance after retaken areas become accessible. The Programme aims to restart micro and small enterprises as quickly as possible, ensure access to critical social services and garner the support of the local government and community. Assistance includes short-term employment through the rehabilitation and improvement of vital community infrastructure, the provision of business enhancement packages (cash for work) or other forms of business support. 6 Accountability to Communities: Assessments, Planning and Participation Community selection is based on socio-economic fragility criteria that IOM follows up on by conducting multiple assessments to better understand community needs and to design its interventions. Subsequently, IOM works closely with community platforms, which are the cornerstone of transition and recovery programmes, such as Community Engagement Teams. While engaging community members, IOM takes care not to duplicate community groups, building on structures already present in the community and supporting the inclusion of marginalized groups such as women, youth, minorities and the physically challenged, who may not traditionally have a voice in such platforms. 7 Access to Basic Services Relying on assessments, and in coordination with other humanitarian actors, IOM works with communities to rehabilitate essential social services and infrastructure, based on the priorities established by the communities and local authorities. This process places communities at the centre of IOM s assistance, involving them in all aspects of planning and using existing resources available within the community. 10 Beneficiary and Stakeholder Feedback As part of Community Transition and Recovery programming, IOM conducts regular monitoring visits to track the progress of programme implementation and to collect beneficiary and stakeholder feedback. Any issues are identified and referred to the appropriate IOM personnel so they can be resolved. Following project completion, IOM contacts beneficiaries to determine the impact of the programme on their lives and their communities. Community Business Centre follow up The Community Business Centre (CBC) is an advisory and training service provided across 11 governorates of Iraq, either at the caravan provided by IOM or as a community outreach activity. CBC staff provides business/employment trainings or consultations based on the requests received from residents in each location. Between January and September 2017, a total of 756 beneficiaries received CBC support. Members of the host communities constituted the overwhelming majority of participants. Nearly all male and female participants thought that the training was either useful or very useful. Nearly all of them felt that their facilitator was excellent. Venue, duration of course, trainings relation to their education level and organization were also rated as excellent by almost all respondents. 11 Supporting Local Economies IOM carries out interventions such as livelihood trainings and the provision of business support and enhancement packages. IOM also carries out more innovative initiatives aimed at revitalizing small-scale industries or encouraging new sectors that respond to market opportunities (for example online marketing). At the centre of this strategy are comprehensive market assessments that not only analyze market dynamics but also match the skills and experience of beneficiaries with employment opportunities. 12 Safer Communities Community policing contributes to safer and more secure communities. It is an approach that builds trust and facilitates dialogue between security actors and the wider community by providing training on the principles of community policing. To build community structures, Community Policing Fora are established; these offer a platform where security issues can be discussed to prevent them from degenerating into violence. 13 Audey Allawi TRU success stories: Al-Hurriya Water Station The project was carried out in Qayara district in Al-Hurriya village in one of the water stations destroyed in the conflict. The project was completed in 2017 and consisted in the rehabilitation of the water station and the construction of a control room for the project s employees; it was part of the PRM fund RRP QIPs programme. The project s aim was to ensure water provision to Al-Hurriya village; the village, established in the 1990s, started having water issues in 2003 as its processing capacities dropped to 40 45%; in 2014 the water station was completely destroyed and therefore became inoperative. Villagers had to buy water and many residents displaced because of the lack of water. Thanks to this project, people have come back to Al-Hurriya and water is available 24 hours a day. The rehabilitated water station supplies 650 homes (3,900 people) and has a capacity of 200 cubic meters per hour. Water is pumped from the Tigris River, filtered and sterilized, and then distributed through the water network. Is is great to know there is someone who cares for the people in the village and provides them with one of the sources of life, that is, water. Fteim does not remember how hold she is. ISIL killed her husband and three sons, and she now lives with relatives. Because water is available, I have been able to gather my family again; I have plans to expand the house so everyone can come back and we can save on rent. Abdulwahab, a 48-year-old father of five. 15 OCTOBER SNAPS Baghdad Babylon Sara Al-Kaabi IOM contributed to the publication of 2,500 copies of Al-Mizmar magazine, which included stories about Mosul and information on health awareness and camp cleanliness. Ahmed Munir The rehabilitation of a broken water station in Al-Wardiya, now allows serving five communities and delivering 200 cubic metres per hour. Kerbala Thi-Qar Ali Fahem Khayriyah, an IDP originally from Telafar will open a household goods shop after receiving a Business Support Package. Ali Al-Saedi Through the traffic awareness campaign, pupils learn traffic signs, following traffic lights and crossing streets. Missan Basra Ali Al-Silawi Business support packages distributed to two beneficiaries who were displaced from Mosul to Missan and decided to stay there and start a new life with their newly established business.
