4 CYPRUS CITIZENSHIP BY INVESTMENT The Government carefully designed the Naturalisation by Exception scheme to allow third country nationals to obtain citizenship of this desirable European destination through flexibility of investment, structured for the investor who may invest in real estate, a fixed deposit, opening a business, purchasing government bonds or a combination of investment forms. Investment of 2,5 million or 5,0 million In addition to the investment an applicant must purchase a permanent residential property in Cyprus, worth at least 500,000 excluding VAT. The applicant should have concluded the necessary investments during the three years preceding the date of the application and must retain the said investments for a period of at least three years after the date of the Naturalisation. The primary residence however could not be disposed of. The Cyprus citizenship program offers the most simple and efficient means to obtaining European citizenship. All nationalities are eligible to apply and the requirements are minimal. AN INVESTMENT IN A MAJOR COLLECTIVE INVESTMENT SCHEME One of the most interesting investment opportunities for the purposes of citizenship is one which allows investors to qualify for citizenship through an investment in a collective investment scheme with a starting investment requirement of 2,5million from each investor. Most such collective schemes are real estate developments comprised of luxury villas, apartments and commercial buildings. To qualify under the Collective Investment Scheme, the investor is required to invest 2,5 million into collective investment scheme with a total value of at least 12,5 million. It is noted that each investment of 2,5 million is consider independently from the others.

6 INVESTMENT OPTIONS An individual who meets one of the following financial criteria, either personally or through a company may qualify for Cyprus citizenship: 1. Government Retail Bonds Type Requirement Amount Period 2. Investment in real estate, land development or infrastructure projects 3. Investment in financial assets of Cypriot companies or Cypriot organizations 4. Purchase or creation or participation in Cypriot businesses or companies 5. Deposits in Cypriot banks 6. Combination of the above mentioned criteria 7. Persons whose deposits with the Popular Bank Public Company Ltd have been impaired due to the measures implemented after the 15th March The applicant must have purchased state bonds of the Republic of Cyprus of at least 5 million. The applicant must make an investment of at least 5 million for the purchase or construction of buildings or for the construction of other land development projects (residential or commercial developments, developments in the tourism sector or other infrastructure projects). The applicant must have purchased finacial assets of Cypriot companies or Cypriot organizations (bonds /securities/debentures, registered and issued in the Republic of Cyprus) of at least 5 million. The applicant must have made an investment of at least 5 million in the purchase, creation or participation in businesses or companies, that are based and operating in the Republic. These businesses or companies should evidently have a tangible presence (headquarters) in Cyprus and employ at least 5 Cypriot citizens. The applicant must have personal fixed term deposits in Cyprus banks or deposits of privately owned companies or trusts (in which he/she is beneficial owner) in the Republic of Cyprus. The investor is required to have a combination of the above mentioned criteria 1-5 to supplement the amount of 5 million. The applicant has incurred impairment in deposits amounting to a total of at least 3 million. Major collective investments The Council of Ministers approved a special collective investment scheme reducing the above criteria 1 4 to 2.5 million for investors who demonstrably participate in this scheme provided that the total value of the collective investment is at least 12.5 million. 2.5 mil 3 years ADDITIONAL CONDITIONS In addition to the above criteria each investor must purchase and always keep a residential property of minimum value 500,000 plus VAT, which will be declared as the permanent residence. The remaining investment may be sold after 3 years. Any property purchased during the past three years will count towards the required investment figures.

All documents must be officially translated into English and certified by Apostille (If in a country which has signed the Hague Convention 1961) or alternatively stamped by the Ministry of Foreign Affairs and relevant Cyprus Embassy. If property is to be purchased prepare the Contract of Sale for residential property. Transfer money into a secured account of the Developer and obtain receipt of payment. Lodge the application with all the required documents at the Ministry of Interior and payment of 2,000 per adult application. Citizenship approval from the Ministry of Interior within 3 months period. Once approved, the fee of 5,000 per application should be paid. Applicant (and spouse) must visit Cyprus within 3 months from the approval to affirm their faith to the Republic of Cyprus in the District Court and to collect their naturalization certificate/s, passport/s and issue their identity card/s. Submit the applications of children to be naturalised. Applications of minor children are processed within 3 weeks (submission fee 80) and they can visit Cyprus anytime to collect their papers. Adult children s applications are processed within 2 months and are subject to a submission fee of 2,000 and approval fee of 5,000. Adult children must visit Cyprus within 3 months to take the necessary oath and collect their passports and identity cards.
