2 Who can be recruited? Early-Stage Researchers: < 4 years research experience (full-time) Experienced Researchers: 4-10 years research experience or already awarded a PhD Experienced Researchers: > 10 years research experience The status of a researcher does not change during an appointment Slide 2
3 Conditions for appointment Transnational character of the team Team members can be of any nationality (including that of the host organsation) but the composition of the team must be balanced. Institutional mobility No team member may have been working for more than the last 12 months at the host institution. The majority of the members may not have worked at the host for more than 1 year in the last 3 years. Gender balance Objective: at least 40% women in the team. Slide 3
4 Selection procedures Vacancies internationally publicised (press, websites, internet, conferences, mobility portal, etc) Vacancies must be advertised on CORDIS: Full-time employment (part time for family or personal reasons exceptionally) Researchers should be made aware that they work in an EC funded team, of their rights & duties deriving from the contract, of the appointment conditions before the signature of their contract European Charter for Researchers and Code of Conduct for the recruitment of researchers: Slide 4
5 Employment Conditions Employment Contract (Fixed amount fellowships rarely) MC rates must be followed: - Living allowance X country coefficient and where applicable: - Mobility allowance X country coefficient - Travel allowance (top-ups possible) Adequate social security coverage: under fixed amount fellowships scheme minimum coverage includes accident and sickness benefits Slide 5
6 Eligibility for Mobility and Travel allowances Eligibility of team members: if transnational mobility within 12 months before the appointment Mobility allowance: amount depends on family status of researcher Travel allowance: amount depends on distance between host premises and «location of origin» of researcher Location of origin: - place of residence/main actvity at the time of the appointment, or - country of nationality (capital) (if < 12 months in place of residence/main activity - If dual nationality: location of origin is where researcher has resided the longest during the 5 years prior to the date of appointment Slide 6
7 Host-Researcher Agreement & Declaration of Conformity Must include all items (see contract art. III.3) Activities, timetable, remuneration, social security coverage, etc. Pay particular attention to salary deductions and to IP and confidentiality arrangements Agreement must be prepared for all Team Members Only Team Leader s Agreement should be sent to the Commission Paper copy signed by both the Host and the Team Leader To be sent within 10 days of the start date of the contract Declaration of Conformity should be sent for all Team Members including Team Leader To be sent within 20 days of appointment to the EXT contract Contractual Requirement second payment cannot be made if the agreement is not received and approved by the Commission See Negotiation Guidance Notes at: Slide 7
