NEWSLETTER ISSUE 94 Message of the Director Dear Colleagues and Partners, It is a busy week for UNESCO Education Sector in the Nairobi Office. This week UNESCO is launching the 2019 Global Education Monitoring Report, on Migration, Displacement and Education. Building bridges not walls, to be published on 20 November 2018 globally, shows that the number of migrant and refugee school-age children around the world today has grown by 26 % since The Report highlights countries' achievements and shortcomings in ensuring the right of migrant and refugee children to benefit from quality education, a right that serves the interest of both learners and the communities they live in. There has been progress in the inclusion of refugees in national education systems, as 1
2 seen in eight of the top ten refugee hosting countries. Champions include low income countries such as Chad, Ethiopia and Uganda. Canada and Ireland are among the global leaders in implementing inclusive education policies for immigrants. The Launch in Nairobi will see the presence of the Ministers of Education of Kenya, South Sudan, discussing key issues on the inclusion of refugee children into national education systems. Speakers will also include the United Nations Refugee Agency (UNHCR) and Intergovernmental Authority on Development (IGAD). On the same date, from 20 to 21 November, the Assistant Director General of UNESCO/Education, Ms. Stefania Giannini, will be at the 2019 Global Education Monitoring Report launch. She will also meet our programme specialists in Nairobi, the Director-General of UNON, the Director of UNICEF, the Ambassador of Italy and the Minister of Education of Kenya. The UNESCO Institute for Statistics is organizing a regional workshop on statistics in Higher Education with thirteen countries, statisticians, responsible for commissions, universities and the African Union Secretariat. The objective is principally to strengthen the focus, the importance and the role of statistical information for evidence-based policy, plan and evaluation. The importance of harmonization of norms and standards in data collection, storage and analysis will inform the roadmap for participating countries. To ensure development of qualifications framework based on labor market intelligence, gender equality and increased budgetary allocation to higher education for the transformational agenda of Africa will inform indicators of performance of higher educational development. Next Monday, from 26 to 28 November 2018, the Intergovernmental Oceanographic Commission of UNESCO will host a series of side event during the Sustainable Blue Economy Conference,in Nairobi- Kenya, organized by Kenya and its co-hosts Canada and Japan. On 28 November 2018, in the morning, Vladmir Ryabinin, Executive Secretary of the Intergovernmental Oceanographic Commission and Assistant Director General of UNESCO will be speaking for the session on People, Culture, Communities and Societies: The Inclusive Blue Economy, with other panelists from the World Bank and Kenya Ports Authority. Other side events will tackle steps and actions towards a knowledge-based sustainable ocean economy, marine ecosystem approaches and how to manage partnerships for realization of blue economy opportunities, waste management and the circular economy and an introduction to marine spatial planning. We must pay full attention to this conference as the blue economy relates to the sustainable use and conservation of aquatic resources, including seas, lakes, rivers and oceans. Many countries are embracing the benefits and immense potential of these resources and are using them to further their social progress, economic growth and protection of the environment. When maintained and protected, aquatic resources can contribute to sustainable and inclusive global development. We must work together to make sure that the survival of humanity, biodiversity and ecosystems are well protected and inclusive, and strong partnerships and actions can ensure economic prosperity, as well as resilience of all marine and aquatic resources and resilience of communities supported by marine and aquatic resources. 4 Media Advisory: Global Education Monitoring Report 2019 Launch in Nairobi Last week's events National workshop on education statistics Kigali, Rwanda 5 to 9 November 2018 During the national workshop on education statistics, personnel from the Ministry of Education and specialized institutions were trained on the UIS statistical norms and standards required to complete the UNESCO surveys in education statistics and on R&D statistics. A similar training was organized, but unfortunately, majority of them recently moved to new positions and in other institutions. UIS therefore lost all its focal points, except one. After the composition of a new EMIS team, it was necessary to organize this training to ensure there is continuity concerning UIS data submission. As for last year, the Ministry of education paid for the workshop facilities while UIS paid for the staff mission to Kigali. The opening was led by the Director General of education, and regularly attended by 18 participants from Ministry of education the National Institute of Statistics, and other Institutes under the Ministry of education. As results, the personnel involved in the production of education statistics have mastered the quality standards of data required for submission to UIS in education statistics and the R&D statistics. A complete review of the ISCED mapping took place, benefiting of the contributions from the entities represented. A number of areas for improvement were identified, both in the national survey instruments, and in the current education policy that needs to be addressed. 4
5 Consultation with Government on development of Technical and Vocational Education and Training (TVET) policy and introduction of STEP Program 6 to 9 November 2018 Djibouti The UNESCO specialist for Social and Human Sciences, and the specialist for TVET undertook a mission to Djibouti to engage authorities in the Ministry of National Education and Professional Training of Djibouti to specifically discuss and reach an agreement on the finalization of the national TVET policy: the first draft of the National TVET policy is now available and will be subject to validation before the end of the year. A plan of action to implement the national policy will be developed at the beginning of next year. Moreover, UNESCO discussed the possibility of introducing and implementing the UNESCO s Students Training on Entrepreneurial Promotion (STEP) project in Djibouti. A national institution piloting the project has already been identified and action has been initiated for the training of trainers to begin next month. UNESCO also discussed the position of a national Coordinator of UNESCO in Djibouti, so that UNESCO's presence in Djibouti can be addressed. Bridging people on Contemporary Art 7 November 2018 On the occasion of the Contemporary Art Day 2018, the Italian Embassy in Nairobi organized a talk on contemporary art as a reflection of the creative use of urban spaces, between tradition and modernity, as an example of cultural and identity visual expression. UNESCO participated in the debate, along with Art curators, Italian and Kenyan artists and art writers were present. The highlight of the event was the call for Arts Education in preschool and primary schools in Kenya to build a Culture for Arts appreciation in the next generation. 5

7 Better Education for Africa Rise II project launch Dar Es Salaam, Tanzania 14 November 2018 The UNESCO Better Education for Africa Rise II (BEAR II), supported by the Republic of Korea, was launched in Dar Es Salaam, Tanzania, on 14 November The launch was well-received by the Ministry of Education, Science and Technology of Tanzania, "essential to embark on industrialization and creating jobs". The BEAR II project will support each beneficiary country in transforming their Technical and Vocational Education and Training (TVET systems) to promote decent work and entrepreneurship, and improve the socio-economic growth in a perspective of sustainable development. BEAR II inception phase started in 2017, and the implementation phase is to start from 2018 to Finalization of health-related content for Mobile Apps- with University of Nairobi developers 14 to 16 November 2018 UNESCO Nairobi, Kenya Students from the University of Nairobi met at UNESCO to finalize the health-related content, tackling HIV/AIDS prevention, life-skills, drugs and substance abuse, leadership, reproductive health, that will be part of a Mobile App- called Radaavailable to everyone to make informed decisions about the future of young people. 7
