As such, it is a national asset that enhances the commercial reputation of the country, improves the investment climate, strengthens the image of the banking sector, and provides a much needed vehicle for increasing economic growth and improving welfare. In the first session of the program, World Bank specialists will describe the elements of a structured strategic process for modernizing the national payments system, focusing on the delivery on tangible benefits. The results of a new World Bank working paper on the measurement of payment system development levels across 142 countries will be presented. 2 SESSION II: SPECIAL FOCUS ON AFRICA The reform of the National Payments System is a necessary endeavor to provide the means for faster economic progress in the African continent. The experience of leading countries in the continent and considerations from regional reform efforts will shed light on the numerous aspects to be considered and on the problems faced. 3 Wednesday April 8, SESSION III: PAYMENT SYSTEMS TO PRESERVE FINANCIAL STABILITY Payment and other settlement systems are essential for financial stability. A poorly designed system can exacerbate crisis by generating and/or transmitting disturbances of a systemic nature to the broader financial sector. Conversely, a sound system can mitigate financial crises by reducing or eliminating settlement risks related to financial markets transactions, in particular credit, liquidity and operational risks. The session will host the intervention of international experts who will highlight the role payment and other settlement systems have played in the current crisis in financial markets. A less than optimal use of these instruments may ultimately have a negative impact on economic development and growth. Efforts to significantly and successfully expand the range of available payment instruments rely on the existence of efficient, convenient and safe payment systems and circuits. 7 Friday, April 10, SESSION V: NEW CHALLENGES IN THE OVERSIGHT OF PAYMENT AND SECURITIES SETTLEMENT SYSTEMS The oversight role of the central bank is currently at the heart of international debate, and this function is emerging as key in central bank activity to ensure proper monitoring of the reliability and efficiency of domestic payment systems on an on-going basis. The panelists will discuss the challenges central banks face as overseers of a payment and other settlement systems. First, a recent World Bank analyzing the potential trade-off between cooperation and competition in retail payment systems is presented. The links and interdependencies of payment and other settlement systems, including those of a global nature, are discussed from various perspectives. 8 SESSION VII SIMULATION EXERCISE: SIMLAND AFFECTED BY THE GLOBAL FINANCIAL TURMOIL, CHALLENGES AND OPPORTUNITIES. A concrete and realistic exercise to identify and analyze the likely consequences of today s financial turmoil on operational payment systems as well as on payment system reform projects. The session will identify the challenges under the perspective of payments system designers, operators, regulators and users. An interactive discussion and a deep analysis of all the different variables will lead to drawing a picture of possible scenarios, each one involving several opportunities and possible problems.
