1 In the name of Allah, the Most Merciful, the Most Gracious On Saturday, November 23, 2013, the Custodian of the Two Holy Mosques King Abdullah bin Abdul Aziz Al-Saud held a meeting with his brother his Highness Sheikh Sabah Al-Ahmed Al-Jabir Al-Sabah Emir of Kuwait and his brother his Highness Sheikh Tamim bin Hamad bin Khalifa Al-Thani Emir of Qatar in Riyadh. In the meeting, intensive talks took place, in which there was a comprehensive review of all differences that cause the relations between the Gulf countries to be ill. The comprehensive review also tackled challenges facing security and stability of the Gulf countries, as well as ways to remedy causes of ill relations among the Gulf countries. For the importance of establishing a new phase of teamwork between the Gulf countries that guarantees its path to be following a unified policy based on the pillars included in the Charter of the Cooperation Council, the followings have been agreed upon: 1. Not interfering, directly or indirectly, in the internal affairs of any country of the Cooperation Council, not hosting or naturalizing any of the GCC citizens who have anti-government activities, except in case of the citizens countries approval, not supporting any dissident of any of the Council s countries and not supporting the hostile media. 2. Not supporting the Muslim Brotherhood or any organizations, groups or individuals who pose threats - through direct security actions or political influence attempts - to the security and stability of the Council s countries. 3. Not providing any support to any entity in Yemen that might pose threats to the neighboring countries of Yemen. May Allah Bless.
2 Mechanism of implementing Riyadh s Agreement Having the Foreign Ministers of the Gulf countries considered the Agreement signed in Riyadh, (dated November 23, 2013), by the Custodian of the Two Holy Mosques King Abdullah bin Abdul Aziz Al-Saud, his brother his Highness Sheikh Sabah Al-Ahmed Al- Jabir Al-Sabah Emir of Kuwait and his brother his Highness Sheikh Tamim bin Hamad bin Khalifa Al-Thani Emir of Qatar. Having the Agreement been considered and signed by His Majesty King Hamad bin Isa Al-Khalifa King of Bahrain, His Majesty Sultan Qaboos bin Saeed the Sultan of Oman and His Highness Sheikh Mohammed bin Zayed bin Sultan Al-Nahyan the Crown Prince of Abu Dhabi and Deputy Supreme Commander of the UAE Armed Forces. For the importance of the signed Agreement that never before had any similar agreement been signed, out of the leaders realization to the importance of its content, and for the urgency of the matter that calls for conducting the necessary executive procedures to enforce its content. An agreement to the necessity to set a mechanism - that shall guarantee implementing the agreed upon - has been reached, according to the following: Firstly the concerned party to monitor the implementation of the agreement: Foreign Ministers of the GCC Countries: Foreign ministers of the GCC countries shall hold private meetings on the margins of annual periodic meetings of the ministerial council. In those private meetings, violations and complaints reported by any country member of the Council against any country member of the Council shall be reviewed by the foreign ministers to consider, and raise them later on to leaders of the Council. With the emphasis that the first task the Council shall conduct, according to the mentioned mechanism, is to make sure of the implementation of all content, mentioned above, within Riyadh Agreement, consider its content a basis to the security and stability of the Council s countries and its unity, either with regard to those issues of internal affairs, external political aspects or internal security. In the annual periodic meetings, the Council shall make sure that no country neglects or omits the group orientation of the GCC, and the Council shall coordinate the group orientation with all members of the GCC. The Council shall emphasize that no support is being made to any political currents that pose threats to any country member of the Council.
3 Secondly- Decision-making body: GCC Leaders: The leaders shall take the appropriate action towards what the Minsters of Foreign Affairs raise to them regarding the country that has not complied with the signed agreement by the GCC Countries. Thirdly- Compliance procedures: The GCC Countries shall comply to implement the agreement by the following procedures: 1. With Regard to GCC Countries Internal Affairs: - GCC Countries shall commit that any media channels owned or supported by any GCC country should not discuss any disrespectful subjects to any GCC Country, directly or indirectly. The GCC countries shall sort a list by these channels, and the list shall be periodically updated. - All members shall commit that they will not grant citizens of other GCC countries a citizenship to whom proven to practice opposition activity against their governments. Every country shall inform other countries on the names of its opposition figures in order to prevent violative activities and take the appropriate action against them. - The GCC countries shall perform the necessary procedures that would guarantee no interference in any GCC country internal affairs, Including, but not limited to:
4 A. The governmental organizations, community organizations, individuals and Activists shall not support opposition figures with money or via media B. No GCC country shall shelter, accept, support, encourage or make its country an incubator to the activities of GCC citizens or other figures who are proven oppositionists to any country of GCC. C. The GCC shall ban the existence of any external organizations or parties, who target GCC countries and their citizens. D. The GCC countries shall not fund or support external organizations or parties, that have hostile positions or incitements against any country of the GCC. 2. With regard to the foreign policy: The GCC countries shall commit to the group orientation of the GCC, coordinate with other GCC countries and shall not support any entities or currents that pose threats to the GCC, for example: - The GCC shall not support Muslim Brotherhood with money or via media in the GCC countries or outside. - The GCC shall approve the exit of Muslim Brotherhood figures, who are not citizens, on an agreed period. The GCC countries shall coordinate with each other on the lists of those figures names. - The GCC countries shall not support external organizations or movements in Yemen, Syria or any destabilized area, which pose a threat to the security and stability of GCC countries.
5 - The GCC shall not support or shelter whoever perform opposition activity against any GCC country, whether they were current officials, former officials or others. The GCC shall not give them any space inside their countries or allow them to attack any country of the GCC countries. - The GCC shall close any academies, establishments or centers that train and qualify individuals from GCC citizens to work against their governments. 3. With regard to the internal security of the GCC countries: The existence of security pending files that need further clarification and are directly connected to the security matters of the competent security agencies in any GCC country, require immediate meetings between security specialists with their counterparts to discuss the details of these subjects and find out their objectives. If any country of the GCC countries does not obligate to this mechanism, the other GCC countries have the right to take the appropriate action to protect their security and stability.
