2 OVERVIEW Overall Assessments and Ratings Grant Objectives: This project will conduct a pilot survey of migrant households in one -Sub-Saharan African country to (a) fill the knowledge gap on magnitude, causes and impacts of migration and remittances in the target country; (b) generate a standardized survey tool for conducting similar surveys in other countries in Sub-Saharan Africa; and (c) strengthen the capacity of the national authorities and local institutions in conducting surveys and monitoring migration and remittance flows. This survey is an integral part of a broader work program on migration and remittances flows. Overall progress from 06/01/2008 to 05/31/2009 with regard to Achieving Grant Objectives: Rating: Satisfactory( Previously Rated Satisfactory on ) One of the main objectives of the grant is to develop a migrant household survey questionnaire and methodology for sampling migrants that will be replicable in other countries in Africa and other regions. In light of this objective, the team held a special Household Survey Advisory Meeting in May 2008 to obtain expert advice on the design and strategy for developing the household survey. As an outcome of this meeting, the team hired an expert on migrant household surveys as a short-term consultant to help design migration surveys for the Africa Migration Project, specifically the questionnaire design, survey design features and sample design. The consultant is currently working on developing survey instruments based on a pilotsurvey in Ghana that will be used to cover household surveys in othercountries in Africa (both internal and international migrants). The data collected from this survey will be used for the flagship report on Migration and Remittances in Sub-Saharan Africa and will also be useful for further Bank studies and for policy makers interested in migration and remittances in Africa. Now that the household survey has reached implementation stage, the team has hired experts on migrant household surveys to serve as advisors in developing the questionnaires, sampling framework, and training of the research institutions that will be conducting the household surveys in SSA. Overall progress from 06/01/2008 to 05/31/2009 with regard to Implementation of Grant Financed Activities: Rating: Satisfactory( Previously Rated Satisfactory on ) Activities of the grant are currently in progress: 1. Conducted stocktaking of existing household surveys including lessons from a pilot household survey in Ghana to draw lessons for the design of the survey questionnaire. 2. Had an expert Migrant Household Survey advisory meeting to identify and adapt a sampling frame and to revise the survey questionnaire. 3. Hired an expert on migrant household surveys as a short-term consultant to help design migration surveys for the Africa Migration Project based on a pilot household survey in Ghana. 4. Working with National Statistics Offices and local research institutions to implement the survey. 5. Conducted a call for proposals to hire local research institutions to implement the household surveys in Sub-Saharan Africa. The team has hired or is in the process of hiring research institutions in the following countries: Burkina Faso (hired), Kenya, Nigeria, South Africa, and Uganda. 6. Team hired experts on household surveys to advise the team in building the questionnaires, sampling framework, and training of research institutions that will be conducting the household surveys in SSA. Grant follow-up and structure Description and context of Grant: The project will conduct a pilot survey of migrant households in one Sub-Saharan African country to (a) fill the knowledge gap on magnitude,causes and impacts of migration and remittances in the targeted country;(b) generate a standardized survey tool for conducting similar surveysin other countries in Sub-Saharan Africa; and (c) strengthen thecapacity of the national authorities and local institutions inconducting surveys and monitoring migration and remittance flows. This survey is an integral part of a broader work program on migration andremittances in Sub-Saharan Africa. The project is now using the Internal Bank Report Page 2 of 5
3 lessons from the pilot survey and expert advise to implement the houshold surveys for the African Migration Project. The project attempts to strengthen the World Bank's and clientgovernment's knowledge base and capacity to assess the benefits andrisks associated with migration in Sub-Saharan Africa (SSA). The projectattempts to fill a gap in knowledge about migrant households in SSA tounderstand the impact of migration on development. Using householdsurveys, it collects primary data that is intended to provide a basisfor further analysis and empirical insights by the Bank, and possibleguidance for government policy makers. It will provide informationabout magnitudes, causes and impacts of migration and remittances inssa. Expected follow up (if any): Dissemination of new knowledge/technology/best practice Comment on follow up: The data gathered from the household surveys will be used for a flagship report on migration and remittances in Sub-Saharan Africa. End Date of Last Site Visit: Restructing of Grant: There has been no restructuring of the grant since the previous reporting. Activity Risk Rating: Modest Risk The main risk is that the sample frame will not include a sufficient number of migrant households and that households interviewed may not be willing or able to answer some of the questions. We have mitigated these risks by extensive consultations with country authorities, the Bank's country office and local partners in the countries, and drawing on lessons from a pilot household survey that was conducted in Ghana. The team has adjusted the scope of the survey in the large countries (South Africa, Nigeria, and Kenya) to concentrate in urban centers where there are a large number of migrant households. Although these won't be nationally representative for these countries, this will increase the number of migrants respondents in the surveys. Critical Issues and Pending Actions for Management Attention There are currently no issues and actions for Management attention. OUTCOME Comments on outcome achieved from 06/01/2008 to 05/31/2009 The team is currently implementing and/or in the final stages of hiring research institutions to implement household surveys on migration and remittances in SSA in the following countries: Burkina Faso, Kenya, Nigeria, South Africa, and Uganda. The team is also training and advising the research institutions conducting the surveys in these countries to ensure that the household surveys are implemented properly.
