4 EDITOR S INTRODUCTION The growing pace of economic globalization has created more migrant workers than ever before. Unemployment and increasing poverty have prompted many workers in developing countries to seek work elsewhere, while developed countries have increased their demand for labor, especially unskilled labor. As a result, millions of workers and their families travel to countries other than their own to find work. At present there are approximately 232 million migrants around the world, representing 3.1 percent of the global population. Women make up almost half of migrants. It is estimated that one in eight migrants are between the age of 15 and 24. Migrant workers contribute to the economies of their host countries, and the remittance they send home help to boost the economies of their countries of origin. Yet at the same time migrant workers often enjoy little social protection, face inequalities in the labor market and are vulnerable to exploitation and human trafficking. (ILO, International Labor Standards on Migrant Workers, General survey concerning the migrant workers instruments, 2016). This has been supported by the work of Thiri Tun, in Effects of Labor Migration on the Economic Well-Being of Migrant-Sending Household: Case Study of Kyike Kaw Village in Mon State, that labor migration has made a substantial contribution towards enhancing the well-being of migrant households. It has also enabled increased expenditure on education and donations, and the perceived economic status of the households has increased. In this Journal, SAO Vichkeka, author of A Study on Resettlement Schemes of Large Scale Land Lease to Chinese Investment in Cambodia: Case Study of Union Development Group, Co., Ltd. has presented that the country of Cambodia attracts foreign investment in land, the findings of the study revealed that there was no public participation or consultation the people affected by the resettlement preceding by relocation, and with the recommendation of the author there is a need on policy implication to establish Law on Resettlement and Compensation. This consequence is dealt with proper land use planning which seek to order and regulate land use in an efficient and ethical way. Thus, in The Urban Planning on Sufficiency Economy Philosophy of Chiang Saen Historic Town, Chiang Rai Province, authored by Kroek Kittikhun, et.al. study the conditions of the residential and environmental land use of historic communities, covering Chiang Saen town of Chiang Rai Province. In the similar manner, Teerawate Limgomonvilas, in Integrated Geoinformatics Models for Land Use Management in Lamtakong Watershed, Nakhon iv

5 Ratchasima Province, has studied land use management in the Lamtakong watershed that needs special tools such as satellite data, CA-Marcov model or USLE model, indicated that revised CA-Marcov model that restricted or protected some land use types can reduce soil loss. By 2015, the ASEAN Economic Community (AEC), envisioned as a single common market and production base, will become a reality. This will lead to the free flow of goods, services, investment capital and skilled labor in the region. To that end, understanding the impact of AEC on labor markets will be critical in making sound policy choices. In particular, the member countries of ASEAN signed a Mutual Recognition Arrangement (MRA) on Accountancy Services in Patamasiri Hoonthong, author of Study on the Current and Challenge Encountered in Preparing Thai Accounting Professionals for ASEAN in the Vocational Education Stream, revealed preparation in the vocational education stream does not adequately prepare vocational accounting students to enter ASEAN. To be relevant and competitive in the new market, Thailand needs to improve its human resource development continuously through vocational or professional skills, language, working perspectives and intellectual skills (Promsriya, 2012). Similarly, Makha Khittasangka in Strengthening Human Capital Competence for Tourism Industry in Upper Northern Thailand Towards ASEAN Economic Community, indicated that high competency was found in cultural tourism on perspectives of integrated Lanna culture both physical and indigenous wisdom linked to cultural tourism. The sampling groups as represented identity of Lanna culture were assessed according to the standard and quality of tourism destination which found at the high potential level. It has implied the ability to respond to the market demand of tourists from ASEAN Economic Community was sufficient, while formulation of strategic plan in building human capital was found necessary to seek collaboration among Allied Tourism Organizations in ASEAN. The countries capacities to suppress fires or monitor haze hotpots might be sufficient in times of normal weather, but when it comes to extreme whether conditions there is nothing that can be done to combat the haze. Nittaya Kerdprasop and Kitisak Kerdprasop, in The Data-driven Model to Analyze Haze Occurrence in Northern Thailand, had investigated in deriving a data-driven model to be used as a warning tool for the haze transport from the surrounding mountainous areas and found the best performance of bootstrapped model of its sensitivity in recognizing the rare event of haze occurrence. Knowledge of an animal s diet is important for interpreting its ecological role as a predator and its impact on local environments. Nattha Paiboon, Nathawut Thanee, Sarawee Aroon, in Diet of Insectivorous Bat Species in Dry Tropical Forests of Northeastern Thailand, had studied v

6 insectivorous bats from six species and revealed two most frequent insect orders found in faecal pellets were Coleoptera and Lepidoptera. Another interesting article on animal s diet as authored by Thin Zar Lin, in Herbal Medicine for Elephants Healthcare in Pho-Kyar Elephant Camp, East Bago Division, had found six plant species to cure various diseases of elephants. On behalf of Journal of Perspectives on Development Policy in the Greater Mekong Region, we trust that all article in this Journal will provide the basis for further policy dialogue and ideas that will advance progress in the region. Makha Khittasangka, Ph.D. vi
