4 Foreword Hunger in the world is projected to reach an historic high in 2009, with 1.02 billion people going hungry every day an increase of nearly 100 million people. The United Nations World Food Programme is working to extend food assistance to 108 million among the poorest people in 74 countries. WFP is deeply concerned by the growing impact of the world s financial crisis on the poorest part of the world, which is causing lower incomes, increased unemployment, lower remittances and higher levels of poverty. This results in less access to food for the most vulnerable people. Without food, people revolt, migrate, or die. None of these are acceptable options. As the world s most vulnerable are being hit by the combined effects of the global financial downturn and stubbornly high food prices in many developing world markets, WFP calls upon world leaders to remember the needs of the world s hungriest people, through continued support to WFP, which depends entirely on voluntary donations Programme of Work as of 16 July Beneficiaries (million) 2009 (US$ million) 2009 Shortfalls EMOP 33 2,766 1,727 1,086 PRRO 55 3,166 2, SO DEV Totals 108 6,730 4,544 2, Q1 plus Q1/Q2 pre-positioning 2, Q1/Q2 Total 4,836 WFP needs to raise some US$6.7 billion to cover assessed needs in 2009, plus US$2.5 billion to ensure uninterrupted food deliveries in the first two quarters of Current donations, combined with food stocks pre-positioned in 2008, are enough to cover only half of what WFP requires to meet beneficiaries urgent needs. WFP s operation with the highest number of hungry poor is the PRRO in Afghanistan, with planning figures of 8.8 million people, followed by Ethiopia s PRRO (8.5 million), Sudan (5.9 million), DPRK (5.6 million) and Bangladesh (5 million). WFP s largest operation is Sudan, at a cost for 2009 of US$832 million. Ethiopia and Somalia are the other two biggest operations, requiring US$555 and US$374 million in 2009, followed by the Democratic People s Republic of Korea, Afghanistan, Zimbabwe and the Democratic Republic of Congo. WFP is particularly concerned about the situation in the Horn of Africa, as seasonal rains in Ethiopia, Kenya and Somalia have been weak and erratic. In Ethiopia, only 50 to 70 percent of land planned for planting was sown by mid-april as farmers awaited the rains. The picture is little different in Kenya s arid and semi-arid lands, and in Somalia cattle are already reported to be dying in large numbers. Food prices remain unusually high in many parts of the Horn, stretching family resources to breaking point. Remittances to the region a vital support system for many have also fallen, in large part due to the global financial crisis. WFP is providing support to 18 million people who are in desperate need of support in the Horn of Africa. The shortfall for these vital WFP activities until the end of 2009 stands at nearly US$600 million. Since January, WFP has received some US$1.8 billion from 62 donors and sincerely thanks all its donors for their continuous and generous contributions. Some donors such as the Russian Federation, Brazil, Pakistan, Bolivia, the Republic of Korea and Jordan have already exceeded last year's contributions. Others Operations and Resourcing Update- July

5 have donated earlier this year including Belgium, Pakistan, India, Turkey, Spain, Germany, Greece, Japan, and the European Commission. WFP has been also been honoured with support from three new donors, Ukraine, Kazakhstan and Oman. About 88 percent of contributions were directed to specific projects and 12 percent were multilateral to be allocated by the Strategic Resource Allocation Committee (SRAC). The SRAC is a recently created internal body to provide greater strategic focus on prioritization of resources. It reviews financial data to assist WFP senior managers to make allocation recommendations and decisions for the organization in a more holistic manner. The body makes recommendations to the Executive Director on the allocation of untied resources taking into account key criteria such as operational specific funding shortfalls, beneficiary coping mechanisms, pipeline breaks, funding forecasts, possibilities for leveraging and twinning, and current vulnerability data, amongst others. The global funding level has also significantly fallen behind the funding level at the same time last year, when we received a large contribution from the Kingdom of Saudi Arabia. This lower level of funding has led to WFP having to cut rations or suspend food distributions entirely, despite the food made available through carry-overs from last year and advance finance mechanisms. WFP requires US$4.8 billion more to fully meet the needs of our beneficiaries until the end of the year including the pre-positioning of food, and ensuring strong food pipelines for timely delivery in early Operations and Resourcing Update- July

Shortfall Total Project Shortfall In response to two decades of war, civil unrest and recurring natural disasters, WFP's PRRO in Afghanistan supports 8.8 million Afghans in 2009 through various activities, including food-forwork, food-for-training and food-for-education, in partnership with the government, nongovernment partners and communities. The PRRO provides Afghans in food-insecure areas with recovery activities and relief interventions in cases of localised flooding, drought, population displacement and, most recently, to mitigate the impact of high food prices. WFP has been present in Afghanistan since A critical shortfall of blended foods is estimated in October. A pipeline break will prevent WFP from fully assisting those affected by the harsh winter and will hinder resettlement assistance to internally displaced persons who do not normally have other income generation activities. The security situation in the country remains volatile, further complicating WFP operational implementation. Military action continues in the southern and eastern parts of the country, and now in the west in an attempt to counter the increasing activities of elements opposed to the fledgling Afghan Government, prompting population displacement. WFP has begun the implementation of a pilot wet-feeding programme in schools in the Panjsher province. Students have received WFP wet food for the first time in the country. Plans are underway to assist 100,000 students in some selected schools throughout the school year. A successful implementation of this pilot initiative will possibly result in an expansion aimed at covering most of the students in food-insecure areas. Operations and Resourcing Update- June

Total Project This project safeguards the nutritional status and food security of refugees from Myanmar, including vulnerable groups. Through the PRRO, WFP arranges the delivery and distribution of general food rations as well as supplementary and therapeutic feeding. Refugee children attending schools are provided with fortified biscuits and teachers imparting skills training to refugee women are supported with an additional ration. Due to the continued need for humanitarian support, this PRRO is in its fifth phase and is an expansion of PRRO , with the same mode of operation and coverage approved for another two years as of 1 January Additional activities have also be initiated to support livelihood development through the distribution of grants along with other non-food and training inputs. WFP faces a shortfall of over 2,000 mt over the next six months. This project will face shortfalls starting in July. The refugees depend on food rations provided by WFP. Discontinuation of food distribution in camps or reduced rations will seriously affect the overall food security situation. The refugees are of the Rohingya ethnic minority and mostly came to Bangladesh in 1991 following religious and ethnic persecution in Myanmar. The refugees are restricted from income earning activities and higher education in Bangladesh, and are thus dependent on humanitarian assistance for their survival. Total Project The overall goal of this emergency operation is to alleviate the impact of high food prices through targeted relief assistance, nutrition interventions, school feeding, employment generation, while providing technical assistance to strengthen the capacity of the government to design and manage effective safety nets. 9 A budget revision has been approved for the project's extension of 31 December Additional resources are urgently required to cover immediate shortfalls and for the next six months. The pipeline information listed above only covers June and July 2009; as the project was recently extended through a budget revision until the end of 2009, additional resources are critical to prevent pipeline breaks for all commodities over the next six months. The underlying food insecurity situation in Bangladesh is already dramatically high, with 43 percent stunting and 17 percent wasting. High food prices have exacerbated food insecurity: 60 percent of the poor are down to two meals per day and 15 percent go at least one day a week without eating at all. More than 14 million people are estimated to be consuming 1,750 kcal per day or less. Without WFP's emergency assistance and safety net support, there would likely be a significant increases in food insecurity and distress coping, which will have a long-term impact on an already desperately poor and vulnerable population. Total Project Thirty years of conflict, low agricultural productivity, high prevalence of tuberculosis (TB) and HIV/AIDS, poor access to health services and education, and vulnerability to natural disasters all contribute to continued poverty in Cambodia. The overall goal of this project (PRRO ) is to improve the immediate and sustainable food security for the hungry poor in crises. This operation focuses on education and training, health and nutrition, and disaster risk reduction. Current food shortfalls will have a devastating impact on 800,000 vulnerable people, including primary students and people living with HIV (PLHIV) and TB patients. These groups have already been hard-hit by rising food prices. Additional funding of over US$5 million is required for pre-positioning of canned fish and oil which require four to six months lead time and to also cover food distributions until November If additional resources are not identified immediately, the country office will be forced to cut its beneficiary caseload and food rations. Cuts made to the beneficiary caseload will likely start with TB patients. Operations and Resourcing Update- July

Total Project The EMOP aims to assist over 6.2 million beneficiaries through mother and child health and nutrition activities, feeding of primary schoolchildren, elderly people and other vulnerable groups, as well as food for community activities. The overall goal of the EMOP is to mitigate the disproportionate impact of the increase in food and fuel prices and to assist in the recovery of livelihoods of those affected by the severe flooding in WFP has been present in D.P.R. Korea since Commodity shortfalls result in a reduced ration scale affecting around 4.5 million beneficiaries. Shortfalls in all commodities, especially cereals, will affect vulnerable group feeding in the two most affected provinces in the north and east. The most affected beneficiary groups include pregnant and nursing women, children in nurseries and kindergartens, and elderly people. The specific objectives of this EMOP are to save lives by preventing food shortages from developing into crisis conditions in the most food insecure areas, to stabilize or reduce vulnerability to hunger by improving food security through local food production and food-forcommunity-development projects, and to improve the nutritional status of vulnerable groups. Total Project Indonesia experiences frequent natural disasters, pushing poor people to the brink of hunger and destitution. In additional, its poorly developed infrastructure and insufficient resources for human development brings high levels of malnutrition, poor dietary education and micronutrient deficiencies, particularly among children and mothers. In line with the Government of Indonesia s policy and WFP strategic objectives, this PRRO operates two main programmes: food for work and food for training, and targeted micronutrient deficiency through fortified food interventions combined with health, hygiene and nutrition education. WFP has intermittently been present in Operations and Resourcing Update- July

11 Indonesia since The next six months shortfalls of food commodities will not only result in irregularity of micronutrient intake from fortified noodles and biscuits for vulnerable groups, but also affect food security at household level among targeted food for work and food for training beneficiaries. Additional funding is urgently needed to cover food distributions in the next six months. Any shortfall under the Nutritional Rehabilitation Programme, which is the backbone of WFP s assistance in Indonesia, could result in a deterioration of the nutritional status of beneficiaries enrolled in school feeding and mother and child nutrition programmes and disrupt the ongoing nutrition education activities in newly expanded regions where WFP has just established a presence. Furthermore, the food-for-work programme aims to improve food security and livelihoods of vulnerable households. Lao PDR PRRO Assistance to Food Insecure Households Affected by Multiple Livelihood Shocks 01 April December ,909 beneficiaries in 2009 Cereals Pulses Blended Food Oil Other 1,269 n/a n/a n/a n/a Immediate n/a n/a n/a n/a Photo: WFP/Tom Greenwood Total Project Due to natural disasters, rapid implementation of certain national policies, droughts, flash floods and pest infestation, many poor rural communities in Laos face recurring and even simultaneous livelihood shocks. This operation provides relief and recovery assistance in ex-opium cultivating areas and areas affected by unexploded bombs and recurrent natural hazards. In many cases assets have already been depleted, particularly in ex-opium cultivating areas, and the local population is in dire need of food aid. WFP has been present in Laos since If new resources are not confirmed, a pipeline break in rice will have devastating consequences for vulnerable families already affected by multiple livelihood shocks. The shortfalls will affect approximately 42,500 beneficiaries who are in need of foods during the critical lean season. Without WFP food assistance, they may have to engage in coping strategies that will erode their long-term food security, such as selling assets and livestock. With an ongoing rodent outbreak in the northern part of Laos, an IRA amount of US$586,000 has been approved. Operations and Resourcing Update- July

Total Project This operation provides emergency food assistance to over one million conflict-affected people, in order to safeguard their lives and livelihoods and contribute to peace during the immediate post-conflict period in Nepal. WFP s three priority areas for intervention are: return and reintegration; critical infrastructure; and non-formal education. WFP has been in Nepal since The operation urgently needs resources to cover food distributions in the next six months. The timely availability of resources for this PRRO is critical to provide a much needed peace dividend to the target population. Without new contributions, the well-being of vulnerable food insecure families is likely to deteriorate, particularly among those most impacted by conflict and recurrent natural disasters. Total Project Fighting between government forces and the armed opposition across Pakistan s Federally Administered Tribal Areas (FATA) and North West Frontier Province (NWFP) has triggered significant displacement since August Currently, we are witnessing one of the largest and fastest displacements the world has seen in the last 15 years. Analysis of the situation indicates that there is a strong likelihood of continued and intensified military offensives throughout 2009 with consequent impact on livelihoods well into There is a significant resourcing shortfall against the current EMOP designed to support 1.5 million beneficiaries. However, based on verified internally displaced person (IDP) registration figures received from the government, a new budget revision will be initiated with Operations and Resourcing Update- July

13 requirements estimated at US$271 million to support 2.2 million IDPs, plus a contingency for future population movements. The pipeline status continues to have a negative impact on distributions; additional resources need to be allocated to avoid breaks in July. Despite the recent approved advance financing amount of US$32 million to this EMOP, the pipeline situation for the next six months remains fragile. Total Project The conflict between the Government of Sri Lanka (GoSL) and the Liberation Tamil Tigers of Eelam (LTTE) has displaced hundreds of thousands of people and has significantly impacted the economy and crop production in the North of the country. This project aims to provide food assistance to victims of the conflict. It includes general food distribution to displaced and affected vulnerable groups, food for education, mother and child health and nutrition, and food for work and training. It also includes efforts to enhance the local production capacity of blended food (Thriposha). Additional funding is required to cover food distributions for all commodities. With an ongoing emergency situation in the country, a budget revision has been approved to increase internally displaced person (IDP) caseload with an addition of 26,000 mt at a total WFP costs of over US$16 million. Sri Lanka, with a population of more than 20 million people, is struggling with the impact of a 26-year civil war between the GoSL and LTTE. The conflict has seriously impacted economic and social development, which was further aggravated by the Indian Ocean tsunami that hit the island in December 2004 and the food, fuel and economic crises which affected the world in Operations and Resourcing Update- July

The EMOP was extended to March 2010 with additional requirements planned to cover 340,000 beneficiaries. The next round of distribution starts in September and therefore additional resources are needed as soon as possible to meet requirements in a timely fashion before next winter. In 2009, WFP expects to provide basic commodities of cereals, oil and pulses to ensure access to the food needed to meet the nutritional requirements of beneficiaries. The EMOP activities in Iraq do not intend to replace the PDS, but rather act as a stop-gap measure to help meet the immediate food needs of IDPs until they can be re-integrated into the PDS. This EMOP will provide food assistance to 200,000 herders and their families who were most affected by the drought, which had a devastating effect on crop and livestock production, natural vegetation and consequently their livelihoods. Immediate pipeline breaks are affecting this operation. A considerable shortfall in cereals for over 4,000mt and a 251mt shortfall in pulses call for immediate donations to allow WFP to implement planned food assistance to drought-affected herders and farmers. Need for assistance is widespread in north-eastern Syria; resources are scarce and beneficiaries are becoming even more vulnerable. Recent field missions revealed that the 2008 drought had serious consequences and resulted in a 70 percent reduction in basic crop production. Moreover, it was found that the drought had led to further worsening of economic and food security conditions. An estimated 1.3 million people working in farming and 130,000 people from herder households are affected by the situation. Some percent of students in assessed areas are out of school for economic reasons. Migration out of drought-affected areas may not be only short-term. To cope with lack of food, herders are often seen selling their household assets and livestock; cutting their meals from three to two or one a day and limiting their intake to only bread; not sending their children to school so that they can work; and emigrating to other areas, mostly in cities, looking for a job. WFP is assisting over 700,000 people in Cameroon including some 85,000 refugees from Chad and the Central African Republic. WFP targets the East and the three poor northern regions. Immediate pipeline shortfalls are expected for cereals and pulses. This represents some 46 percent of cereal needs during the next six months. In January 2009, shortfalls are expected for most commodities. Given the extent and duration of anticipated future shortages, the impact on the beneficiaries is likely to be severe and will erode some of the gains made in nutritional recovery. To mitigate immediate shortfalls, WFP is providing reduced cereal and pulse rations together with an increased amount of corn-soya blend and sugar to provide the beneficiaries with a balanced ration. This emergency operation covers food assistance needs for refugees from the Central African Republic and Chadian refugees who arrived after the unrest in early A WFP/UNHCR joint assessment mission (JAM) evaluation in February 2009 indicated that the food security situation of the refugees does not allow for any withdrawal of assistance. In addition to lifesaving assistance to refugees, the project also provides supplementary feeding to malnourished refugee children and pregnant and lactating women. The majority of the cereals are required for the start of the seed protection activity which has already been delayed and will continue to be so if new resources do not arrive. This will affect the ability of vulnerable families to withstand the lean season. WFP is prioritizing nutritional activities for children under 5 and pregnant and lactating women. In addition, a shortfall of oil from September onwards will affect almost all of the project s activities (nutrition, school feeding, food for work/training). Furthermore, WFP will also give priority to food which will be loaned to the Chad country office to support 12,000 refugees from the Central African Republic (CAR) across the border in Daha, Chad. The road leading to the site via Chad is currently inaccessible and the CAR route will become impassable by mid-july at the height of the rainy season. The security situation in the north of the country remains precarious due to simmering ethnic/tribal tensions in the north-east and clashes between rebel groups, government soldiers, vigilante groups and bandits (coupeurs de route). This project provides assistance to vulnerable internally displaced people (IDPs), Sudanese refugees, and crisis-affected local populations. Activities include general food distributions, emergency school feeding, food for work/training/agriculture, mother and child health and nutritional support to orphans, vulnerable children, pregnant and lactating mothers and those affected by HIV/AIDS. This project is facing shortfalls in salt immediately, extending to cereals and pulses in August and oil by September Commodities scheduled to arrive during August and November should bring some temporary relief, but shortfalls are expected again in all commodities except pulses in December In addition, the country faces long delivery lead times due to its landlocked position and bad road infrastructure. As of January 2009, overall food requirements have increased due to an influx of some 20,000 new refugees from the Central African Republic in south-eastern Chad in the area of Daha. Access to these new beneficiaries is difficult. To mitigate immediate pipeline breaks, planned repayments of food commodities to other WFP operations will be postponed. Further contributions are urgently needed. This project provides assistance to CAR refugees in southern Chad who fled their homes following the conflict between CAR government forces and the armed opposition. The assistance is provided through general food distributions, supplementary feeding for children under 5 and pregnant/lactating women. An HIV/AIDS component aims to support refugees and surrounding host populations affected by the virus. In addition, WFP assists populations in the Yaroungou refugee camp, who have reached a certain degree of self-reliance, with seed protection programmes, whilst assisting the most vulnerable with general food rations and selective feeding programmes. The security situation remains volatile in eastern Chad due to rebel armed group and banditry activities. The prepositioning of commodities to eastern camps is currently ongoing. Should logistics or security constraints affect prepositioning, general food distribution rations will be reduced and the school feeding programme for IDP children will be suspended. Priority will then be given to nutritional activities in the camps in order to counter any negative effect resulting from ration reductions. This emergency operation aims to address the basic needs of the Sudanese refugees through the provision of general food distribution, supplementary and therapeutic feeding as well as the distinct needs of the IDPs and host populations through the provision of food-forwork/training assistance and school feeding. In addition, WFP provides a hot meal to 120,000 schoolchildren under a development project which supports the national school feeding programme. This project is facing immediate pipeline breaks in all commodities except pulses. Commodities scheduled to arrive in October should enable operations to be carried out for a few months, but in December shortfalls are again expected in all commodities except pulses. Lack of resources has prompted the suspension and reduction of several planned activities such as food for training and seed protection rations. Response activities to high food prices, originally planned for 2008, have been further delayed. If these shortfalls continue, several activities will remain suspended or reduced, such as food for recovery/work/training and mother and child health. In addition, blanket feeding scheduled for children under 2 in the north of the country has been delayed until the 2009 lean season. Without further funding the most food-insecure households will not receive the planned assistance as WFP will prioritize nutrition, HIV and school feeding activities. This includes internally displaced people (IDP) returnees in the west of the country. Acute malnutrition rates can expect to remain high as indicated in the recent WFP/UNICEF Standardized Monitoring and Assessment of Relief and Transitions (SMART) nutrition survey. In addition, if the cornsoya blend shortfalls persist, those in supplementary feeding and mother and child health programmes will not recover and default rates will increase. Through this project s relief component, WFP provides food rations to IDPs returning to their villages, vulnerable groups, and malnourished children and pregnant and lactating women in mother and child health and nutrition programmes. The recovery element includes emergency school feeding for some 470,000 primary school children, food for work/training and HIV/AIDS activities to mitigate the socio-economical impact of the pandemic and maintain the nutritional status of those living with HIV/AIDS. Pipeline breaks of sugar are expected in September 2009, followed by corn-soya blend and oil in October This will hamper distributions at the start of the new school semester. Further contributions are needed urgently to mitigate this shortfall and ensure that the much needed contingency stock can be built up. This project relief and recovery operation has been relying on carry-over stocks from the previous project. First stocks for this project arrived in Bissau port in May Due to the delayed funding for this project, the country office had to adopt temporary measures including: the substitution of maize flour by a reduced quantity of rice, reduced rations of oil and sugar for the school feeding programme and providing only rice for food-for-work activities. This reduction in rations is likely to have a negative impact on beneficiaries and will particularly affect the most vulnerable, especially malnourished children. The country received a major political shock in March 2009 when the Chief of the Army and the President were both killed. With a presidential election planned to take place soon, additional turmoil and conflict could result. This may lead to population movements resulting in internally displaced people or refugees fleeing to neighbouring countries. Some 1,000 mt of contingency stock has yet to be funded; this was planned as a measure to cope with any unforeseen needs which may arise as a result of recent events. WFP is supporting vulnerable people at critical times of their lives, including children under 5, primary school children, pregnant and lactating women and food-insecure households. Assistance is targeted at populations in areas identified as most food-insecure by WFP vulnerability analysis and mapping and the recent food security monitoring surveys (FSM). WFP targets the western Sahel and northern regions with activities to improve the health and nutrition of vulnerable children and women, and to increase the food security of poor households. This project is facing immediate pipeline breaks in all commodities. The pipeline breaks are even more severe, as Mali s landlocked status creates very long lead time for commodities. Should shortfalls occur, this will severely impact the services offered at the local community health centres, and will have a devastating impact as the summer months are considered the lean months when stocks are usually depleted and people become more food insecure. Rations for certain beneficiary groups will be decreased as necessary. The impact at this time will be most severely felt among the vulnerable populations such as women, children and people suffering from HIV/AIDS, tuberculosis and other chronic illnesses. Surveys combined with WFP field reports indicate that, in spite of a good harvest last Autumn, chronic and acute malnutrition rates remain high, especially in chronically food deficit counties, semi-urban and urban locations and among populations relying on fishing. Thus food access appears to be a structural problem tied to both prices and the availability of food within a given geographic area. The main focus of this project is to improve the health and nutritional status of targeted beneficiaries. This is accomplished through activities such as supplementary feeding and culinary demonstrations (food for training) where participants learn how to prepare foods using appropriate health and hygiene practices. The beneficiaries include children between the ages of 6 and 59 months, malnourished pregnant and breast feeding women, as well as people living with HIV/AIDS and those suffering from tuberculosis. Pipeline breaks in all commodities are foreseen for September Shortfalls could entail the suspension of activities such as targeted food distributions and recovery activities, which would hinder the creation of sustainable assets geared towards offsetting the impact of food insecurity and high food prices in vulnerable communities. Further, lack of resources could force WFP to reduce rations in food-for-work and supplementary feeding programmes, and will severely reduce WFP's ability to provide an adequate response should beneficiary numbers rise sharply due to a food accessibility or environmental crisis. A reduction in food assistance would likely strain household resources and force unsustainable and dangerous coping strategies such as the sale of valuable household assets. In addition, reduced rations could result in low birth weights, poor maternal health and untreated chronic malnutrition among children under 5. This project targets small farmers and pastoralists living in the agro-pastoral zone. It aims to improve the nutritional status of children under 5, pregnant and lactating women and persons with HIV/AIDS receiving anti-retroviral (ARV) treatment. There is an additional component for Mauritanian returnees from Senegal as part of a voluntary repatriation operation. In addition, the operation aims to strengthen the national capacity to respond to emergency situations and that of beneficiary communities to enable them to become self-sufficient. A pipeline break in cereals is expected in July 2009 with shortfalls in oil and blended food to follow in August and October 2009 respectively. This is likely to delay lean season activities for those most vulnerable to food insecurity both during and after this period. In addition, further shortfalls can be expected as a budget revision is under preparation to extend the project. As a consequence of the foreseen shortfalls, WFP will decrease the commodities provided to cereal banks. In addition, the discharge ration for family members of children following the supplementary feeding programme has been cancelled and supplementary feeding for malnourished children under 5 and pregnant and lactating women has been maintained but with fewer beneficiaries. Through this project, WFP provides supplementary feeding for malnourished children and pregnant/lactating women while increasing efforts towards the prevention of high malnutrition rates. In addition, villages in remote and food-insecure areas, with little access to markets, are targeted with cereal bank and food-for-training activities. In addition, WFP provides capacitybuilding on the prevention and management of food crises for the Government and the National Food Security Mechanism. By October 2009, shortfalls are anticipated in all commodities. Should shortfalls persist, WFP will prioritize certain beneficiaries, such as malnourished children under 5 and pregnant and lactating women in nutritional recovery activities. Shortfalls are likely to have a negative impact on attendance rates in schools and nutritional programmes as well as nutrition training sessions. In addition, these shortfalls would compromise the living situation of beneficiaries already struggling from the effects of high food prices and falling remittances. This project covers the region of Casamance through food-for-recovery/education/for nutrition awareness activities and capacity-building of national institutions. In addition, in July 2008, the operation was scaled up significantly to accommodate increasing needs due to a bad crop season and high food prices in all regions of Senegal. Considering the current food crisis, new activities such as cash/voucher programmes are planned and ongoing activities will be expanded in both rural and urban areas. The PRRO is already running short of cereals and pulses from October WFP estimates a food shortfall of nearly 4,000 mt until the end of Newly launched military operations in North and South Kivu provinces are forcing more people to flee their homes who are receiving assistance from WFP. If the situation continues, the number of internally displaced people could rise significantly. Food prices in May 2009 have increased by 42 compared with the results of the survey carried out in May 2008, according to a survey carried out by the Food and Agriculture Organization (FAO). WFP food assistance targets 9.7 million beneficiaries, of whom 8.6 million under this PRRO in WFP also plays a lead role in capacity development. Operations and Resourcing Update- July

28 Shortfalls are estimated to exceed 134,000 mt, for the next 6 months. Currently, there are no relief cereals in the country due to a mix of resource shortfalls for the NGO/WFP/Government pipeline and transport congestion. WFP resources (not yet available in country) will be able to cover about 3 million people for one month. The NGO Joint Emergency Operation has 87,000 mt arriving in July-August for about 2.3 million beneficiaries (for 2 months). The further deterioration of the situation for an already vulnerable population is serious, particularly in view of below normal belg season and considering that the lean season continues until September-October for several parts of the country. Additionally, the nutritional situation will continue to worsen. There is potential for a scenario similar to last year with significant increases in severe acute malnutrition and child mortality. There will also be a further erosion of livelihoods and deepening poverty. These shortfalls combine with below normal rainfall in the eastern parts of the Greater Horn of Africa. Thus far, the precipitation of the Belg season has been inconsistent. On 13 July, the Government of Ethiopia announced to donors that in light of early results from the Belg assessment, relief needs are likely to increase to 6.2 million or more during the hunger season (July to October). Furthermore, the 2009 kiremt rains (July to October) forecast released by the National Meteorological Agency (NMA) in May 2009 indicated that that normal to below normal rainfall is expected in Amhara, Tigray, Afar Somali and eastern parts of Oromiya region wilest SNNPR, Gambela, Benshangul Gumuz and western Oromiya regions are expected to receive normal to above normal rains. The poor performance of the Belg (February to May) coupled with the not so promising kiremt season, will further worsen the food security situation in the country. Pipeline breaks and resource shortfalls have led to the distribution of reduced rations of Relief, cancellation of distribution rounds for the Productive Safety Net Programme (PSNP) and reduced coverage and reduced rations of the targeted supplementary food (TSF) components. WFP also supports people affected by HIV/AIDS in 14 major urban centres. The operation aims to reduce people s vulnerability to acute food insecurity, and support capacities to manage risk, enabling food-insecure people to invest in more resilient livelihoods. Its four components support the government s productive safety net programme, national relief response and national child survival programme, and the strategic framework for the national response to HIV/AIDS. 29 encourages children to attend school through the provision of a mid-morning snack, and supports the host community through food for assets programmes. Recent food distributions have been lower due to inadequate funding that necessitated ration cuts. The crucial two-month buffer stock intended to cater for potentially large influxes of refugees or other possible occurrences such as heavy rains is currently not in place, leaving the refugees extremely vulnerable to weather-related shocks. The refugees are entirely dependent on donor food assistance and the need to preposition stocks to provide assistance for the continuing influx and to mitigate possible pipeline breaks. It has the capacity to respond quickly to new shocks and mobilize necessary additional support to save lives and protect livelihoods. Latest Kenya Food Security Update prepared by the government, Fewsnet and WFP indicates that food insecurity is increasing for pastoralists who are facing an extended dry season and devaluation of the sole livestock asset, at the end of yet another poor season. Farmers situated in the southeastern, coastal and some central cropping lowlands are also facing substantial crop failure after the long rains failed. This PRRO which began in April 2009 is facing significant shortfalls, amounting to 136,000 mt for the next six months. The situation is especially dire, as the operation for drought-affected people does not have cereals to cover needs after August. Reduced rations will not be adequate to meet consumption needs of beneficiary households and the nutritional status of beneficiaries will be at risk. Over the past 35 years, at least 50 natural disasters, including cyclones, drought, epidemics, floods and locust infestations, have been reported affecting more than 11 million people altogether. The PRRO is the response intervention to recurrent natural disasters and seasonal food insecurity in Madagascar. The PRRO faces significant shortfalls of nearly 8,000 mt. Shortfalls in nearly all commodities commence in July. If no additional contributions are received, WFP will be forced to implement significant ration cuts as well as reduce the number of beneficiaries in the drought affected areas in Southern part of Madagascar. In the drought-prone south, the Early Warning System (EWS) forecasts that 44 municipalities could experience food access difficulties during the lean season 2009/2010. In order to mitigate the impact of rising food and fuel prices, the Government of Madagascar has taken new measures for the second semester, including subsidizing the current off season crops campaign and urban transport. Through current operations, WFP continues to target flood victims, orphans and vulnerable children. Chronically ill people receive care and treatment for HIV/AIDS and other illnesses. WFP is assisting nearly one million beneficiaries in 2009 through this project. Prospects for the forthcoming harvest are poor in the south. The recent Vulnerability Assessment Committee (VAC) report showed that at least 175,000 of the 356,000 poor and very poor Mozambicans will suffer severe food insecurity starting September onwards. This is due to scarce and irregular rainfall which resulted in an insufficient first harvest and has failed to meet the food needs of poor and vulnerable families. Expected shortfalls over the next six months are approximately 17,000 mt, valued at US$19 million. The pipeline situation is critical across all commodity types, leaving WFP with no choice but to reduce rations and beneficiaries, just as the lean season hits vulnerable families. Therefore, the current pipeline breaks could have a devastating impact on beneficiaries who have few other options for survival. This was due to the severe resourcing shortfalls under this PRRO. Consequently, General Food Distribution within this demographic currently target only extremely vulnerable individuals (EVIs) and moderately and severely malnourished persons under the therapeutic and supplementary feeding programmes respectively. These two PRROs assist nearly 250,000 people in 2009, in an effort to preserve livelihoods, safeguard the nutritional status of children and those affected by HIV/AIDS, assist refugees, respond to drought and floods and assist those affected by rising food prices. The efforts to assist and improve household food security, livelihoods and nutrition for the 235,000 flood affected people and those impacted by rising food prices are being negatively effected by the low resource level of this operation. WFP was forced to cut rations for cereals by 50 during the month of May. From August onward, rations of all commodities will have to be cut due to lack of resources. Further contributions are required to ensure support to the vulnerable population. This is further compounded by the high Operations and Resourcing Update- July

35 HIV/AIDS prevalence rate. WFP s PRRO in Zimbabwe aims to preserve and safeguard nutritional status of nearly four million people in 2009 including children and those affected by HIV/AIDS. After the start of the main harvest in April, WFP s Vulnerable Group Feeding (VGF) programme came to an end with only the Safety Net (SN) activities continuing. WFP is providing assistance to 630,000 beneficiaries under the SN activities from April onwards. From May onwards the caseload will increase to 800,000 because the schools re-opened in May. In order to avoid a pipeline break for CSB in November, it is important that contributions are confirmed as soon as possible to avert the anticipated commodity shortfall. Following recent assessments, it is possible that WFP will need to review upwards the beneficiary requirements, which would cause pipeline shortfalls to increase and occur earlier. Additionally, following the legalisation of foreign currency, low income households in urban and rural areas who have limited or no access to foreign exchange are experiencing reduced access to food, health care, education and other basic necessities. Scheduled arrivals in July will only partially mitigate the impact of immediate pipeline breaks, already occurring in rice, wheat flour, pulses, oil, blended food and sugar. WFP is already reducing food rations for this operation, especially for rice. The Country office has reduced planned tonnage levels by 35 in all modalities and has cut rice quantities in all rations by an average of 25 to avoid the interruption of project cycles. WFP monitoring reports show that with the high price of local staple foods, IDP families are increasing their cumulative debt ratios. Reports also show that IDP families are reducing their daily food consumption in terms of fewer meals and reduced quantities of food. As families cut back on spending, there are also risks of higher drop-out rates among schoolchildren and child recruitment by illegal armed groups. Operations and Resourcing Update- July

The PRRO is experiencing a pipeline break in high-energy biscuits and fish and a serious pipeline break in cereals is foreseen in November. Given the usual five to six month lead time, contributions have to be confirmed as soon as possible. The rainy season has started and violent rains have affected the Southern region causing the death of 13 people and destroying infrastructure. The town of Gonaives was flooded, which created a panic within the population as no evacuation plan has been organised. But also preventing some of the FFW activities for mud-cleaning to take place. WFP is preparing the hurricane season with partners. There is concern about the still very fragile situation in the country, especially in Gonaives, where a lot of cleaning and rehabilitation work (canals, river banks) still needs to be done. Normal rains may cause serious damage as the infrastructure has not yet been restored in the city. 37 by the last rains of 2008 and the drought in early 2009 but to also mitigate the potentially irreversible effects of the recent financial and food price crisis on the most vulnerable populations this project intends to assist. The PRRO is experiencing significant pipeline breaks, causing a reduction or suspension of key activities supported by this project. This happens at a time when WFP should be reorienting and expanding its support to complement the efforts of the governments in the areas of social protection, food production and income generation due to the continued food price crisis and the current economic downturn. In addition, the lack of resources threatens the region s capacity to secure stock generally prepositioned to timely respond in the event of an emergency during the upcoming hurricane season. Hurricane season has officially started in the region. Official analyses (NOAA) predict a 70 percent chance of having nine to 14 named storms, of which four to seven could become hurricanes, including one to three major hurricanes (Cat. 3-5). The implications of the financial crisis for the Central American economies are manifold and have already led to a significant reduction of remittances. In Guatemala, for example, remittances showed a 7.75 decrease when compared to the same month last year. Decreased remittances combined with lower foreign investment will most likely lead to higher food insecurity in the region. The Country Programme continues to focus on supporting improved access to education through school feeding, targeting areas that are food insecure with low primary school enrolment rates, especially for girls. WFP Sudan's 2009 operational requirement for this emergency operation of US$832 million is 78 resourced, with a shortfall of US$183 million. As per WFP pipeline projections, there are sufficient food stocks to cover operational needs through to November 2009, with pipeline breaks in cereals and pulses anticipated in December It is critical that new contributions of at least US$200 million are mobilised to cover the 2009 shortfall, in addition to prepositioning critical food stocks for the first quarter of The food pipeline is currently healthy, thanks to donor contributions, stocks prepositioned in 2008 and internal loans, which allowed WFP to purchase urgently needed food earlier this year. However, internal loans amounting to US$30 million need to be repaid. Furthermore, the March 2009 NGO expulsions resulted in unexpected costs for WFP to fill in gaps created by the NGOs departure. 38 While WFP's emergency distribution of food rations has enabled food to reach the people and deter a crisis, WFP has so far been able to focus only on the continuity of distribution of food. Other more qualititive aspects of WFP s food assistance programme remain severely affected by the loss of experienced partners. A longer term solution that is sustainable, comprehensive and effective is a top priority which will require resources and time to be implemented. In addition, Southern Sudan is currently facing significant security and financial challenges which could threaten the fragile peace that exists. Further, the food security situation is looking bleak with delayed rains and insecurity affecting agricultural activities. Sudan SO Operational Augmentation for WFP and NGO Partners in Darfur in Support of the EMOP 01 May November 2010 Total Project The expulsion of thirteen international non-governmental organizations from Sudan and the dissolution of three national non-governmental organizations in March 2009 has put at risk the provision of food assistance in Darfur to 1.1 million people, medical care for 1.5 million people and drinking water for over 1 million people. Four out of the thirteen non-governmental organizations were WFP partners covering about 35 percent of the Darfur general food distribution under the emergency operation While WFP is addressing the most urgent needs to guarantee the uninterrupted supply of life saving food distributions, it does not have the capacity to fully compensate for the gaps in monitoring, assessment, analysis, targeting and logistics activities left by the loss of these partners. This special operation will cater for the equipment, staff, systems and facilities necessary to re-establish a stable, strong and safe field presence in Darfur for WFP and its NGO partners by ensuring the: o provision of Minimum Operating Security Standards (MOSS) compliant office and accommodation facilities for WFP and NGO partners in remote locations with limited or no humanitarian coverage; o augmentation of operational capacity and technical expertise of WFP and partner NGOs for monitoring, assessment, analysis, targeting and logistics activities to expand their activities to new areas as well as capacity building; o operational contingency in the event that some areas are not eventually covered by other NGOs, and/or that more NGOs may suspend their programmes in the future. 39 (US$ million) (US$ million) Special Operations Asia Regional Bureau OMB Pakistan SO Logistics Augmentation 15 March December 2009 Resourcing Total Project A strengthened and coordinated logistics approach has been established by WFP in Pakistan, following intensified fighting between the Government and militant groups in the Northwestern Frontier Province (NWFP). The recent developments have prompted new displacements of people bringing the total number of IDPs to approximately 2.2 million. Significant amounts of medicine, shelter, food and other life saving relief items are now required to gear up the humanitarian response and avoid bottlenecks, possible overlaps and/or gaps. Funding is urgently required to expediently deploy and set up the support elements requested by the Humanitarian Country Team to assist with the humanitarian community s response in IDP situation in Pakistan. In its role as logistics cluster leader, WFP is mandated to augment and optimize the logistics capabilities of the entire humanitarian community and facilitate the uninterrupted supply of life saving items in support of the most vulnerable displaced populations in Pakistan. This Special Operation will allow WFP and the Humanitarian Country Team to set up a humanitarian logistics base in Pirpai (22km from Peshawar) and provide the associated logistics services; facilitate logistics coordination and information management; coordinate and manage public donation consolidation centers or Relief Banks and ensure the provision of required logistics services to facilitate the humanitarian community response to the current crisis. West Africa Regional Bureau OMD Central African Republic SO Logistics Augmentation in Support of PRRO 01 May December 2009 Resourcing Total Project This special operation aims to ensure that emergency food aid reaches beneficiaries through the augmentation of logistics' capacity including fleet augmentation, provision of increased storage capacity in the field, provision of temporary office and living accommodation for WFP staff, and ad hoc road repairs. WFP requires urgent funding to enable the implementation of the operation and provide the necessary logistics support to the humanitarian community, particularly given the unstable Operations and Resourcing Update- July

Increased field storage capacity in WFP bases is being assured by the installation of mobile warehouses in sub-offices; so far three units have been installed in Paoua. The truck fleet service has been extended to provide reliable secondary transport to the humanitarian community in the Central African Republic through the Logistics Cluster and is now a major component of this project, thus ensuring timely deliveries of relief items and enhancing predictability and efficiency of the logistics response. Chad SO Humanitarian Air Services in Chad in Support of EMOP 01 January December 2009 Resourcing Total Project This special operation supports emergency operations and provides a crucial air link for over 80 international organizations and NGOs who operate in eastern Chad. In May 2009, the UN humanitarian air service (UNHAS) Chad transported 4,087 passengers and 15 mt of cargo to 10 destinations. With current funding, this operation can only be sustained until 15 July The project requires urgent funding to maintain the air services and provide vital transportation throughout the country. With the current instability in Sudan, and the foreseen additional movement of population across the Chadian border, humanitarian activities are gearing up and air services are expected to remain highly operational. WFP UNHAS currently charters 6 aircraft - 2 B-1900D, 1 C-208 and 1 EMB-120ER based in N Djamena, and 1 LET-410 and 1 PAC-750XL based in Abéché. Chad SO Fleet Augmentation and Logistic Cluster Coordination 05 August June 2010 Resourcing Total Project The humanitarian community in Chad is facing tremendous constraints in delivering life saving relief items in the eastern part of Chad mainly due to limitations in the private transport sector. The funding situation of this special operation is critical. New donations are urgently required to facilitate the pre-positioning of humanitarian assistance for the refugees and populations displaced in eastern Chad. Furthermore, five months worth of humanitarian assistance must be prepositioned in the region as soon as possible, to ensure some 500,000 people can receive the required support throughout the rainy season. Operations and Resourcing Update- July

41 (US$ million) (US$ million) The humanitarian community in Chad has also identified a need for increased logistics' coordination and information sharing among the actors, especially in light of the very unstable security and political situation. WFP is striving to address the above constraints by augmenting the transport capacity in Chad through the provision of a fleet of trucks for the humanitarian community. A Logistics Cluster is also providing all humanitarian actors with the required coordination and information management tools. Niger SO Provision of Safe, Efficient and Sufficient Air Transport Services to the Humanitarian Community in Niger and Within the Sub-Region. 15 March December 2009 Resourcing Total Project WFP launched the humanitarian air service in Niger in June 2008 to respond to the challenges posed by this situation. The objective of the project is to provide safe and cost effective air transport services to the humanitarian community in Niger and within the region. This operation requires urgent funding to resume the service, which was suspended in 28 February 2009 due to funding shortages. Complicated security conditions are also affecting this operation. Following the kidnapping of the Special Envoy of the UN Secretary-General in December 2008, the aircraft was grounded for two weeks and services resumed on 20 January The deteriorating security situation across the northern and eastern areas of the country restrict relief workers access to safe travel, hampering the capacity of the humanitarian community to respond to emergency needs. The WFP aviation unit launched this special operation to respond to challenges posed by a deteriorating security situation across the northern and eastern parts of the country, as well as the lack of safe and reliable air services in the region which restricted humanitarian travel. Under this project, WFP provides safe and cost effective air transport services to the humanitarian community in Niger and within the region. Operations cover the locations of Tahoua, Agades, Maradi, Zinder and Diffa and internationally to N'Djamena and/or Abéché in Chad to connect to international flights between Dakar and Niamey. West Africa, Regional SO Air Passenger Service in West Africa Coastal Countries Côte d'ivoire, Guinea, Liberia & Sierra Leone 01 January December 2009 Resourcing Total Project The WFP air operations continue to be vital to humanitarian operations in the region. A continued lack of security-cleared commercial flights in the involved countries, the closure of the UN Mission in Sierra Leone (UNAMSIL) and the subsequent reduction of the UN Department of Operations and Resourcing Update- July

42 (US$ million) Peacekeeping Operations (DPKO) flights (including the ending of the service from Freetown to Monrovia and Accra) has resulted in the User Group Committees (UGC) of each country requesting WFP to extend the service of this regional special operation in order to continue providing air services. Without additional resources, this operation, which has already been drastically reduced, will terminate in two months. The base of the operation was relocated to the more central and secure Monrovia (Liberia). The change of base and the fleet enabled further improvements of the service through two weekly rotations within Côte d'ivoire, Guinea and Liberia. The WFP UN humanitarian air service had to reduce one aircraft and to suspend the flights to Côte d'ivoire due to the funding shortage, despite the growing demands in the region. The remaining 19 seat B1900 will serve three countries in the region: Guinea, Liberia and Sierra Leone. As the International Committee of the Red Cross (ICRC) was confronted with the same funding shortage for its own operation, an agreement was made in December 2008 for the shared use of the WFP chartered aircraft. Southern, Eastern and Central Africa Regional Bureau OMJ D.R. Congo SO Cluster Logistique Et Services Communs De Transport Et d'entreposage En RD Congo 13 October December 2009 Resourcing Total Project This Special Operation aims at providing logistics services to the humanitarian community through the inter-agency logistics service (ILS), including multimodal internal and overland transport (air, road, barge, rail). The project also caters for the provision of road transport services in Katanga province (Katanga Fleet) and in eastern DRC (North Kivu, South Kivu, Ituri) as well as inter-agency temporary storage services. Immediate resources are required to ensure the continuation of efforts to meet the logistical challenges in DRC and assist the most remote and vulnerable populations of DRC. In order to respond to increasing needs in the eastern part of the country at the end of last year, the ILS capacity was augmented including the setting up of an air lift service for food, NFIs, vehicles and fuel from Entebbe (Uganda) to Dungu (Province Orientale - DRC). Given the unpredictable humanitarian and security situation in the area, WFP has recently launched a larger scale air bridge to supply Dungu in food and non food items. Early rains combined with the slow turn around of convoys through South Sudan have resulted in an increased and urgent demand for air deliveries. Operations and Resourcing Update- July

43 (US$ million) (US$ million) Ethiopia SO Logistics Augmentation for Somali Region Operations 01 September December 2009 Resourcing Total Project The humanitarian crisis in the Somali region of Ethiopia has recently further deteriorated due to continuing drought and an unstable security situation. The overall objective of this operation is to provide adequate transport and storage of humanitarian aid consigned to the Somali region in coordination with the Government and in support of the WFP PRRO relief and safety net programmes. are urgently required to ensure hubs readiness and allow a full implementation of the operation. In order to address the limitations of the current logistics set-up, and to deliver food commodities in an effective and timely manner, WFP is assisting the Ethiopian authorities through the establishment of forwarding hubs. These hubs, along with the accompanying logistics apparatus, allow the facilitation of receipt, storage and dispatch of food commodities for the Somali region and support the efforts currently undertaken to decongest the port of Djibouti. The limited number of long-haul transport companies operating in the Somali region called for the establishment of a secondary transport system using local transport companies organised in a dedicated commercial fleet as well as the setting up fuel stocks at strategic locations. A component of this operation is also dedicated to the enhancement of the information management and communication flow between all stakeholders on truck movements, food stocks, dispatches and deliveries to hubs and FDPs. Initiated in September 2008, the project was recently revised to extend the activities up to the end of 2009 and strengthen the corridors into Ethiopia. The projects now focuses on the establishment of the Berbera corridor, the setting up of three additional hubs (to be located in Jijiga, Fik and Warder), the continued usage of the established hubs in the Somali region (located in Gode, Degehabur and Kebridehar) and support to the government in capacity building (securing the Fafen river crossing). Somalia SO Emergency Rehabilitation Work for Mogadishu and Kismayo Ports, and Targeted Emergency Road Rehabilitation for Key Main Supply Routes in South Somalia, in Direct Support of the Provision of Emergency Humanitarian Food Aid 15 February February 2010 Resourcing Total Project This Special Operation aims at carrying out targeted rehabilitation works at Mogadishu Port, Kismayo Port, and at key bottlenecks in the road networks of Lower Juba, Middle Juba, Bay, and Bakool regions, in order to streamline the delivery of emergency aid within South Somalia. Operations and Resourcing Update- July

44 (US$ million) Immediate funding is crucial to continue the work of the Mogadishu port warehouse as well as the dredging of the port basin to allow humanitarian and commercial cargo unimpeded access to the port. By improving both infrastructure and procedures at Mogadishu and Kismayo ports, this Special Operation reduces both the time and cost of humanitarian shipments. Furthermore, the targeted road rehabilitation (bridges, drifts, small stretches of road) mitigates against the disruption caused by the bi-annual rainy seasons, and help to ensure year-round access of ongoing humanitarian interventions across South Somalia. Haiti SO Logistics Augmentation and Coordination 08 September December 2009 Resourcing Total Project This Special Operation was launched in September 2008 for a duration of six months to carry out the delivery of humanitarian aid by providing transport, storage and logistics coordination services. The project was created following four hurricanes and tropical storms that devastated Haiti in Considering the weakness of the infrastructure, combined with the upcoming hurricane season, the humanitarian community requested WFP to extend the operation until December This operation urgently requires funding to pre-position the fleet of 46 all terrain trucks to allow a fast and efficient response when roads and bridges will be damaged by heavy rains or landslides as well as to maintain adequate storage capacity in four strategically located cities throughout the country. According to the National Oceanographic and Atmospheric Administration 11 tropical storms and six hurricanes are foreseen for the Caribbean region in the coming months. Such a forecast makes it crucial for the humanitarian community to ensure all preparedness measures are in place before new rains hit the country and further deteriorate roads and bridges. Through this project, WFP leads the Logistics Cluster and facilitates the coordination, timeliness and efficiency of the emergency logistics response. The cells set up in Port-au- Prince and Gonaives will continue to coordinate the operation based on priorities set by the humanitarian community and to provide information management, cargo tracking/prioritization, customs as well as GIS/mapping services.
