4 OVERVIEW This is a description of the Monitoring System for Plan El Salvador Seguro. It is a tool that enables the National Council on Citizen Security and Coexistence (CNSCC Spanish acronym) to: have accountability, introduce necessary remedial actions, support evidence-based decision-making, risk management, and improve partner learning in implementation (at the level of the State and different participating entities). In addition, it promotes transparent management of municipal and national public policies on safety. The indicators have been defined based on the results framework of Plan El Salvador Seguro and the theories of change that describe the transformations it will produce that are necessary to achieve a safe country. The system comprises indicators with technical specifications, also known as metadata, and a global indicator framework. Data of the 67 indicators on the administrative record were provided by that are responsible for implementing Plan El Salvador Seguro. Nonetheless, thirteen (13) supplementary indicators were added from the Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace Survey, localized for the country as per the VICLAC-LACSI, 1 core questionnaire, which allows country-to-country comparison of outputs, and an estimation of two indicators in Sustainable Development Goal 16: Peace, Justice and Strong Institutions. 2 Furthermore, information is systematized and made available on an IT platform managed by the President of the Republic of El Salvador's Office of Technological Innovation and Information Technology (ITIGES) It should be noted that the system is still under construction, involving several actors, such as the Secretariat for Governance and the Vice-Ministry of Social Prevention of the Ministry of Justice and Public Security, with the support of UNDP in its roles as Technical Secretary of the CNSCC, and with the technical assistance of FUNDAUNGO, within the framework of the UNDP-InfoSegura Project, funded by USAID. 8 INTRODUCTION The National Council on Citizen Security and Coexistence (CNSCC Spanish acronym) was established in September 2014 to facilitate dialog, provide inputs to help inform national policies and plans for justice, citizen security and coexistence, and to propose actions to facilitate policy implementation in this sphere. 3 The CNSCC's main output has been the Plan El Salvador Seguro [Safe El Salvador Plan] (PESS Spanish acronym). The Plan El Salvador Seguro is being executed inter-institutionally, with participation of all State agencies and in charge of citizen safety, namely: the executive branch, the legislature, the judicial branch, attorney general (FGR, PGR & PDDH), and local governments as well. In addition to state agencies, partnerships have been formed with churches, private business, the media, civil society organizations and the international community, to enhance implementation. The framework for this coordinated effort resulted in the Plan El Salvador Seguro Monitoring System. The objective was to move ahead with designing it at the national and territorial levels, in order to make CNSCC accountable, introduce remedial actions, support evidence-based decision making, risk management, and improve partner learning. The system was developed in a participatory manner starting in 2016, and started as a request from the CNSCC Monitoring and Coordination Commission (CSA Spanish acronym) to the United Nations Development Program (UNDP), due to the latter's action as a member of the CNSCC Technical Secretariat. This document is a synthesis of the System, its structure, and its tools, which are based on administrative data and perception indicators based on the Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro. This process involved a preliminary stage for reviewing and validating the original indicators that were proposed for Plan El Salvador Seguro, by systematizing the indicators according to various criteria with thematic working groups that make up the Subcommittee on Violence Prevention's Technical Committee. Another source for this document is the Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace Survey, which is the instrument that FUNDAUNGO adapted and designed based on the VICLAC-LACSI 4 core questionnaire, with support from the UNDP- InfoSegura team in compiling information required to construction of the perception indicators considered in the System. Preparation of the Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace Survey, involved review and validation by a variety of. 9 This document is structured as follows: The scope of the Monitoring System, as well as the sources of information. Subsequently, the s Framework for Plan El Salvador Seguro, and the theories of change are presented by Pillar. The next section presents system tools: reference sheets, global indicator framework, Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace Survey, and the IT Platform where decision-makers can access the outputs. Finally, the governance for the development of the System, and the way it is managed is presented. In the attachments to the document, there are indicator technical datasheets, and the most profound methodological aspects of the Survey are presented (structure of the questionnaire, sample design, and actual sampling errors, to name a few). 9

10 SCOPE OF THE MONITORING SYSTEM FOR PLAN EL SALVADOR SEGURO The Monitoring System for Plan El Salvador Seguro focuses efforts on compiling, systematizing and analyzing information at the level of results, and managing the strategy adopted by the Government of El Salvador. The aim is to strengthen actions that will prevent cycles of violence and crime to increase, thus generating conditions to open the processes of dialog. That is to say, the Plan is set to operationalize public policy. This way, it tracks and monitors four dimensions of implementation: The Plan's overall results in the territory, at the national and municipal levels, in the following Pillars: 1. Violence Prevention, 2. Control and Criminal Prosecution, 3. Rehabilitation and Reinsertion, 4. Assistance and Protection to Victims, and 5. Institutional strengthening. The short, medium- and long-term results/effects in each of the Pillars to be achieved through the implementation of the Plan, in order to improve people's lives. Understand the prevalence of crime and the crime rates that affect households and individuals within the household, the dark figure 5 of crime and its characteristics, the victims and the context of the victimization. Likewise, citizen perception of insecurity, victimization, and their satisfaction with State services and the strategic actions undertaken in the framework of the Plan. The institutional strengthening processes with participating agencies. This System makes it possible to measure and generate evidence on progress made in implementation of Plan El Salvador Seguro, at the level of results (21). The tool also supports the PESS implementation process in that it allows the involvement of responsible for different scheduled actions to be monitored. It is important to note that, although it represents a major step forward in terms of monitoring the country's strategies for citizen safety, the system is still a work in progress, as defining short, medium and long-term goals is still pending for certain indicators, and there is still a way to go in improving statistical information systems and access to information. Even with these limitations, a first monitoring report on the Plan El Salvador Seguro was prepared (see CNSCC, 2018). Moreover, the limitations inherent in the Plan's Monitoring System are as follows: 5 The dark figure of crime refers to the number of unreported and non-investigated offenses. 10

11 The monitoring system does not take into account the resources allocated to each institution and international cooperation. Because the first Survey on Victimization and Perception of Insecurity under the Plan El Salvador Seguro/Culture of Peace Survey was conducted in 2017, the indicators for perception do not have the same base as those with records from administrative sources. The System includes two important sources of information: administrative records from the responsible for implementing the Plan El Salvador Seguro; and perception-based data, gathered from the Survey on Victimization and Perception of Insecurity under the Plan El Salvador Seguro/Culture of Peace Survey. 6 Most indicators are sourced from administrative records at such as the police, ministry of justice, attorney general, legal medicine institute, ministries of health and of education. Moreover, two national- and municipal-level indicators that were constructed from the Multipurpose Household Survey (EHPM) are also considered. Altogether, the system comprises 80 indicators from administrative sources and perception-based indicators, defined as per the initial proposal included in the PESS document, and validated by implementing agencies and the CNSCC in the Monitoring and Coordination Commission (CSA). 12 RESULTS FRAMEWORK FOR PLAN EL SALVADOR SEGURO It translates the Plan into results that enable the CNSCC and the public to monitor progress and achievements, learn lessons and ensure transparency and accountability. This framework captures the dimensions of the changes in levels of insecurity in the country, and coordinates critical and urgent actions that chart the path to achieve results in five areas, in the short (2, medium (5 and long term (10. The following is a list of results according to their deadlines: Short Term: R1. The population of prioritized municipalities has efficient institutional services to prevent violence. R3. Reduction of crimes committed in public spaces. R4. Reduction in number of firearms-related offences. R11 Decrease in number of crimes ordered from prisons. R20. Increase the coverage and quality of municipal services to provide immediate assistance and protection to victims. Medium term: R2. More use of recovered public spaces. R8. More prosecutions for homicide, femicide, extortion, rape and illegal group cases R9. Backlog reduction in initial investigations and prosecution of cases. R12. Reduce overcrowding in correctional facilities and detention centers by implementing alternative measures, as provided by law. R13. Increase the application of alternate measures to provisional detention and summary trial in criminal cases. R14. Increase resolutions issued on parole applications and phase changes during time served. R17. Correctional facilities, social insertion centers and holding cells comply with basic conditions. R19. Notable improvement in State capacity for providing protection, assistance and integral reparation of victims, and restoration of their rights and the elimination of their revictimization. 12

13 Long Term: R5. Reduced number of children, teenagers and young people who neither study nor work. R6. Reduction of domestic violence and other abuses against women. R7. More neighbor disputes settled through alternate measures. R10. Levels of corruption are reduced as well as infiltration of organized crime in justice and public security R15. THEORIES OF CHANGE FOR PLAN EL SALVADOR SEGURO The theory of change describes the way in which results are believed to be achievable and outlines the main elements for them to occur (UNDP, 2016). It is based on the way an organization or initiative expects to achieve the established goals and the identification of the underlying assumptions. Moreover, it displays the way the intervention is expected to work and creates a visual basis for a common understanding of the intervention (Morra Imas & Rist, 2009). As a starting point for the design of the Monitoring System of the Plan El Salvador Seguro, five theories of change were developed, one for each Pillar of the Plan. Theories outline a) the strategies, b) the necessary conditions for change (short, medium and long term), c) the impact, and d) the expected change. Table 2. Theory of change for Pillar 4: Assistance and protection to victims The high levels of violence and crime generate violations of citizen's rights, causing direct and indirect psychological, physical and material damage to a large number of people, families and communities, who are not provided adequate and sufficient assistance and protection by the State. This leads to a loss of support for- and trust in government. Creation of a model, a policy and a legal framework for the coordination of institutional services aimed at ensuring comprehensive assistance and protection of individuals, families and communities who are victims of violence. 20 INDICATOR REFERENCE SHEET There are data sheets (metadata) for each of the 80 indicators that have been identified, used in collecting, verifying, calculating and entering information into the overall system. Appendix 1 contains the Reference Sheets. The following information is available in the data sheets: : Record of the date the indicator was designed and validated. All municipal level indicators are also at the aggregate (national) level. 23 In addition, there is an indicator framework for administrative and perception-based indicators (validated in discussion with responsible for PESS), and tools to manage it: reference sheets, data capture instruments (Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace Survey), and an IT platform to view the system and input into it. The starting point is the set of indicators proposed in the results matrix included in the PESS. SURVEY ON VICTIMIZATION AND PERCEPTION OF INSECURITY IN THE CONTEXT OF PLAN EL SALVADOR SEGURO/CULTURE OF PEACE SURVEY The Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace is an instrument to capture information in the field that was designed by FUNDAUNGO, based on the core questionnaire of the VICLAC-LACSI 7 along with the InfoSegura/UNDP team. Its purpose is compiling the information required to create perception indicators referred to in the PESS Monitoring System. The survey addresses issues such as people's perception of safety and their appraisal of the performance of public authorities responsible for citizen safety, aspects of victimization in crime over the last 12 months, the use of public spaces near their neighborhoods or communities, to mention a few. In addition, it makes it possible to estimate the hidden figure of crime. That is, the number of unreported and non-investigated offenses. Because it is based on the VICLAC-LACSI, the questionnaire also allows for regional-level comparison of indicators. It should also be noted that it reports on two global indicators of the Sustainable Development Goal 16: Peace, justice and strong Proportion of population that feel safe walking alone around the area they live Proportion of victims of violence in the previous 12 months who reported their victimization to competent authorities or other officially recognized conflict resolution mechanisms The fist data effort was conducted by the DIGESTYC (Directorate General for Statistics and Census) and the field work took place between April 26 and June 18, The second survey data was also performed by DIGESTYC in 2018, between April 28 and June 17. This IT platform is managed by ITIGES and makes it possible to track national and municipal indicators. As the following figure shows, the platform displays the indicators by Plan Pillar, specifying the identifier codes, name of the indicator, responsible institution and date d. 24

Data from a variety of information sources is stored in a single, central data base. Layer 2: Integration. Integrates the different systems and databases available that have data of interest to track Plan actions. Layer 3: Analysis. Generates data analysis parameters according to preset rules to support the indicators, and subsequently track goal achievement. Layer 4: Display. Displays all graphic front-end for reports, dashboards and briefs, which support the decision-making process. The Platform uses the software known commercially as Business Intelligence (BI) for data analysis and visualization to frame the relationship between these four layers, and the Platform s comprehensive build frames the follow-up and monitoring of the Plan El Salvador Seguro. There are three steps to the process, once the have validated the indicators. 25

This process consists of preparing an electronic spreadsheet or institutional report in which the data to be monitored are found, then this information is manually uploaded into the platform for analysis and reporting. 27 GOVERNANCE OF THE MONITORING SYSTEM FOR PLAN EL SALVADOR SEGURO Actors in the Monitoring System The Plan's general operating scheme, and its appropriate implementation and proper functioning involves the participation and contributions of different actors at different phases and moments of implementation of the Plan and the System. The following actors are Indispensable for system operation: Ministry of Justice and Public Security National Council on Citizen Security and Coexistence National Council on Citizen Security and Coexistence's Monitoring and Coordination Commission Executive Secretariat (SEGOB) Technical Secretariat (UNDP, OAS, EU) Monitoring and Coordination Commission Technical Committee ITIGES The National Council on Citizen Security and Coexistence is the agency that is responsible for overseeing System implementation, and monitoring the effectiveness and relevance of actions on a regular basis. It is also a coordinating and advisory body that promotes action implementation and follow-up, supports resource management, monitors progress in achieving results and has a comptroller role in the use of resources. The CNSCC Monitoring and Coordination Commission is recommended as the most appropriate institutional setting for the management of the Plan's Monitoring System. Its broad-based and participative nature, and its high-level institutional membership makes it the best suited for System oversight. Under this scheme, the Technical Commission, comprising the Executive Secretariat, Technical Secretariat and Vice Ministry of Social Prevention, is proposed as the natural setting for implementing the Monitoring System. The Executive Secretariat (comprising the Secretariat for Governance and for Communications) undertakes much of the functions (see below), ensures the timely delivery of data by coordinating with the requisite sources of information. The Technical Secretariat (including the European Union, the OAS and UNDP), on the other hand, is responsible for assuring overall system quality. For its part, the Vice Ministry acts as information supplier, identifying data needs at the political level. 27

Survey on Victimization and Perception of Insecurity in the context of Plan El Salvador Seguro/Culture of Peace Survey The following table describes the parts of the survey form and the number of questions for each section. Characterization of crimes Contains seven modules (one for each crime on the agreed list) that are intended to characterize each of the crimes of which the person has reported to be a victim in section V. Inquiry into those that have taken place in the last 12 months. Number of questions 85 VII. Use of- and perception of safety in public spaces Questions in this section aim to learn about the frequency of use of public spaces in the vicinity of respondent's neighborhood or community, and the perception of safety in the last 12 months. 8 Type of sampling Survey was done with probability sampling method, therefore results can be generalized to the population as a whole Sample design is three-stage, clustered, where the highest selection unit is the person who is age 18 or older at the time of the interview. The primary sample unit were the census segments. The sample frame used was the list of segments where the 2013 Longitudinal Social Protection Survey was conducted, excluding those segments that belonged to the sample frame of other surveys at the time of this survey, such as, for example, the Multipurpose Household Survey. Initially at this stage, 91 census segments were selected, then seven more census segments were added. This means that 98 census segments were spread among the country's 14 departments. The second stage consisted of house selection within the 98 selected census segments. In each segment, 15 residences were originally selected. Nonetheless, given the absence of persons age 18 or older in those selected during the initial canvassing stage, additional census segments were added, for up to 20 houses surveyed. In total, only those that completed the instrument were included. The last stage consisted of random selection of a person age 18 or older present at the time of the interview, with the nearest birthday method. In this case, the study domains are at a total level, by sex and area of residence (rural/urban). Disaggregation outside the context of this sample would be unreliable. It is recommended that users who decide to break with this scheme contrast with the sampling errors of each indicator and thus verify the reliability of the result. 109

110 Determining size of the sample The sample size was calculated based on the total projected population through 2016, according to projections d in 2014 and published by DIGESTYC. Z = 1.96 For a 95 % confidence level Considering a confidence level of 95.0 %, a probability of success of 0.5, which allows the largest possible sample size to be obtained, a maximum expected relative error of 3 % results in a sample of 1,067. By considering a maximum expected non-response rate8 of 15.0 %, and an oversample of 10.0 %, a national sample size of 1,350 persons aged 18 and over was obtained (each person will belong to a dwelling). After the field canvassing, a total of 1,303 completed surveys were delivered, corresponding to a sampling error of ± 2.7 %. The effective sample size also exceeds the minimum required sample size by 22.1% (1,067 persons). It is representative at the level of sex and area of residence: urban, rural. 111
