2 United Nations Survey of Crime Trends and Operations of Criminal Justice Systems (UN-CTS) Worldwide annual data collection sent to UN Member States 18 UN-CTS waves so far (UN-CTS 2016 sent out in July 2016) Network of around 130 Focal Points In 39 countries in Europe: Joint data collection with Eurostat CTS 2015: 100 responses; CTS 2016: 93 responses to 13/3/2017 CTS 2016 data validation files sent to Eurostat, which manages communication with MS CTS 2016 data published by 18 May Data portal:
3 CTS 2017 Review Process Major revision of the UN-CTS decided as part of the ICCS implementation plan 2015 Guided by decisions at First Global Meeting of Focal Points in May 2016 (included many EU MS, Eurostat, OAS and others) Objectives 1. Align the questionnaire with the International Classification of Crime for Statistical Purposes (ICCS), implementing its analytical tools; 2. Respond to data needs deriving from the Sustainable Development Goals (SDGs) in the areas of crime, violence, justice and the rule of law under UNODC mandate; 3. 8 SDG indicators and the CTS 2017 Most SDG indicators in the area of crime and criminal justice will be covered by the UN-CTS: : Victims of intentional homicide by sex and age : Proportion of population subjected to physical, psychological or sexual violence (victimization surveys) : Proportion of population that feel safe walking alone : Proportion of victims of violence who reported their victimization to authorities : Unsentenced detainees as a proportion of overall prison population : Proportion of persons who had at least one contact with a public official and who were asked to pay or who paid a bribe to a public official : Proportion of businesses who had at least one contact with a public official and who were asked to pay or who paid a bribe to a public official : Proportion of persons victim of physical or sexual harassment SDG indicators not covered include Tier III indicators where no methodology has been established: illicit financial flows, seizures of small arms and light weapons,..
9 ICCS implementation update: Overview First Technical Advisory Group (TAG) Meeting was held in May 2016 in Vienna: launching the process of developing the ICCS implementation manual vol 1 (Mapping administrative crime data) Annotated outline of manual for mapping administrative crime data into the ICCS developed and presented (including Pilot exercises on mapping certain sections of the ICCS (inputs from Germany, Sweden,.. ). Process of translation of ICCS into all 6 UN languages almost finalized (Arabic version in progress) A number of technical assistance activities were started supporting countries in building correspondence tables of NCC and the ICCS, including: workshops, regional conferences in the Americas and Asia, the Virtual Platform etc.
10 Ongoing work on ICCS implementation manual Nr.1 Implementation support for countries: Development of a Common Protocol/Template on mapping procedures: Technical assistance in drafting correspondence tables, through Q&A on virtual platform or country mission; Volunteer countries for complete ICCS mapping; Case studies of developing complete ICCS correspondence tables; Peer review of another case study correspondence table. Guidance Note on boundaries of the ICCS focusing on the scope of criminal offences (vs. contraventions/administrative offences) inputs welcome!
11 Virtual platform on ICCS Objective: support ICCS implementation: Members on the platform can: Ask any question to UNODC and to other TAG Members and receive guidance Share documents and exchange their experiences; Advise UNODC on activities and methodological tools for ICCS implementation; Receive methodological tools developed by UNODC (e.g. Model workplan for ICCS implementation) All UNODC Technical Advisory Group members were invited By March 2017: 42 members from 4 continents, further members in process Eurostat WG Members are invited to join!

13 Plans for data collection on Trafficking in Persons Data collection for the Global Report on Trafficking in Persons 2018 will start in April As for the previous reports, UNODC is also collecting qualitative information, primarily case briefs of prosecuted TiP cases. In connection to SDG indicator a series of studies are planned aiming at estimating the number of victims at a local level. Focused data collection on TiP in the context of armed conflict (as requested in Security Council resolution 2331 (20 Dec 2016).

15 Plans for data collection on Smuggling of Migrants Preparation of first UNODC Global Study (ongoing) Clarifying concepts, mapping existing data sources and gaps in data collection capacities. To cover inter alia profiles of the actors, main hubs and routes, costs and the smugglers modus operandi. To be enriched with information from case briefs and a small set of interviews with migrants. Possible future activities (pending available resources) Data collection from Member States for the Global Report on Smuggling of Migrants (2019). Strengthening the capacities of countries to collect data.
