3 PRELIMINARY OVERVIEW OF EVENTS AND ACTIVITIES >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> <<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<< >>ESCAP/OECD Conference on Cooperation in Advancing Responsible Business Practices 18 November 2013 Responsible business practices, also often referred to as corporate social responsibility, have emerged as a key priority on the global economic agenda. As a result, the past few years has seen an unprecedented convergence in international principles and standards of what constitutes responsibility, and thus in the understanding of how business should avoid and address societal risks, and how Governments can support and promote responsible business practices. While many Governments in the region already actively promote responsible business practices, including through the issuance of national instruments and guidance notes on CSR, significant misconceptions still exist about what role Governments can play and what is the appropriate extent of their involvement. With this in mind, the aim of this Conference is to discuss the role of Governments in supporting and facilitating more sustainable and inclusive business practices in the region. It will review recent trends and developments, discuss different approaches to promoting such policies at the national and international level, and opportunities for regional collaboration among Governments in the region to support more responsible business conduct, e.g. through harmonization of guidelines. The conference builds on the ESCAP/OECD regional conferences on responsible business practices organized in 2009 and 2012, and follows on the discussions in the OECD Global Forum on Responsible Business Conduct, which was held in Paris in June Participants are expected to represent relevant Government ministries and agencies responsible for fostering more sustainable and inclusive business practices. >>South-South Cooperation in Science Technology and Innovation (STI) Capacity Building 18 November 2013 During implementation of activities under the APCTT s on-going programme areas, such as strengthening National Innovation Systems (NIS) in countries of the Asia-Pacific region, APCTT encouraged and supported sharing of knowledge and lessons learnt on Science, Technology and Innovation (STI) based development approaches among participating developing and least developed countries. While this may be construed as promoting south-south cooperation, it is also relevant to note that many countries of the region also enter into bilateral and regional S&T cooperation in specific areas of S&T domains as well as development of S&T infrastructure. The current socio-economic settings of the region and the emerging STI approaches of more advanced developing countries such as China, India, Malaysia, Republic of Korea and Thailand, provide opportunities to study, nurture and strengthen south-south based STI capacity building for development and transfer of technology for mutual benefit. During the Trade and Investment Week, APCTT is organizing the annual session of its Governing Council. This provides an opportunity to organize a one day meeting to understand the on-going initiatives of participating member countries and brainstorm on the way forward to strengthen South-South Cooperation in STI Capacity Building supplementing and complementing APCTT s programme areas, thus contributing to regional cooperation and economic-integration. >> Policymakers Roundtable on ANTAM 18 November 2013 The Round Table is aimed to solidify Government support and commitment of participating member countries on the establishment of the Asian and Pacific Network for Testing Agricultural Machinery (ANTAM), to approve in principle the proposed Terms of Reference of the Network, and to launch the Network officially. Target participants will include Government officials in charge of agricultural mechanization of the region, representatives from relevant UN agencies and collaborating partners, i.e. the European Network for Testing of Agricultural Machines (ENTAM), FAO, OECD and UNIDO, as well as from the private sector and regional farmers association. >>Aid for Trade Expert Dialogue November 2013 This expert dialogue is dedicated to the study and discussion of appropriate monitoring and evaluation systems for Aid for Trade projects at both the national and the project levels. The workshop will also explore how these impacts can be monitored and evaluated through both internal and external monitoring and evaluation frameworks. As a result, the workshop will improve understanding of what are the key determinants leading to positive development impacts. The Dialogue will contribute to building capacity in area of formulation of ESCAP member States to attract increased amounts of efficient Aid for Trade by formulating more bankable Aid for Trade projects, in particular those projects which could improve subregional or intersubregional trade and connectivity in the region. The Dialogue will be attended by a variety of stakeholders involved in formulating, implementing or monitoring and evaluating Aid for Trade projects in the Asia and the Pacific region, including Government officials from aid coordinating offices, Aid for Trade project representatives, Aid for Trade researchers and donor representatives. In addition, representatives from key organizations concerned with the development of the Aid for Trade initiative, such as the WTO, OECD and ADB will participate the meeting. >>Global Trade Conference November 2013 Geography and poor physical infrastructure can cause exclusion from global trade, but non-physical obstacles to trade, such as cumbersome and unpredictable export/import regulatory procedures, also significantly affect trade costs and the ability of firms in developing countries to participate in international production networks. In an effort to enhance supply chain efficiency and trade competitiveness, many countries, both developed and developing, have begun to implement national single window and other paperless systems. In this context, the Global Trade Conference 2013 will provide a unique opportunity to review the latest developments in this area and discuss a way forward to ensure that the emergence of paperless supply chains leads to both trade facilitation and more inclusive development. The Forum is expected to build the capacity of participating policymakers and managers from Government agencies and the private sector by exposing them to good practices and international standards, instrument and tools for implementing national and cross-border paperless trade systems. The Forum is organized in collaboration with other Commissions of the United Nations. >>High-level Policy Dialogue on Reviving Multilateralism: Road to Bali and Beyond 19 November 2013 The ESCAP secretariat has supported its member States in preparation for all major WTO ministerial conferences by organizing regional consultations. These consultations highlight critical issues and identify those elements of the negotiations which are the most important for developing countries, especially least developed countries. In the run-up to the Ninth WTO Ministerial Conference in Bali, the ESCAP High-Level Dialogue will be held in on 19 November 2013 and the objective to better understand the consequences of a failure of the Doha Round of multilateral trade negotiations and to explore modalities to resolve the current deadlock in those negotiations. The High-Level Dialogue will particularly address the following questions: Is multilateralism, especially in trade, really in crisis? Is regionalism a threat to multilateralism? >What is needed to reach a consensus on a full and successful outcome of the Doha Development Agenda? >How to capture the substantial amount of work already done, especially in agriculture and NAMA in case of a Doha failure? >What are possible deliverables of the Bali Ministerial Conference? What will happen if the Conference fails to reach consensus on the way forward? >If there is no progress on the formulation of new disciplines, will WTO be able to retain its authority in dispute settlements? The Dialogue will be run as a Davos-style discussion. Panelists are expected to be senior officials (at the level of trade minister) from countries in the region, eminent academics and development practitioners, business leaders and representatives of relevant international organizations, including the WTO. 5 >>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>>> <<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<<< >> Third Meeting of the Asia-Pacific Foreign Direct Investment (FDI) Network for Least Developed and Landlocked Developing Countries 19 November 2013 The Asia-Pacific Foreign Direct Investment (FDI) network was established as a result of a regional consultative meeting on FDI organized by ESCAP in The Network brings together FDI experts and policymakers from Governments of Least Developed and Landlocked Developing Countries to discuss and share experiences and best practices on the promotion of FDI for inclusive and sustainable development. The Third Meeting of the Network will also discuss the role of FDI policies in ensuring inclusive and sustainable development with a particular focus on the natural resources sector. The Meeting will also discuss lessons learned from OECD investment policy reviews in the region as well as the role of incentives in promoting FDI for sustainable development. Participants will exchange experiences and best practices on FDI policymaking and identify key issues that could be addressed through regional cooperation or further study. >> Expert Group Meeting on Integration and APTA 19 November 2013 The Expert Group Meeting aims to review the perspectives on current regional integration trend, including regional perspectives on deeper regional integration; to re-examine the practical vision and the potential of the Asia-Pacific Trade Agreement (APTA) as a regional mechanism for regional economic integration; and to report the outcomes of the planned subregional meetings (Central Asia and the Pacific subregion) to the Meeting. The outcome of the Meeting will be reported to the Third session of the Committee on Trade and Investment and possibly to the First Asia- Pacific Ministerial Conference on Economic Integration to be organized by ESCAP in December Targeted participants are selected invitees from the APTA Participating States, resource persons from the region and, tentatively, an ADB representative from its office of regional integration. >> Governing Council of the Asian and Pacific Centre for Transfer of Technology, 9th Session 19 November 2013 The ninth session of the Governing Council of APCTT will review the administration and financial status of the Centre and the implementation of its work programme. APCTT would present a report of its activities carried out during the reporting period ( ), the report of Technical Committee on its 9th meeting and the proposed future projects and programme of work for the biennium During the 67th ESCAP Commission Session in 2011, Bangladesh, China, Fiji, Indonesia, Islamic Republic of Iran, Malaysia, Nepal, Pakistan, Philippines, Samoa, Sri Lanka, Thailand and Uzbekistan were elected as member countries of the Governing Council for a period of three years. >> Governing Council of the Centre for Sustainable Agricultural Mechanization, 9th Session 19 November 2013 The ninth session of the Governing Council of CSAM will consider and provide direction for the Centre s programme of work. The Governing Council will be briefed on the activities of the Centre, including the launch of the Asian and Pacific Network for Testing of Agricultural Machinery (ANTAM), review the report of the ninth session of the CSAM Technical Committee, and will also be asked to review and approve the work report of 2013 and work plan for 2014 and beyond. This online Guide provides convenient access to the various standards, recommendations, good practices, guidelines and other tools developed by global and regional organizations around the World, including those of ESCAP and the United Nations Network of Experts for Paperless Trade in Asia and the Pacific (UNNExT). Topics to be covered during the workshop include institutional arrangements for trade facilitation, Single Windows, and business process analysis of import and export procedures. >> Training on Evidence-based Policymaking in Trade and Investment November 2013 Evidence-based policymaking implies a process of gathering, critically appraising and using high quality research and analytical evidence to inform policymaking, and assist in policy implementation and development. It aims to integrate research- and expert-based information with the experience and expertise of policymakers. While in many cases evidence is qualitative, it also increasingly involves data and results of quantitative analysis. The sessions therefore aim to introduce the sources and handling of data relevant for trade policy as well as tools of analysis available online (such as ARTNeT Interactive Gravity Tool and World Integrated Trade Solution). >> Committee on Trade and Investment, Third Session November 2013 The theme of the third session of the Committee is Promoting inclusive trade and investment. The substantive agenda items to be considered at the Committee are: Asia-Pacific Trade and Investment Report 2013 Promoting inclusive trade and investment; current and future activities of APCTT and CSAM; overview of the secretariat s activities in promoting regional cooperation in trade and investment; global initiatives with implications for the subprogramme; collaboration with other global and regional organizations and initiatives; strategic direction and function of the Committee on Trade and Investment; proposed strategic framework for for the subprogramme on trade and investment; and the implementation of Commission resolution 68/3. The Committee is expected to conduct a substantive interactive dialogue on the theme topic and related issues, to formulate concrete policy recommendations in this regard and provide guidance to the secretariat on its subprogramme and activities in the area of trade and investment. >> WIPO/ESCAP/UNEP Workshop on the Environmentally Safe Disposal of IP Infringing Goods November 2013 The Workshop on the Environmentally Safe Disposal of IP Infringing Goods aims at guiding relevant government officials on utilizing and formulating appropriate policy measures for the safe disposal of intellectual property rights infringing goods. ESCAP will host the Workshop together with the World Intellectual Property Organization (WIPO) and the United Nations Environment Programme (UNEP). Together with these specialized agencies, ESCAP endeavours to assist ASEAN countries in establishing harmonized rules and norms which would duly address the economic and environmental aspects of the problem of safe disposal of intellectual property rights infringing goods. The Workshop will explore both existing international norms and national legislation concerning intellectual property rights alongside the legislative and practical frameworks for the environmentally safe disposal of IP infringing goods. Participants in the workshop will include government officials from Customs, environment and law enforcement offices from ASEAN member states who are in a position to benefit from enhanced knowledge on best practices and recommended policies on the environmentally sound disposal of counterfeit goods. >> Launch of the Asia-Pacific Trade and Investment Report November 2013 The Asia-Pacific Trade and Investment Report (APTIR) is an annual publication by the Trade and Investment Division of ESCAP.
