Panagiotis Gkolfis Consultant of DAKE & GSEE MADRID NOVEMBER 2016 EMPLOYMENT AND FUTURE CHALLENGES THE CASE OF GREECE

The Greek Economy At a Glance Official Name: Hellenic Republic National Flag Population 10,816,286 (Resident population, census 2011, revised data - estimated aprox in 2015) Eurozone Status: Member Currency: Euro Crisis period: 7 years under 3 Memorandum policies

Greece during the last 7 years, literally turned into a violations monument of the European Social Acquis fundamental values. These violations are considered as the necessary preconditions for staying in the European orbit thus creating the Greek paradox.

Source of Data: EUROSTAT 25,1% Unemployment = aprox unemployed workers of active population (decleared - legal workers)

LONG TERM UNEMPLOYEMENT = APROX UNEMPLOYED WORKERS MOST OF THEM OVER 50 YEARS OLD YOUTH UNEMPLOYMENT = APROX UNEMPLOYED YOUNG WORKERS UNDER 25 YEARS OLD

MAIN PROBLEMS 1. Global focus on the experiment of the Greek crisis and continuous internal political dispute creates Economic and Political Instability which fends off any interests of investment. 2. Left Government of SYRIZA supports an obsolete socialistic economy model based in the public sector which does not incorporate the needed structural reforms but follows an over-taxation economic system. Although more than companies closed during the last 2 years only, the Left goverment still hiring civil servants in the public sector. 3. Public and social investments are blocked in very low levels, through the agreement conditions of the 3 rd memorandum, because Troika's priority is to implement austerity measures in order to payback the interest rates of the loan given and not to create development through public and social investments. 4. Capital controls, public bureaucracy and Internal devaluation causing market illiquidity, price raise, social inequality and unemployment.

MAIN PROBLEMS 5.Economic Immigrants without papers and the continuous flows of refugees creating a hostile environment for investments in Tourism which is the main and the only surviving industrial and services sector in Greece. It is estimated that the 2016 summer period had a 20% decline in comparison to 2015 s tourism. From 2013 to 2016, more than migrants and refugees passed the Greek borders through Turkey. More than are still in Greece and most of them are going to stay in Greece as most of the North European countries will not accept them. A funny exapmple is that Esthonia said that can accept only 3,6 refuges Relocation of enterprises to neighbor countries (Bulgaria, Fyrom, Turkey, Albania) caused by overtaxation and lack of public and social investment. At 23/12/2015 the Bulgarian newspaper BULGARIA SEGA had as Headline Thank you Greece because during the last 12 months more than enterprises (almost 170 enterprises each day of 2015) moved its headquarters to Bulgaria creating more than jobs 7. Unemployment (25,9% - 2 nd trimester 2016 ) created mainly by the false matching of competitiveness with reduction of Labour cost (against Lisbon Treatment directives), causing a continuous outflow of Human resources capital. Almost Greeks went to other countries for work during the last 5 years. Most of them are young high educated and high skilled workers.which can be interpreted that greek economy have a multiple outflow: in human resources, in prodactivity, in taxpayers investment to the young generetion etc
