1 Somalia Monthly SitRep #5 Reporting period: May 2013 HIGHLIGHTS: Seven cases of the Wild Polio Virus type 1 (WPV1) were confirmed in May in Banadir and Bay Regions. This is the first time that polio outbreak is reported since March 2007 and it poses a significant risk to the progress previously made in public health of Somalia and the neighbouring countries. Following the outbreak of Polio, sub-national vaccination campaigns were organised in Banadir, Bay, Lower Juba and Gedo, Galgadud and Hiran, Lower and Middle Shabelle and Bakool to reach 450,000 children aged 0-4 years. In May, Somalia received pledges amounting to USD 58 million from the European Union in support of good governance, security, the police and justice within the country. In addition, Japan government pledged USD 55 million for reconstruction including support to the police force. There has been gradual improvement in business, including Britain reopening its embassy in Mogadishu. The UN security Council has set up a special mission of up to 200 security, political and financial experts to support the country in its reconstruction efforts. Situation Overview & Humanitarian Needs UNICEF Somalia Sitrep # 5 May /11

2 Floods in the riverine Regions High riverine and agro pastoralist areas of the South will most likely experience below average crop yields due to flooding. Early estimates indicate that 6,000 hectares were flooded. Despite improvements in current food security conditions due to the Gu rains, an estimated 1 million people will remain food insecure through September Health Situation Access to healthcare especially by children and women remains constrained in Somalia especially due to insecurity which makes some areas inaccessible and the weak service delivery structures. This situation has been compounded by the recent outbreak of Polio which has prompted the organisation of several vaccination campaigns led by Government and supported by UNICEF, WHO and NGO partners. Political Situation The situation in Mogadishu was relatively calm although dotted with suicide and car bombs. Both Somaliland and Puntland remained relatively calm while the Central South Zone still has about half of its territory under Al Shabaab militants. Britain succeeded in mobilizing GBP 200 million at the London conference where the Somali president presented plans of rebuilding security forces, justice and revenue collection systems, in addition to empowering women and creating employment. Refugees and IDP Situation Somalia has more than 1 million refugees in the neighboring countries and the Internally Displaced Persons are estimated at 1.1 million, half of them being children. The IDPs often live in crowded and unprotected settlements, which expose the women to the risk of sexual and gender-based violence. PROGRAMME RESPONSE Health programs have concentrated on strengthening capacity of staff to deliver services and as such 380 Master Trainers were trained in Pentavalent administration in Madoori Jeex, Sahil,Togdheer, Sool, Awdal and Sanaag regions as well as enhancing the EPI vaccination coverage in their duty stations; 24 MCH nurses were trained on integrated Management of Childhood Illness in Awdal and Maroodi Jex Regions in order to increase the availability of basic curative and preventive health care services within the target communities. Seven Behavioral Change Communication trainers were trained in Galkayo representing the 3 Somali zones. Also, 22 trainers and community mobilizers were trained to roll out community educators training for the Malaria control programs in the three zones. 904 MCH and Health Post medical supply kits were distributed to Awdal, Togdheer, Maroodi Jeh, Sool and Sahil Regions. Also 46 Midwifery Kits were distributed to Awdal and Sool Regions and nine Obstetric Surgical Kits to Borama Hospital. These supplies were pre-positioned to the Regions in order to reduce or eliminate rental costs of IMSS warehouses. UNICEF handed-over to MOH cold chain equipment including 20 deep freezers and 20 refrigerators to supplement the existing storage capacity of the newly installed cold room at central MOH in Hargeisa. Also, seven SIBIR refrigerators were installed in Abudwak, Balambale, Bahdo, Godinlabe, UNICEF Somalia Sitrep # 5 May /11

3 Mataban, Wargalo and Hobyo while two generators were delivered for the Galgadud and Wisil cold chains. Mass distribution of long-lasting insecticide treated nets was undertaken in malaria transmission areas of Gedo, Bay, Benadir, Lower and Middle Shabele regions. A total of 14,705 (Long Lasting Insecticide-treated Nets (LLINs) were distributed to Elwak benefiting seven villages, Elwak town and the MCHs of Elwak, Damasa, Samarole and Housqurun. Distribution of LLINs took place in Gedo Region (210,000), Berdera and Belthwayo (124, 000) and Baidoa (80,894). In NWZ distribution of LLINs included 100,000 in Nugal, Mudug, Sool and Karkar region in selected villages that are prone to Malaria. Approximately 1.4 million LLINs were dispatched to Mogadishu for distribution. A workshop to review the Malaria Communication Strategy for Somalia was conducted in Hargeisa during the 13th -15th of May period and a new strategy to cover the years 2011 to 2015 is being compiled through the assistance of UNICEF C4D specialist. NUTRITION: According to partner reports submitted for January-April 2013, UNICEF-supported nutrition centers admitted a total of 101,921 malnourished children across Somalia (of which 94,424 children were admitted in Central and Southern Somalia alone). Of the total number of malnourished children admitted in UNICEF supported centers, a total of 75,830 were severely malnourished (of which 68,333 children were admitted in CSZ alone) and 26,091 were moderately malnourished (all in south). Wet-feeding: The wet-feeding programme continues in key locations along the border such as Dolow, Luuq and Dhobley, providing hot prepared meals, mostly for IDP women and young children. From January to April 2013, a total of 49,547 households, including 74,100 children under five, have received support in wet-feeding sites. WASH: WASH emergency interventions have been undertaken across Somalia to address acute watery diarrhea/cholera prevention and to avoid the escalation in infant and child mortality, especially those already weakened by episodes of malnutrition. Since January 2013, 90,820 people have gained access to portable water through the construction or rehabilitation of water supply systems. More precisely, 37 Shallow wells with Hand pumps were constructed, eight boreholes rehabilitated, four berkads constructed and one water yard (mini water system) including a borehole with distribution-network and water kiosks rehabilitated and 15 shallow wells upgraded into water yards. In addition to the above, an estimated 141,100 people have received and/or continue to receive access to safe water through temporary water supplies such as mass chlorination (80,000), water vouchering (7,100), and /or support for operations and maintenance of water supplies (54,000). The total number of people gaining access to water through longer-term water systems and temporary water supplies is an estimated 231,920 people. UNICEF Somalia Sitrep # 5 May /11

4 Since January 2013 sanitation related interventions have benefitted approximately 99,632 people through the construction and/or rehabilitation of 2,355 sanitation facilities. This includes the construction of 21 new institutional latrines (benefiting 15,776 people), 670 emergency latrines, and 136 new household latrines. A further 42,820 IDPs regained access to sanitation facilities through the de-sludging of 1,528 overflowing latrines for IDPs in Mogadishu. For hygiene related activities, over the past months, approximately 96,224 people have benefitted from Household Water Treatment and Safe Storage interventions. A further 45,360 people (10,210 HH) in Buale, Ceelwaq, Abudwaq, Merka, Dolow, Jowhar and Mogadishu have received hygiene related supplies such as household water disinfectants, soap and jerry cans through the network of 10 regional supply hubs spread across South Central Somalia. EDUCATION: Through the Fast track Peace building Education and advocacy program several activities were implemented including payment of monthly incentives to 1,237 vulnerable teachers (260 female) from a total of 317 schools in Lower and Middle Shabelle regions enabling 76,665 children (including 32,966 girls) to continue attending school in the target schools; 214 primary school teachers (32 female) received on-the-job training on peace building, peaceful classroom management and conflict resolution; and 35 Community Education Committee (CEC) trainers (of them five female) were trained to implement the program in Banadir, Hiran, Gedo, Bay & Bakol, Middle & Lower Shabelle regions. UNICEF trained 1,562 CEC members (including 518 females) from over 200 schools on community participation, school governance, peace building, conflict sensitive education and conflict resolution. Additionally, 12 child-to-child (CtC) and youth clubs in Bay, Gedo and Beletweyne in Hiran regions were trained on child participation in school activities and peace building. Rehabilitated six permanent classrooms, in Bay and Gedo regions respectively which enabled 690 children (including 255 girls) continue learning in child friendly environments. Additionally, six temporary classrooms with WASH facilities were constructed in Bay region for 1,061 children including 367 girls. Provided education supplies consisting of 1,176 education kits, 236 EMIS Kits, 180 boxes of chalk to 36 schools in Marka, Lower Shabelle region enabling 20,655 children (9,791 girls) continue attending school. Held the Education Sector Coordination meeting for May in Mogadishu on 30th May with participation of education stakeholders from local and international NGOs. During May, 22 schools (79%), out of the previously supported IDP schools had 8,210 students 47% of whom are girls enrolled in primary and ABE at various grades despite the lack of funding and the discontinuation of monthly incentive support to the IDP teachers. Six schools (21%) were closed down for lack of support which necessitates the MOE and cluster members finding ways to support those schools that are still functioning, or else they risk closure. Similarly, 22 IDP teachers that the Cluster used to support with teacher incentives from the eight IDP schools in Galkaio, Garowe, and Bossaso dropped out due to discontinuation of incentives. Consequently, students in the closed schools also had to drop out of school. Due to continuous UNICEF Somalia Sitrep # 5 May /11

5 dropout of teachers and CEC members, there are many untrained teachers and CEC members who replaced the trained ones who vacated their positions. IDP primary schools in Bossaso and Galkaio witnessed a severe dropout of Students and teachers and this was clearly revealed during the end year exams in May. IDP students in Puntland main towns are disaggregated as follows: 2,898 (1,480, 51%girls) in Bossaso, 1,946 (954, 49%girls) in Galkaio, 782 students (344, 44% girls) in Gardo and 1,555 (906, 58% Girls) in Garowe. Generally girls enrolment is higher (nearly 50%) among the IDP children which the education cluster supports in one way or another. There is one IDP camp (Buurta IDP camp) in Garowe constructed by World Vision without school facility. The community has reserved a piece of land for the construction of a school where their children can learn. Children go to school in the community meeting centre and feeding center (originally constructed only for feeding purpose) in a space separated by tarpaulin sheet used as classroom. There is an urgent need on the ground for a multipurpose centre which can also serve as a school. Regarding the Education Management Information system, the data collection for the 2012/13 school year has been completed and data editing has commenced in all the six regions of Somaliland. In each region, a team of data editors from the Central Ministry ensure that all questionnaire are filled completely and that responses are consistent. Old emergency education supplies such as school kits were despatched to the regional warehouse in Berbera. These supplies will be distributed to schools in Togdheer region and Berbera and Lughaya districts through the help of MoE and UNICEF education partners. UNICEF organised a meeting with SOLSA and MOEHE so as to follow up on the monitoring mission to Burao regarding support for CTCs and CECs in that region. The number of children currently benefiting from the SOLSA CTC training is: 980 (539 boys, 441 girls) in Togdheer; 425 (246 boys, 179 girls) in Odweine giving a total of 1405 children (785 boys, 620 girls). PROTECTION: Under the Youth for Change program UNICEF through its partners has established seven centers which are fully operational and each one is capable of accommodating 150 children at a time. These centres provide a range of trainings including Life Skills Based Education, Literacy and Non Formal Education. The centers also provide services such as creating awareness on child rights and violence against adolescents and games such as football and basketball for the beneficiaries. UNICEF also provided teaching materials and sportswear. UNICEF through its partners provided various trainings for runaway children and adolescents at risk of recruitment including technical and life skills to 650 children associated with Armed Forces (CAAFG) in order to enable them to integrate better into the community; 300 children undertook Non-Formal Education; and a Before-School Program has been organized to provide one-on-one literacy training for those who require extra support. Also, parents and community members were sensitized about the negative impacts of child recruitment and their role in supporting their children in the various community outreach activities organized. Furthermore, CAAFAG living with disabilities have gained access to services and are equally prioritized in the program. UNICEF Somalia Sitrep # 5 May /11
