3 Our Vision: This is the time for change. In the contemporarysociety, many international organizations have revolutionized the way we solve human problems. As a result, however, they only have a large share of professional data and information, and they exist in closed networks. In addition, sensitive personal information is at risk of being exposed externally at any time. Pluto aims to democratize the system of global organizations. Pluto Protocol creates a unique ecosystem for examining and solving the problems facing the world so that users can easily, safely, and precisely contribute to human development. Pluto is the first block chain to contribute to the charity. Pluto knows how to support the people in need while complying with the United Nations and international organization'sown laws and regulations. The block chain can eventually solve difficult problems by expanding the ecosystem to the point of solving human problems. General Overview Pluto Protocol is a distributed data exchange block chain with special purpose. Data written to the Pluto chain is divided into open data that is transparent, and private data that is not exposed externally. Open data is made up of sensitive, personalizedinformation that is used to give you experience in the exchange, review, and alignment of professionalorganizations. Pluto Coin automatically donates 10 % of its fees to the foundation when it's transmitted. General users may vote on the use of funds collected depending on their acquired portion of Pluto coins. Why Pluto? The problem with humanity requires a democratic and encrypted Pluto Protocol. The Pluto Protocols utilize encrypted data and a token model with a block chain model to solve the problem of storing basic data. It motivates the protocol to control the data and exchange applications at the same time. It is a perfect way to ensure that all of the institutional and user requirements are met. We expect to eliminate much of the famine by 2020, with the exception of sub-saharanafrica. Nevertheless,the speed of improvement is not sufficient to meet the objectives of your field. 9 AIDS Orphan Usually, the orphan has no parents to be taken care of. According to UNICEF and the United Nations AIDS Joint Programme on Children (UNAIDS), a child who has lost even one of his/her parents is labeled an orphan. In this approach, the maternal orphan is the child whose mother died and the paternal orphan is the orphan whose father died. An orphan is relatively rare in developed countries. There are a lot more orphans in countries like Afghanistan that were destroyed in wars and where AIDS deaths are high. 10 Infectious diseases such as AIDS and wars have led to many orphans. An AIDS orphan is a child orphaned by the death of one or both of his parents. According to United Nations (UNAIDS) program statistics from the United Nations (WHO), 70,000 new AIDS orphans are created each year. AIDS related deaths are largely associated with low-income workers. Children who are orphaned by AIDS often rely on the state for care and financial support. * Projections Source: "AIDS orphans" from the original on 9 October Retrieved Using child labor Child labor is a force to deprive a child of his childhood, to hinder his or her ability to receive formal education, and to prevent any mental, physical, social or moral hazardous child from being employed. This is considered exploitation by many international organizations. The global legal trend is to ban child labor.(2) Child labor is still widespread in the developing world due to high poverty rates and inequality in educational opportunities. In 2010, sub-saharan Africa had the highest rate of child labor, and in some countries, more than 50 percent of children aged 5 to 14 worked. Double Agriculture is the largest employer of child labor.(3) In the last five to 17 years, 222 million children around the world are employed. One hundred and fifty-two million of them are victims of child labor. Almost half, 73 million, work with dangerous child labor. page8

11 Almost half of the 152,000,000 children who are victims of child labor are aged between 5-11, and between years old (28 %). Thirty-seven million (24 %) are aged between 15 and 17. High-risk groups in child labor exploitation are most likely to be aged Also, 25 % of all dangerous child labor force are employed by children under the age of 12. Among the 122 million children who work in child labor, 88 million are boys and 64 million are girls. Out of all the children working with children, 58 percent and 62 percent of the high-risk groups are boys. Boys seem to be at greater risk of child labor than girls. Considering the lack of birth reports, there would be a greater risk than statistics show. page9

12 What kind of work is the international society doing in order to solve these problems? While the international community sought to form a consultative body to control these issues, both countries and the rest of the world, it created WHO in 1948 to lead the world's health policy by the United Nations professional organization. At the Almaty International Conference in Kazakhstan in September 1978, it was agreed to aggressivelypromote primary health care as a strategy to provide health to all human beings by Since then, the United Nations Health Organization has become specialized, diversified, and raised the United Nations Children's Fund (UNICEF), a professional organizationfor children, and the United Nations Population Fund (UNOBA) to deal with population problems. The United Nations Millennium Council established MDDs for poverty reduction by 2015, with three areas active in health: a reduction in child mortality, improved maternal health, and the fight against HIV/AIDS malaria and epidemic. A number of vertical funds began to form to achieve the health related MDGs. The majority of international health assistance based on private funding is so-called vertical funds that are funded to specific areas or programs. The fund's approach focuses on measurable, cost-effective performancein the way that the country uses resources in its health care to deal with certain diseases, services, and projects. The most well-known organizations are Global Alliance for Vaccines and Immunization(GAVI Alliance), established in 2000 with the aim of boosting the immune system of developing countries with a public-private partnership, the Global Fund to Fight AIDS, Tuberculosisand Malaria (GFATM), and President's Emergency Plan for AIDS Relief (PEPFAR), formed by the U.S. government in 2003 to fight AIDS. page10

13 What can Pluto do alongside them? Reveal data The main subject of the human problems is ourselves. However, the majority of people are excluded from the important information produced by the international organization. The transparent disclosure and sharing of information that some agencies own, and the transparency and accountability of their operations, can be increased. Pluto's transparent block chain will provide experience in exchange of work experience, review, and links with professional institutions. This may be one of the best things Pluto can do. Protecting sensitive personal information Interest in privacy is growing around the world. The first is the European Convention on Human Rights, adopted by the European Council in The European Convention is a treaty that protects the rights to privacy that is being applied throughout the Continent. Article 8 of the Convention stipulates that everyone has the right to protect his privacy, family and communications.through the extensive European parliament's case law on human rights, located in Strasbourg, privacy is defined, and the protection is established with the active right of all. Article 17 of the International Convention on Civil and Political Rights also stated that "no one is liable to arbitrary or illicit interference with or with respect to his private life, home, residence, or telecommunications." As such, the world is active in protecting privacy for individual human rights. But the sad truth is, most of the countries that are committed to privacy protection are developed countries. African areas with a lot of starvation, orphan, child labor, and developing countries are exempt from privacy protection for a number of reasons. Their sensitive personal information is still on the web that everybody can look up. Indeed, each organization regulates privacy with its own manual, but it is not perfect. Pluto can encrypt this sensitive personal information to process. You can also manage this information to ensure it is not compromised. Pluto is convinced that this is an area in which block chains must be used. Problems and limitations with international organizations Since the launch of the Organizationfor Economic Cooperation and Development Assistance Committee(DAC), the international community has developed the Official Development Assistance(ODA) as a form of support committee for the basic economic cooperation. But international aid is relatively insufficient. The Official Development Assistance (ODA) can be divided into two categories: bilateral ODA (free and paid aid between countries) and multilateral ODA (funds made through international financial institutions and internationalorganizations). page11

14 But the proportion of bilateral aid in total spending is about 75 % and that of multilateral aid is about 25 %, most of which cannot be accounted for by bilateral aid (based on the total international spending by the International Agency). The problem is also that the international community's contributionsto aid have dropped significantly. It is also problematic that international contributionsto aid are significantly reduced across the international community. Nordic countries exceeded the U.N. recommendationof 0.7 % when it comes to GNI (Gross National Income) to ODA ratio. However, the overall average is less than half of the recommendedamount, reaching less than 0.3 %; thus highlighting the necessity for improvement of international recognition and solutions. Except for the bilateral support, most aid budget must depend on individual or corporate donations. The company is participating in the donation for corporate image marketing and its reasons. But personal donations in the purest sense are decreasing. Why do individual donations decrease? It's because donors are suspicious of the transparency of capital execution. The donors are friendly enough to use their donations where they are needed. But so far, many news sources have suggested that the well-meaning donations have been misappropriated. While most international organizations use most of the donations correctly, some irregularitiesare keeping donors from donating. The international community must give them the right information to convince them of it. The biggest advantage of the block chain is that everyone can see the information that is not computable above. Pluto protocol can open and monitor the funding execution transparently. By doing so, we increase the motivation of donation. We can also solve human problems. Sharing work experience Sharing work experience is seen as a new form of international relief cooperation in addition to the traditional funding and technical cooperation. Sharing work experience in the area of aid cooperation means learning about relief strategies and policies. It is defined as the ability to store, communicate and disseminateknowledge to institutions and the public so that internal and external studies and experiences can systematicallygain knowledge and easily access to it. As we identify the impact and importance of the sharing of work experience on the reinforcementand promotion of ownership in developing countries, we actively form and operate related platforms and initiatives in international organizations,and donor countries as well as NGOs are largely participatingin it. It has moved from one-way knowledge transfer to developing countries under the guidance of international organizations and developed countries to a diversified approach that encompasses sharing knowledge among internationalorganizations. In particular, as a movement appears to share the accumulated work experience between international organizations and other international organizations,the sharing of work experiencesis becoming more active in the field of relief cooperation. It is at the internationalcommunity's relief scene that most of all can be changed by sharing work experiences. Until now, it has been difficult for each international organization to collaborate with each other due to different manuals. Pluto protocol allows each of these international organizations to share their work experiences,making them more efficient. Pluto Alliance Union is the biggest contributor to the sharing of work experience. By sharing the knowledge required within the same group, one group can carry out large-scale projects that cannot be accomplished.for instance, UNICEF and the World Food Organization can work on projects together, or they can carry out certain ticketing projects using one manual. All of this is possible within the Pluto Alliance. page12

15 Pluto Protocol The Pluto protocol will initially be released as the Ethereum ERC 20 coin. Following the roadmap you will create the Pluto Block chain after Main net. Pluto's Proof-of-stake is a method to protect the network by proving to the user a certain amount of ownership. Each Pluto POS block reward is divided into 10 divisions,9 of which are stake mining rewards, one of which is donated to the Pluto Foundation. Therefore, the user can automatically participate in the donation by sending a coin only. We think the most perfect chain on the market is the Ethereum block chain. And that's the perfect way to go. They're constantly developing better with the best technologies. We plan to deploy Pluto chain using these dollar-block chains.
