Data Analysis & Profile Review The FDP Expanded Clearinghouse system sends email reminders before certifications expire. Links that have broken or fallen out of date are more difficult to detect. In particular: F&A and fringe rate agreements Current and previous year single audits 10

Long-Range Planning Ownership Participation Maintenance and Development Use of Data 14

Ownership & Participation RECOMMENDATION: FDP should continue to own and manage the Clearinghouse RECOMMENDATION: FDP should allow a limited number (50-100) non-fdp single audit organizations to join the Clearinghouse for a nominal fee Single audit entities that have previously expressed interest Recommendations from FDP members (of the partners with whom they exchange a lot of subawards) Use USAspending.Gov data to determine optimal partners for FDP members 15

Ownership & Participation (cont d) RECOMMENDATION: FDP should mandate participation in the Clearinghouse in FDP Phase VII Consistent with current participation level (all but 1 FDP member are members of the Clearinghouse) Conceptually consistent with existing MOU obligation to participate actively in new or ongoing FDP demonstrations and pilots and to use subaward templates Would also include an expectation to keep Clearinghouse data current (business agreement becomes embedded in the FDP membership MOU) Opens up possibility to expand FDP organizational profile 16

Development & Maintenance FDP should continue Clearinghouse development and enhancement as resources permit Requires continued close collaboration with Co-Chairs/Steering Committee FDP should pursue federal data interfaces (SAM, Federal Audit Clearinghouse, etc.) Enhance data quality and timeliness Reduce Administrative burden FDP should support the Clearinghouse using the technical team at Vanderbilt Medical Center Via baseline funding Via project-based funding for high-priority initiatives 17

Development & Maintenance RECOMMENDATIONS RE: CHANGES OR UPDATE TO DATA ELEMENTS Underutilized data elements should be considered for removal Federal stakeholders should be included to guide data inclusion/deletion choices and to champion the Clearinghouse for agency use High-value additional data elements should be considered for inclusion after discussion/surveys with Clearinghouse members Inclusion of data elements equivalent to a Financial Questionnaire should be carefully evaluated (cost/benefit) 18

Use of Data RECOMMENDATION: FDP should utilize Clearinghouse data to support overall FDP activities Continue to perform regular data scrubs to demonstrate how data can successfully be kept current in a national database Begin to produce data/reports (to be vetted by Executive Committee prior to additional distribution) Obtain member input about what data/reports would be of local value, and produce as resources permit 19

Financial Questionnaire (FQ) April 2017 Spring 2017 Summer & Fall 2017 Spring & Summer 2018 Working Group kick off call Revised FQ based on currently available version on FDP website Incorporated feedback from small sample of PTEs and subrecipients Developed guidance for subrecipients and PTEs including risk mitigation strategies 20

Financial Questionnaire (FQ) Recent Activities and Next Steps Guidance for PTEs completing and subrecipients reviewing the financial questionnaire completed in August. Financial questionnaire and guidance has been reformatted into easier to digest format for review and distribution. Survey under development to determine interest in using the financial questionnaire and willingness to participate in pilot. Drafting email to distribute the financial questionnaire and along with survey 1-2 weeks after the Sept FDP meeting. We will request feedback on the draft financial questionnaire. We will use the survey results to help draft a pilot proposal. New email address for working group fq@thefdp.org! 21
