CONFLICT OF INTEREST: There were no conflicts of interest declared at this time. 1. PUBLIC MEETING The Chair welcomed those in attendance and noted that there were two public meetings this evening. He explained the process for the meeting and read the Planning Act requirements for submission of an appeal to the Ontario Municipal Board. 1.a) 68 Four Mile Creek Road - application for zoning by-law amendment At the request of the Chair, it was confirmed by the Recording Secretary that notice of the public meeting to inform the public of a proposed zoning by-law amendment was complied with as per the Planning Act. The Chair advised that anyone wishing to receive notice should leave his or her name with the Recording Secretary. At the request of the Chair, the Director of Community and Development Services explained the purpose of the public meeting. The Public Meeting Notice states that the proposed change is to permit the creation of three additional building lots. The Chair asked if there was anyone present to speak in support of the Jennifer Vida, Manager of Planning and Development Upper Canada Consultants Ms. Vida, presenting on behalf of the owners, advised of the owner's favourable approval of staff recommendations and noted that public comments were taken into consideration and the proposal to have a two story unit was amended to include a bungalow unit. 1.b) Glendale Urban Areas - zoning by-law amendment PRESENTATION: Aaron Butler, Planner II Glendale Urban Areas - zoning by-law amendment Mr. Butler gave a power point presentation regarding an overview of the implementation of the Draft Zoning By-law Amendment. The presentation outlined the various zone categories and Mr. Butler gave examples of criteria for each category. General discussion took place regarding: Niagara College student housing; public right of ways; site specific zoning; residential areas; school zones, and open space areas. At the request of the Chair, it was confirmed by the Recording Secretary that notice of the public meeting to inform the public of a proposed zoning by-law amendment was complied with as per the Planning Act. The Chair advised that anyone wishing to receive notice should leave his or her name with the Recording Secretary. At the request of the Chair, the Director of Community and Development Services explained the purpose of the public meeting. The Public Meeting Notice states that the proposed change is to amend Zoning By-law No. 4316-09, as amended, to implement the Glendale Secondary Plan by adding zone provisions for Glendale and to rescind Zoning By-law No. 500A-74, as amended, as it applies to Glendale. Open Space (OS) Zone Environmental Conservation (EC) Zone Holding (H) Zone Village Commercial (VC) Zone Properties that have previously been site specifically zoned for particular uses will continue to be recognized in the proposed zoning by-law amendment for previously approved uses. The Chair asked if there was anyone present to speak in support of the Representative from C1 Holdings ULC - 3934 Forest Parkway The representative advised, C1 Holdings owns property on Westwood Court and he spoke regarding a proposed corporate and general business office under the Prestige Zoning criteria. Bill Markham, Lead Pastor of Central Community Church Pastor Markham came forward to introduce himself to the Committee and to inform of plans to develop a new church site on 630 York Street, currently zoned Prestige Industrial which allows for an assembly hall. Pastor Markham requested that the churches development plans for the property not be affected by any potential changes to the zoning by-law. In his presentation, Pastor Markam advised that the church is currently in the developing stages and that the new building is required to accommodate large growth happening within the church. In answer to a question Pastor Markham informed Committee of the church's three campuses within the Niagara Region; advised of a current congregation size of over 2,000 people; touched on the potential plans for the new site including the possible construction of a gymnasium, public use for conferences, weddings, graduations, funerals etc.; advised of employment opportunities that will be available through community initiatives; outlined various programs currently offered through the church, and outlined the church's current involvement with Niagara College and Brock University. The Chair asked if there was anyone present to speak in opposition to the Ben Bartel, 563 Queenston Road Mr. Bartel requested that Committee consider changing the zoning on York Road to Prestige Zoning rather than Light Industrial. noise control; urban boundary lines; Glendale community zoning district; Agricultural use, and environmental impact studies. Mr. Bartel was advised that his comments would be reviewed by staff and will be notified when the final staff report is before Council.
