SYCAMORE CITY COUNCIL REGULAR MEETING MINUTES OF SEPTEMBER 6, 2016 ROLL CALL Mayor Ken Mundy called the meeting to order at 7:00 p.m. and City Clerk Candy Smith called the roll. Those Alderpersons present were: Steven Braser, Rick Spider Kramer, Curt Lang, Pete Paulsen, Becky Springer, Chuck Stowe, and Janice Tripp. Alderperson Alan Bauer was absent. INVOCATION Pastor Harlene Harden of Sycamore United Methodist Church gave the invocation. PLEDGE OF ALLEGIANCE APPROVAL OF AGENDA Alderperson Kramer moved to approve the agenda and Alderperson Braser Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. APPOINTMENTS Mayor Mundy appointed David Stouffer to the Library Board. Alderperson Lang moved to approve the appointment and Alderperson Kramer Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. AUDIENCE TO VISITORS CONSENT AGENDA A. Approval of the Minutes for the Regular City Council Meeting of August 15, 2016. B. Payment of the Bills for September 6, 2016 in the amount of $414,288.35. Alderperson Stowe moved to approve the Consent Agenda and Alderperson Paulsen Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. PRESENTATION OF PETITIONS, COMMUNICATIONS, AND BILLS. Mayor Mundy distributed an article by Sycamore Chamber of Commerce Director, Rose Treml, expressing her passion for Sycamore. He noted that much is accomplished through the Chamber members and volunteers and the Chamber markets the City. 1

Police Chief Theriault introduced Sgt. Sharon Anderson who presented Saved By the Belt awards to Kenneth and Carol Mackin and Jan Loomer. REPORT OF OFFICERS City Manager Brian Gregory reported that IDOT has begun sidewalk ramp replacement along Route 23 and the City will get updates out, but noted that this is not the City s project.. Police Chief Glenn Theriault deferred his time to his annual report later on the agenda. Fire Chief Peter Polarek reported the President has declared September as National Preparedness Month for emergencies and natural disasters. He encouraged everyone to visit gov.ready website. He also noted that there will be 9/11 ceremony Sunday at 7:30 a.m. at the flagpole in front of the Police Department. Director of Public Works Fred Busse reported that fall fire hydrant flushing will begin Monday September 12, 2016 and noted that it makes a difference in the water quality. He said that the state purchasing price of salt is the same as last year at $67.15/ton. Treasurer/Asst. to the City Manager Adam Orton informed the residents that they can get City information through the City s website and Facebook page. Building & Engineering Director - John Sauter reported they have issued 40 single-family permits this year. He issued a permit for the Sober Living Home and they are reviewing plans for the First National Bank at 1940 DeKalb Avenue and Burger King at 1501 DeKalb Avenue. City Engineer - Mark Bushnell reported that final layers are going onto several streets in North Grove Crossings within the next 10 days. He said then it will be on the agenda to accept those improvements after that. He noted that we are doing our best to coordinate with the IDOT sidewalk project and we will post notices on the City s Facebook and website. Ordinance 2016.24 An Ordinance Granting a Request by Scott Nissen for a Variation from Article 6.5, Lot Standards, of the Unified Development Ordinance to Allow for the Construction of a New Single Family Residence on the Property Located at 233 Center Cross Street (PIN 06-32-154-025) in the City of Sycamore, Illinois. First and Second Reading. City Manager Gregory explained that Scott Nissen was in the audience and noted he purchased the property and found structural deficiencies and in order to rebuild on that property he would need a variance from the 2

current UDO setbacks. He said the structure is currently non-conforming and the request is with regard to the lot width requirement. He noted that notice was published in the newspaper, neighbors were notified, and a sign was placed on the site. He said that the Board of Zoning Appeals voted 6 0 to forward a favorable recommendation. Alderperson Kramer thanked the Nissen s for cleaning up that property. Alderperson Braser moved to hear Ordinance 2016.24 on first and second reading and Alderperson Kramer Mayor Mundy called for a voice vote to approve the motion. Ordinance 2016.25 An Ordinance Amending Title 6, Motor Vehicles and Traffic, Chapter 4, Traffic Schedules, Section 6-4-1 Stop Intersections, in the City of Sycamore, Illinois. First and Second Reading. City Manager Gregory explained that because of complaints the City Engineer and Police Department reviewed the intersection and recommended a stop sign on National Street at Capitol Avenue. Alderperson Kramer moved to hear Ordinance 2016.25 on first and second reading and Alderperson Paulsen Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. Alderperson Braser moved to approve Ordinance 2016.25 and Alderperson Stowe Springer, Stowe, and Tripp voted aye. carried 7-0. C. Ordinance 2016.26 An Ordinance Amending Title 6, Motor Vehicles and Traffic, Chapter 4, Traffic Schedules, Section 6-4-1 Stop Intersections, and Section 6-4-3 Four-way Stop Intersections in the City of Sycamore, Illinois. First and Second Reading. City Manager Gregory explained that many complaints have been received regarding the speed on Parkside Drive. He said this ordinance proposes a 4-way stop at Parkside Drive and Becker Place, plus roadway striping is under consideration along Parkside Drive to help lower speed. 3

Alderperson Lang moved to hear Ordinance 2016.26 on first and second reading and Alderperson Springer Mayor Mundy called for a voice vote to approve the motion. Ordinance 2016.27 An Ordinance Amending Title 6, Motor Vehicles and Traffic, Chapter 4, Traffic Schedules, Section 6-4-10 No Parking Zones in the City of Sycamore, Illinois. First and Second Reading. City Manager Gregory explained that since Ottawa Street was resurfaced and the standard concrete curb was installed which prohibits vehicles from pulling onto the parkway, there is no longer room to park on both sides of the street. He said this ordinance prohibits parking on the south side of Ottawa from Locust to Walnut. Alderperson Lang moved to hear Ordinance 2016.27 on first and second reading and Alderperson Kramer Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. Resolution No. 682 A Resolution Authorizing the City Manager to Execute an Air Support Mutual Aid Agreement and the Existence and Formation of Air-One by Intergovernmental Cooperation. City Manager Gregory explained that in order to utilize air services that this company provides at no cost the City must sign this agreement. Chief Theriault said that service mostly is in the form of helicopters and the City utilized one in a recent homicide case. Alderperson Paulsen moved to approve Resolution 682 and Alderperson Stowe 4

Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. B. Resolution No. 683-A Resolution Authorizing the Mayor to Execute an Easement Agreement with IDEAL Industries for the Purpose of Making a Trail Connection in the City of Sycamore, Illinois. City Manager Gregory said this was a neat example of different agencies working together to improve our community. He said this easement from Ideal at no cost will connect the Peace Road bike trail that has a gap at Prairie Drive. Mr. Gregory thanked Ideal and noted that DeKalb County Forest Preserve will mow this section of the trail. Alderperson Braser moved to approve Resolution 683 and Alderperson Springer Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. C. Resolution No. 684 A Resolution Authorizing Disposal of Certain City Property. City Manager Gregory listed the property authorized for disposal as: Sale of a set of used AMKUS rescue tools to the DeKalb Fire Department for $5,000.00, which is the fair market value of the tools. This includes the power unit, spreader, 2 cutters, and 2 rams and would become effective upon the purchase of a new set of tools (Consideration 14A below) made possible by a Sycamore Fire Protection District grant. Alderperson Paulsen moved to approve Resolution 684 and Alderperson Kramer Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. CONSIDERATIONS A. Approval of a Fire Department Purchase of a Set of Hydraulic Rescue Tools from EMC Fire Equipment out of Channahon Illinois for $27,876.06. City Manager explained that this set is compatible to the portable set purchased earlier. Alderperson Stowe moved to approve purchase of equipment from EMC Fire Equipment for $27,876.06 and Alderperson Kramer Springer, Stowe, and Tripp voted aye. carried 7-0. 5

B. Consideration of an Administration Recommendation to Award the Bid for the City s 2016 Tree Planting Program to Stran s Garden Center of Sycamore, Illinois in the amount of $15,350. City Manager Gregory noted two bids were received and recommended the low bid from Stran s Garden Center in the amount of $15,350. He said that one tree will be available for sale to each residence this year until September 24, 2016. Alderperson Lang moved to award the bid to Stran s Garden Center in the amount of $15,350 and Alderperson Paulsen Springer, Stowe, and Tripp voted aye. carried 7-0. C. Consideration of a Presentation of the 2015 Police Department Annual Report. Police Chief Theriault presented the annual report. D. Consideration of the Salaries of City Elected Officials from May 1, 2017 through April 30, 2021. City Manager Gregory explained that elected official salaries must be fixed by ordinance at least 180 days before the beginning of the term of the officials whose compensation is to be fixed. Alderperson Springer noted that the City Clerk s compensation had not been changed in 4 years. City Clerk Smith said she would like to review the compensation and suggested adding a yearly increase for the term at a set rate or at the cost of living rate. Mr. Gregory said he thought they had to prescribe the influence and he would see what other cities do and bring it back at the next meeting. E. Consideration of an Administration Request for a Closed Session to Discuss Pending Litigation. Alderperson Kramer moved to go into Closed Session at 8:12 p.m. and Alderperson Braser seconded the motion. Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. Alderperson Kramer moved to return to Open Session at 8:25 p.m. and Alderperson Tripp Mayor Mundy called for a voice vote to approve the motion. All Alderpersons voted aye. carried 7-0. 6
