Councilmember Orlando requested the Commission consider a park construction staging approach so that the land can be used by residents while other amenities are added in the future instead of an overall plan that doesn't get built due to fund constraints # 2.1

City Manager Griffin confirmed the special tax schedule is not included as there are no taxes to impose until the area is developed. MICHAEL HUNSAKER, POOL, commented on road maintenance in the city and urged the City Council to adopt a plan to repair all roads within the city. MIKE PRESTON, All Veterans Memorial, spoke in response to letter received from the City Manager as it related to the All Veterans Memorial Committee and expressed his disappointment. LUANNE HULSIZER, All Veterans Memorial, spoke regarding a Union Tribune article regarding the All Veterans Memorial and expressed her disappointment in statements made by the City Manager. # 2.3

One potential action involving Hanson Aggregate Pacific Southwest and arising from Conditional Use Permit No. 1134-86, (87 Mod), further modified in 1991. CITY ATIORNEY PEAK announced that the City Council voted 4-0 (Council Member Orlando had not yet arrived) to approve the terms and provisions of a proposed settlement agreement between the City and Hanson Aggregate Pacific Southwest ("Hanson"), whereby Hanson will pay the City $1,281,530.00 in settlement of sales tax issues arising from CUP 1134-86 (87 Mod).
