ARTICLE I Name: This organization shall be known as Moon Valley Parent Boosters ARTICLE II Purpose: The Parent Boosters is organized for the purpose of supporting and enhancing the educational experiences of Moon Valley High School s students by providing an organization through which parents, school administrators and teachers, coaches, students and community can work cooperatively and provide financial support for programs that are funded outside of the annual school budget. ARTICLE III Policies: This organization shall seek neither to direct the administrative activities of the school nor to control its policies. At no time shall funds raised by Parent Boosters be used for personal gain or profit by any member(s). ARTICLE IV Membership: Section 1 - All parents, students, guardians of students, coaches and teachers of Moon Valley High School, and all other persons in good standing, interested in the aims of Moon Valley Parent Boosters are eligible for membership. Section 2 Paid membership: Annual dues are payable at the beginning of each academic year. Additional members shall be accepted at any time during the school year at the full dues rate. They shall not be pro-rated. Membership dues and privileges shall be established annually at the Organizational Meeting. (2016-2017 dues shall be $20.00 a year and $50.00 for lifetime membership. Lifetime membership entitles the family to have one family name (one line) placed on the Lifetime Membership Plaque displayed in the Moon Valley office. Lifetime memberships can also be purchased and gifted to graduating seniors and/or others. ARTICLE V Executive Board: The Executive Board shall consist of the elected officers. The elected officers include 1, 2, 3 & 4. The Executive Board shall conduct all business of the Moon Valley Parent Boosters. Each Executive Board member shall have one vote for all business items requiring such. A special Board meeting can only be called by the President, or the majority of the Executive Board.
ARTICLE VI Officers and their Election: Section 1 - The officers of this organization shall be called: 1. President 2. Vice President 3. Secretary 4. Treasurer 5. Administrative or Faculty Representative (non-elected) Section 2 - Elections for the Executive Board positions shall be held annually at the May meeting. Candidates for the May election will be selected by a nominating committee (if there is a current committee), as well as nominations from the floor in the April meeting. Candidates must be paying members of the Parent Boosters and must be provided a copy of the bylaws upon their nomination. Candidates cannot be added to the ballot in May unless the position does not have a candidate running. Officers shall be elected by a majority of all paid members present. New officers shall be sworn in after the vote and asked to sign a copy of the Bylaws as to their understanding of the rules that govern the Parent Boosters. New officers will assume their positions on June 1st. All official financial records, minutes, passwords and any other Parent Booster property shall be turned over to the new board at that time. A vacancy occurring in any elected office shall be filled for the unexpired term by a person appointed by the Executive Board by a majority vote. In case a vacancy occurs in the office of the President, the Vice- President shall serve. The Administrative and Faculty Representative Board positions shall be invited by the newly elected Board. ARTICLE VII Duties of Officers: Section 1 - President = The President shall preside at all General and Executive Board meetings of the organization, perform such other duties as may be prescribed in these BYLAWS, and shall coordinate all the activities of the Executive Board. The President has the authority to cast any vote to settle any tie votes. Section 2 - Vice President = The Vice President shall assist the President in executing his/her duties, preside at all meetings in the absence of the President. In addition, the Vice President shall also serve as the chairperson of the Membership and Athletic Liaison committee, unless these chairs are delegated to another willing Parent Booster volunteer. Section 3 - Secretary = The Secretary shall record the minutes at all Executive Board, General, and Special meetings called for by the President, maintain a file of these meetings and present the minutes for inspection at respective meetings. In addition, the Secretary shall handle all correspondence for the organization and, maintain a file of such correspondence. With the
assistance of the elected board, the Secretary will draft the Agenda for the meetings making sure to include any financial requests submitted by the deadline. Section 4 - Treasurer = The Treasurer shall receive all monies of the organization, maintain appropriate bank accounts for the organization, deposit all monies received therein, keep accurate records of all the receipts and expenditures, pay all bills approved by the Executive Board, and present a current written financial statement at all General meetings. The Treasurer shall keep the official record of paid memberships and present this record to the Membership Committee whenever requested. The Treasurer shall complete an internal audit annually by June 15th. Section 5 - Administrative Representative = The Administrative Representative shall advise the organization of all pertinent information regarding school and district policies and procedures. Section 6 - Faculty Representative = The faculty representative shall help maintain communication between teachers and Moon Valley Parent Boosters. ARTICLE VIII Committees and Committee Chairpersons: (when applicable) Section 1 - All standing committees as listed in these bylaws, and all other committees, as deemed necessary by a majority of the Executive Board officers, shall have a committee chairperson. Proposed activities of all committees activities need to be approved by a majority vote of the Executive Board. Section 2 - Each committee chairperson shall be responsible for the organization and execution of their committee, keep accurate records of their activities, and present a report of such activities to the Executive board. Section 3 - Standing Committees and Purpose A. Membership Committee - The membership committee, which is chaired by the Vice President or another willing Parent Booster volunteer, promotes membership in Moon Valley Parent Boosters. B. Fund Raising Committee - The fund raising committee coordinates fund raising activities at the direction and approval of the Executive Board. C. Scholarship Committee - The Scholarship Committee shall be established at the September General Meeting and should consist of at least one Executive Board Member,
one school Representative and one paid member at large. The committee will establish and submit the criteria for scholarship consideration to be approved by all present at the November General meeting. The Scholarship committee shall prepare and distribute scholarship applications upon request of any Moon Valley High School senior. Scholarship applications will be available through Moon Valley s counselors and the front office. The scholarship committee will review all applications and select a student(s) from the senior class as recipient(s) of the Moon Valley Parent Boosters Scholarship Award. All requests for scholarship are due by the March General Meeting. The Committee will determine if the established criteria has been met and will present the names to the Treasurer. The Treasurer will provide the names to the counseling department head before the Honors and Awards Assembly at Moon Valley High School. This award shall consist of a financial scholarship to a school of their choice. NOTE: Any Scholarship Committee Member must insure that there is no conflict of interest when voting on any scholarship of a child where there is a personal or relational connection. If there is a personal or relational connection to a child that is submitting a scholarship consideration, the member must excuse themselves from the voting selection. D. Athletic Liaison Committee - The Athletic Liaison committee, chaired by the Vice President or another willing Parent Booster volunteer, shall work closely with the MVHS coaches and the office of the Athletic Director. They will report requested needs such as sports trainers, equipment, special needs, etc. at any General meeting. E. Fine Arts Liaison - The Allied Arts Committee, chaired by the Secretary or another willing Parent Booster volunteer, shall promote the fine arts program at MVHS. F. Social Media Representatives Responsible for submitting updates to the Booster section of the Moon Valley High School page via the office and all social media for the Parent Boosters. Social Media Representatives will also work in connection with the Moon Valley Groups and Clubs to help promote their activities. ARTICLE IX Disbursement of Funds: All requests for funds needs to be submitted in writing two weeks prior to the regular scheduled meeting for placement on the agenda. Requests must be accompanied by the requestor or their representative for consideration. Fund requests on the agenda will be handled in (approximately) the first ¼ of the meeting. Any funds requests not on the agenda or not accompanied by a representative will be considered at the end of the meeting during the open floor section and/or may be tabled for the following meeting. Disbursements of funds must be approved by a majority vote of all members in attendance. Funds disbursement percentages awarded through snack bar sales with the co-hosting club/group will be decided by the President and agreed upon
in a simple majority by the board. Any fund requests that require attention before the next scheduled regular Boosters meeting may be approved by a majority vote of the Executive Board at the direction of the President and the details of that vote presented at the next regularly scheduled meeting in the Treasurers Report. ARTICLE X Meetings and Quorums: Section 1 - At least three (3) members of the Executive Board shall be present to conduct business at any General meeting and shall constitute a quorum. Section 2 - Executive Board meetings shall be held as necessary with a minimum of four times per academic year. Section 3 - General membership meetings shall be held monthly from September through May. Summer meetings as designated by the elected Executive Board will serve as the Annual Organizational Meetings, where the bylaws and budgets will be reviewed/changed and presented to the members at the first official meeting. ARTICLE XI Amendments: These BYLAWS may be amended by a majority vote of the Executive Board at the Annual Organizational Meetings. ARTICLE XII Rulings: Section 1 - Those BYLAWS shall be in force and effective from and after their amendment and adoption on August 30, 1999. Section 2 - When any doubt arises as to the true meaning of these BYLAWS, the Executive Board shall make a determination. Section 3 - The order of business at all meetings shall be covered by Robert s Rule of Order unless otherwise provided in these BYLAWS. Section 4 - All activities of this organization shall be consistent with the policies of the Glendale Union High School District and Moon Valley High School and the laws of the State of Arizona.
