May I ask members of this Assembly wishing to speak, to raise their hands to be recognized and. afterwards to eop to the rostrum and state their.names.and.the. countries they represent. Only in this way can the speakers be recorded, which is very important for our minutes. Unfortunately, the Committee on Credentials has not finished its deliberations and is now preparing a report which will be finished in a few minutes. Therefore, I propose that our meeting be postponed until 5«15 p.m. (The meeting adjourned at 4.50 p.m. and resumed at 5.15 p.m.) 2. FIRST REPORT OP THE COMMITTEE ON CREDENTIALS May I call upon Sir Aly SHOUSHA, Pasha, Chairman of the Credentials Committee. Sir ALy SHOUSHA, Pasha: (Egypt), Chairman of the Credentials Committee: The Committee on Credentials held two meetings, this morning and this afternoon. The Rapporteur is prepared to submit his report. May I ask Dr. Hafezi, delegate of Iran, to submit his report. Dr. HAFEZI (Iran), Rapporteur: The Credentials.Committee met on 2k June 1948, at 12.30 and 2.30 p.m.

A/VR/2 Page 3 His Excellency Sir Aly Shousha, Pasha, chief delegate of Egypt, was appointed Chairman, Dr. Ungár, delegate, of Czechoslovakia, Vice- Chairman, and Dr. Hafezi, delegate of Iran, Rapporteur, The representatives of the following countries were present in the committee: Belgium, Brazil, Bulgaria, Byelorussian SSR, Canada, Czechoslovakia, Egypt, Iran, New Zealand, Portugal and Siam e The representative of Sweden was absent. The committee examined the credentials deposited by the delegations to this Assembly. The credentials presented by the delegations listed hereafter were found to be in order, thus entitling these delegations to take part in the work of the Assembly as defined by the Constitution of the World Health Organization. The committee therefore proposes that the Assembly should recognize the validity of the credentials presented by the following delegations: Albania, Austria, Australia, Belgium, Byelorussian SSR, Brazil, Bulgaria, Canada, China, Czechoslovakia, Denmark, Egypt, El Salvador, Ethiopia, Finland, Prance, Greece, Haiti, India, Iraq, Iran, Ireland, Iceland, Italy, Liberia, Mexico, Netherlands, New Zealand, Norway, Poland, Portugal, Dominican Republic, Roumnnia, United Kingdom, Siam, Sweden, Switzerland, Syria, Turkey, Ukrainian SSR, Union of Soviet Socialist Republics, Union of South Africa, Yugoslavia,» Certain credentials transmitted by telegraph were considered by the Committee to be valid, provided they were confirmed by transmission of the documents to which the telegrams referred. Whereas the Credentials Committee has Ъ^сп informed that the United States Government has deposited its ratification instrument with a reservation, the Credentials Committee recommends to this Assembly that the United States delegation be provisionally seated and that the Assembly urgently consider the validity of the United States ratification with such reservation. The Committee has also taken due note of the documents accrediting them to the Assembly, presented by observers sent by governments who have not yet fully completed the formalities of ratification of the Constitution of the World Health Organization,.

A/VP/2 Page A Dr. J. BANTUG (Philippines): I should like to take exception to the report of the Credentials Committee. I have a document here naming the official Philippine delegates, but we have not heard anything about it in the report of the committee, I have submitted the original of this document to the registration office. May I ask His Excellency Sir Aly Shousha, Pasha, to explain. Sir Aly SHOUSHA, Pasha: The committee discussed only what was submitted to it by the Secretariat. If by any chance a name has been overlooked we are quite ready to take the matter up and report to the Health Assembly on the status of the omitted country. May I move the provisional adoption of the report of the Committee of Credentials, pending the decision regarding the problem of the Philippines. I propose that the delegate of the Philippines participate in the work of the Assembly, Are the members in agreement? Are there any objections, please? Members in agreement? Are there any objections please? No objection having been raised to my proposal, I declare that the Philippines delegate will participate as a member with full rights. Are the members of this Assembly in agreement with the report of the Credentials Committee as presented by the Rapporteur? Are there any objections? Lt, Col. JAFAR (Pakistan): We have submitted our papers. The originals were sent to Lake Success and the certified copies were submitted and distributed here this morning. We find that there is no mention of Pakistan in this list. We should like to know whyy May I propose to the Assembly that the delegate from Pakistan should take his seat as full member here. Are there any o"bjections? The delegate of Pakistan is entitled to sit here as delegate with full rights..

This letter and the information concerning the ratification of the United States has not arrived yet. Therefore the matter of United Scates 1 ratification -will Ъе discussed by the Assembly later on, on day to be announced by the President of the Assembly. Are there any objections? No objections? The United States delegation will sit -here with full rights,, May I thank the Chairman of the Credentials Committee, the Rapporteur and all members for their rapid and efficient work» I am quite sure that they are going to examine further credentials and report to the Assembly. J. REPORT OP THE NOMINATIONS COMMITTEE With regard to the third item of our agenda, may I ask the Chairman of the Nominations Committee to appearon the rostrum. Dr. MANI (India), Chairman of the Nominations Committee; The Nominations Committee held two meetings, one this morning and another this afternoon. vie have been able, so far only to nominate the President of the Assembly. I hope some time tomorrow to be able to give you some of the, remaining nominations, if not all. The Nominations Committee has decided unanimously to nominate Dr. Andrija Stampar of Yugoslavia as President (applause).

A/VR/2 page 6 Are there any other proposals on this, point? Dr. van der SPUY (Union of South Africa): I propose that Dr. A. Stampar be unanimously elected President of this Assembly. Dr. HOJER (Sweden): I second this proposal. CHAIRMAN : Are there any other proposals? No objections? (Dr. Stampar was elected President by acclamation) THE PRESIDENTS Fellow-delegates, I am deeply moved by your election and particularly by the unanimous election, and I will express my feelings to you tomorrow in a presidential addréss Now I think we should conclude our meeting, and adjourn until tomorrow at 10 o'clock, when the agenda will be as follows: first, presidential address, secondly, the report of the Interim Commisàon and general discussion of the report. I would ask the members' of the Credentials and Nominations Committees to proceeed with their deliberations and to report to the Health Assembly as soon as possible, Dr* Mani, Chairman of the Nominations Committee, has expressed his wish that that Committee should sit tomorrow. May I ask him to convene the meeting at 9.30, The Assembly will meet here at 10,30, The Credentials Committee should meet at 9*30. One more announcement, The delegates and observers who wish to address the Assembly during the discussion of the Interim Commission's Report should hand in their names as soon as possible» Copies of addresses to be presented should also be handed in in advance if possible. Pending the election of the Director-General, all references in the provisional Rules of Procedure of the Assembly to the Director-General should Ṭ >e taken as applying to the Executive Secretary of the Interim Commission. The meeting is adjourned until tomorrow at 10,30 a P m. The meeting rose at 5.45 p.m.*
