Objective: To understand possible explanations for Soviet expansion in the immediate postwar period. Background: Uncertainty about Soviet intentions after WWII left Americans unsure how to react to Soviet advances into new territory. In the distant past, Russia had suffered repeated and humiliating invasions, including two centuries of rule by the fierce Mongols in the Middle Ages, Napoleon s onslaught in the nineteenth century, and more recent invasion by the Germans in both world wars. In that context, Soviet desires for security seem understandable. On the other hand, the Soviets seemed to follow a plan of expansion introduced in the time of the tsars. For example, Peter the Great had opened a window to the West on the Baltic, Catherine the Great had secured a warm water outlet to the Black Sea, and the eastward movement of Russians carried them through Siberia across the Bering Strait and southward along the west coast of North America. Their drive toward warm water ports in the Middle East remained a foreign policy goal until the end of the cold war in Nor could the Americans forget the Soviets announced intention of world conquest. Moreover, the behavior of Soviet diplomats at Yalta did little to calm American fears of future confrontations. At Yalta the Soviets managed to secure recognition by the United States and Britain that Eastern Europe was her sphere of influence and that she had de Jctcto control.
