He also stated that the Bill provided for licensing of lease or rental car owners on a short tirre basis and also those who are under their employ who sell cars. There were doubts expressed by the Comnittee that the rreasure did not have an exclusion section for the private citizen to sell his private autonobile without a salesnan's license. t was agreed that to correct this, an arrendlrent would be made as follows: Page 2, line 7, v.0uld be changed by deletion of "in his business" and inserting "his" between the w::>rds "for" and "use". He also suggested an anendrrent to correct an error in the language of the law as it was written in 1973. 'lhe am:mdrrent is on Page 6, starting on line 29 and omitting everything after "be registered", starting with "by a new owner " through line 34 and inserting the following: 11 in any county where a vehicle anission inspection program has been initiated under the provisions of NRS 445.630." (See Attactnrent #2) Senator Raggio noved "AMEND AND 00 PASS. " Senator Schofield seconded the notion. All voted aye except Senators Blakenore and Neal who voted nay. M:>tion did not carry for lack of a majority of the entire corrmittee. CHANGES LETrER AND NUMBER SYSTEMS OF VEHCLE LCENSE PATFS. John Ciardella of the Department of M:>tor Vehicles testified as to the purpose of the measure. (See _Attachrrent #3) Senator Schofield noved "00 PASS." Senator Raggio seconded the notion. All voted aye except for Senator Blakenore who voted nay. lvbtion carried. Senator Raggio then left the Transportation Corrmittee mooting for a Legislative Corrmission Meeting. SB 541 ENABLES DEPAR'MEN' OF MODR VEHCLES TO RECORD PRVATE SALES OF VEHCL.ES. AB 292 Jim Lien of the Tax Corrmission and John Ciardella of the Department of Motor Vehicles both testified against the rreasure, stating that they felt the Bill was unnecessary and very few abuses had been recorded in this area in the past. Senator Blakenore noved to "KLL." Senator Schofield seconded the notion M:>tion carried unaninously. Assenblyman Nash Sena testified as to the purpose of the rreasure, stating that this was just an extention of the present statute. n Clark County, specifically, they had been having many problems with aliens using their Nevada Driver's License as proof of citizenship. ViceChainnan M:)nroe presented an amendment to SB 119 which was made by the :lls.ssembly changing the date the bill would becorre effective to January 1, 1976.
