May 16, 2016 Call to Order The Board of Governors meeting was called to order at 9:00 a.m. by Board of Governors President Geoffrey Baum. Roll Call The following board members were present on Monday, May 16, 2016: Arnoldo Avalos, Geoffrey L. Baum, Joseph J. President s Report President Geoffrey Baum Was honored to deliver the keynote address at the Sate Academic Senate Conference in April. Congratulated Board Member Hawkins on reappointment to the board. Welcomed Acting Chancellor Erik E. Skinner to his new post. Chancellor s Report Acting Chancellor Erik E. Skinner Acknowledged Andrew Campbell as the outgoing student member of the board and thanked him for his contributions during his tenure. Thanked Thuy T. Nguyen for her service as Interim Vice Chancellor and Legal Counsel to the Chancellor s Office and wished her well in her new post as President of Foothill College. A contract for $101,000 for Office cubicles was approved with the exemption of board approval. This was necessary because waiting to get approval from the full board at this meeting would have incurred additional costs and would have delayed the fourth floor remodel project. The contract was discussed with President Baum and the decision was to approve the purchase. Consent Calendar Item 1.1 Approval of the Minutes This item requested approval of the March 21-22, 2016, meeting minutes. Gary Reed moved approval of the March 21-22, 2016, meeting minutes, Cecilia Estolano seconded the motion. The vote was unanimous in support of the motion. Action Calendar Item 2.1 Approval of Contracts and Grants Presented by: Paul Feist This item recommended that the Board of Governors approve entering into the contracts and grants described in the May 2016 agenda. Nancy Sumner moved approval of entering into the contracts and grants described in the May 2016 agenda, Valerie Shaw seconded the motion. The vote was unanimous in support of the motion. NOTE: Members who were affiliated with any recipients of contracts or grants abstained from voting on those individual items so as to avoid any conflict of interest. Arnoldo Avalos, Joseph J. Item 2.2 Community Colleges Basic Skills Student Outcomes and Transformation Program This item requested the Board s approval to award Community Colleges Basic Skills Student Outcomes and Transformation Program grants to the recommended colleges. Joseph Bielanski, Jr. moved approval to award Community Colleges Basic Skills Student Outcomes and Transformation Program grants to the recommended colleges. Danny Hawkins seconded the motion. Bielanski, Jr., Thomas Epstein, Cecilia Estolano, Hasun Khan, Jennifer Perry Item 2.3 2017-18 Five-Year Capital Outlay Plan Presented by: Mario Rodriguez This item requested the approval of the California Community Colleges 2017-18 Five-Year Capital Outlay Plan prepared pursuant to the requirements of Government Code sections 13100-13102 and Education Code sections 67500-67503. Cecilia Estolano moved approval of the California Community Colleges 2017-18 Five-Year Capital Outlay Plan, Pamela Haynes seconded the motion. The vote was unanimous in support of the motion. Tom Epstein moved approval of the 2017-18 Capital Outlay Spending Plan, Deborah Malumed seconded the motion. The vote was unanimous in support of the motion. Arnoldo Avalos, Geoff Baum, Joseph J. Acero to the Board of Directors of the Foundation for California Community Colleges Presented by: Vincent Stewart This item requested the appointment of a new Board member, filling the roles of public member and legal expert, to the Board of Directors of the Foundation for California Community Colleges for a four-year term. Gary Reed moved approval of the appointment of a new Board member, Arnoldo Avalos seconded the motion. The vote was unanimous in support of the motion. 3

Skinner to serve as Interim Chancellor. Geoff Baum moved approval of the contract, Pamela Haynes seconded the motion. The vote was unanimous in support of the motion. First Reading Item 3.1 Stand-Alone Credit Course Approval This item was a first reading of a proposed regulatory change to reinstate the California Code of Regulations, title 5, section 55100 Course Approval. Bielanski, Jr. Information and Reports Calendar Item 4.1 2016 Classified Employee of the Year Award Presented by: Erik Skinner Danny Hawkins presided over the recognition of the Classified Employee of the Year Award recipients for 2016, which represent the best of California s community college classified employees. Item 4.2 Accreditation Update This item provided the Board of Governors with an update on the activities of the CEO Workgroups to develop a new structure for accreditation for the California Community Colleges. Item 4.3 Hartnell College and CSU Monterey Bay: CSin3 Presentation Presented by: Van Ton-Quinlivan This item provided the Board of Governors with a presentation about the award winning CSin3 program at Hartnell College and CSU Monterey Bay. Nguyen This item provided a report on the four Equal Employment Opportunity initiatives operated by the Chancellor s Office, and recent data showing progress in full-time faculty diversity hiring. Cecilia Estolano, Pamela Haynes Item 4.7 Board Member Reports Board members reported on their activities since the last board meeting. Arnoldo Avalos Recognized and thanked David Morse, Andrew Campbell and Thuy Nguyen for their service to the system. Joined Gary Reed and Connie Conway on visits to College of the Sequoias, Porterville College and Bakersfield College. Thanked the board for hosting Hartnell College at the meeting so that they could present on their Award winning CSin3 program. 5

Joseph J. Bielanski, Jr. Attended the Spring Joint Conference where he heard people refer to Mario Rodriguez as the person to talk to regarding the budget and finances. Recognized and thanked David Morse, Andrew Campbell and Thuy Nguyen for their service to the system. Congratulated Danny Hawkins on his reappointment to the board and recognized Julie Bruno s election to President of the state Academic Senate. Noted regional trainings offered by the Workforce and Economic Development Division on analyzing CTE data using the Launchboard tool. Scott Budnick Recognized Los Angeles Trade Tech program in which ex-convicts learn soft skills during a 12-week curriculum and graduate into good paying union jobs. Jeff Burdick Attended the Academic Senate Conference where he heard Geoff Baum s keynote address and enjoyed the learning of the Baum family history. Thanked David Morse for his service to the state Academic Senate. Impressed with the increased diversity of the executive committees and the open dialogue that is taking place. Andrew Campbell Thanked David Morse and Thuy Nguyen for their service to the system. Thanked the Chancellor and the board for their support and the experience of serving as a member of the board. Also thanked Karen Gilmer, Christina Castro and Hasun Khan for their support. Thanked the Student Senate and applauded them for their accomplishments. Connie Conway Thanked David Morse for his service to the state Academic Senate. Enjoyed accompanying fellow board members Arnoldo Avalos and Gary Reed on visits to College of the Sequoias, Porterville College and Bakersfield College. Thomas Epstein Stated that he is pleased that the board has completed the Chancellor Search Committee duties. Thanked David Morse and Thuy Nguyen for their service to the system and wished Andrew Campbell well on his future endeavors. Cecilia Estolano Thanked the Chancellor Screening Committee for their efforts in the process. Recognized and thanked David Morse, Andrew Campbell and Thuy Nguyen for their service to the system. Danny Hawkins Thanked David Morse for his service to the state Academic Senate and Andrew Campbell for his service to the board. Thanked all Classified Staff for their efforts. Pamela Haynes Thanked Thuy Nguyen for her service to the Chancellor s Office and wished Andrew Campbell well on his future endeavors. Participated on a workforce development panel and an accreditation panel. 6

Hasun Khan Thanked David Morse and Thuy Nguyen for their service to the system and wished Andrew Campbell well on his future endeavors. Deborah Malumed Recognized and thanked David Morse, Andrew Campbell and Thuy Nguyen for their service to the system. Jennifer Perry Wished Andrew Campbell well on his future endeavors and thanked Vincent Stewart on his assistance with her Senate confirmation hearings. Gary Reed Thanked Vince Stewart for joining him on college visits. Attended the Foundation Board of Directors meeting. Valerie Shaw Met with Keith Curry, Provost of the Compton Center. The homeless student population is up to 35% and they are working on a pilot program to address the situation. Met with Elaine Moore who is the HBCU program leader and also the director of Umoja. Nancy Sumner Recognized and thanked David Morse, Andrew Campbell and Thuy Nguyen for their service to the system. Was invited and attended the 2016 Educator Tour at Fort Sam Houston in Texas, it was a great event. She is proud to serve on the board and wished all a happy Memorial Day. Public Forum Julie Bruno, David Morse New Business The Board of Governors did not discuss any new business. Adjournment The meeting was adjourned Monday, May 16, 2016 at 3:05 p.m. 7
