The Week Ahead 16 22 October 2017 Committee and political group meetings, Brussels Posting of Workers. New rules for employees sent to work temporarily in another member state will be put to the vote in the Employment Committee. MEPs aim to protect posted workers better and to establish a level playing field for companies. Key parts are equal pay for equal work for the same employer and applying all of the host country s labour rules after two years. (Monday). Asylum rules/dublin. Civil Liberties Committee MEPs will vote on a major revamp of the Dublin regulation, which determines which member state is responsible for processing an asylum request. The aim of the revamp is to tackle the weaknesses of the current asylum rules and to share responsibility more equally between member states. All asylum seekers should be registered upon arrival in the EU. People needing protection should also be able to get it much faster, while those who do not could be returned more swiftly (Thursday) E-privacy. An update of EU privacy protection rules to cover new means of communication, such as WhatsApp, Facebook Messenger and Skype, is also up for a vote in the Civil Liberties Committee. Among the issues at stake are the use of cookies, unsolicited direct marketing sent, for example, via SMS, and end-to-end encryption in digital communication. (Thursday) Panama Papers/Inquiry Committee. The EP special committee investigating the 'Panama Papers' revelations on money laundering, tax avoidance and tax evasion will present its conclusions and recommendations in the final report to be put to the vote on Wednesday. Plenary preparations. Political groups will discuss their positions on the future of EU finances, minimum income policies and the protection of whistle-blowers acting in the public interest. They will also prepare votes on the certification of fertilisers, the protection of workers exposed to carcinogenic or mutagen substances and on illicit drug trafficking. Furthermore, MEPs will determine their positions on the Commission s work programme, the 2018 EU budget and the mandate for the Commission to start trade negotiations with Australia and New Zealand. EP President Antonio Tajani will meet with Mr Jigme Zangpo, Speaker of the National Assembly of Bhutan on Tuesday, and with Algeria s Foreign Affairs Minister Abdelkader Messahel on Wednesday. On Thursday, he will address EU leaders at the summit, followed by a press conference.
