CITY OF CARPINTERIA Regular Meeting Minutes Side Conference Room Thursday, May 4, 2017 CALL TO ORDER Chair Barbieri called the meeting to order at 8:00 am. ROLL CALL Boardmembers present: Boardmembers absent: Boardmember James Sly Boardmember Dick Weinberg Chair Roxanne Barbieri Boardmember Gloria Tejeda Staff members present: Brian C. Barrett, Assistant to the Public Works Director / Staff Liaison PRESENTATIONS: NONE PUBLIC COMMENT There was no public comment. CONSENT CALENDAR Motion by Chair Barbieri, seconded by Boardmember Sly, to approve the Consent Calendar. Upon voice vote, the motion carried with Member Tejeda absent. 1. Minutes of the regular meeting held March 2, 2017. OLD BUSINESS: NONE BOARD/STAFF UPDATES Staff Liaison Barrett announced that the debt for parking lot no. 3 has been paid off a year in advance and that there would be no special parking assessments assessed for FY 2017-18 to Downtown businesses. Status of Parking Lot No. 2 Recommendation: Receive update on the status of Parking Lot No. 2 Chair Barbieri informed the Board that she had written to the Council about the current hazardous condition of Parking Lot No. 2 and she further explained that the tree roots are lifting the foundation of the Petcetera building she owns adjacent to Lot No. 2. Member Weinberg inquired about the Board following up on this matter. Staff Liaison Barrett reported that the City hired BSN Construction to remove the existing pavement in the middle of the lot, cut the tree roots, and replace with a permeable pavement to accommodate an electric vehicle charging station at that location and an ADA parking space for the charging station. Chair Barbieri suggested moving the electric vehicle charging station to the area of the lot next to Rincon Brewery if possible. Member Sly recommended sending a letter from the Board to the City Council. Discussion ensued on the content of the letter. Motion by Member Weinberg, seconded by Member Sly, to direct Staff Liaison Barrett to draft up a letter to the City Council and City Attorney relaying the Board s concerns on the current condition of Parking Lot No. 2 and request Chair Barbieri to present the letter at the May 8, 2017 City Council meeting. Upon voice vote, the motion carried with Member Tejeda absent. 3. Status of Assessment District No. 4 Payments Recommendation: Receive and file report. Staff Liaison Barrett presented the report and list of delinquent businesses. Member Sly observed that Vintage Blues closed and is now the Carpinteria T-Shirt Company. Please note: Average attendance is OVER 600 children participating in this event, so have plenty of treats on hand. 3.
