Diridon Station Joint Policy Advisory Board Friday, December 15, 2017 MINUTES CALL TO ORDER The Regular Meeting of the Diridon Station Joint Policy Advisory Board ( Committee ) was called to order at 3:02 p.m. by Chairperson Liccardo in Wing Room 120, San José City Hall, 200 East Santa Clara Street, San José, California. 1. PUBLIC PRESENTATIONS: Blair Beekman, Interested Citizen, commented on the following: 1) autonomous vehicles are the wave of the future; 2) suggested the main arteries of Stevens Creek Boulevard and El Camino Real should be light rail, and this topic should be considered in future High Speed Rail and Caltrain negotiations. 3. Regular Meeting Minutes of December 16, 2016 M/S/C (Peralez/Blalock) to approve the Regular Meeting Minutes of September 16, 2016.

Update on San Jose Diridon Integrated Station Concept Plan Jim Ortball, Director of Transportation, City of San Jose, and Chris Augenstein, VTA Director of Planning & Programming, provided a presentation entitled San Jose Diridon Station Planning Update highlighting: 1) Diridon Planning Update; 2) European Stations Tour; 3) It s a Transit Hub; 4) Integrated Station Concept Plan Framework; 5) Integrated Station Concept Plan; 6) Planning Principles for Integrated Station Concept Plan; 7) Request for Proposal (RFP); 8) Cooperation Agreement; 9) Next Steps; 10) Desired Outcomes, and; 11) Questions/Discussion. Public Comment Roland Lebrun, Interested Citizen, expressed concern with the Request for Proposal (RFP) stating it should be a Request for Quotation (RFQ) instead. He suggested conducting an international contest where design firms can compete for the Diridon Station concept. Members of the Committee and staff discussed the following: 1) the City of San Jose, VTA, Caltrain and High Speed Rail (HSR) are the main partner organizations with direct stake on the project; 2) suggested significant investment partners be invited to participate in discussions as soon as possible so there is a sense of commitment, and; 3) identification of potential stakeholders and their specific roles. On order of Chairperson Liccardo and there being no objection, the Committee received an update on San Jose Diridon Integrated Station Concept Plan. 6. Update on High Speed Rail Ben Tripousis, Northern California Regional Director, California High Speed Rail Authority (CHSRA), provided a brief verbal report, and a presentation entitled California High-Speed Rail Program Update, highlighting: 1) Connecting California; 2) 2016 Business Plan: Key Highlights; 3) It s Happening; 4) Economic Impact; 5) California Economic Impacts; 6) Economic Output; 7) National Impact; 8) Federal Investment in California; 9) San Francisco to San Jose Section Overview; 10) Updated Environmental Schedule, and; 11) Questions & Comments. Mr. Lebrun referenced the $5 billion dollar funding gap. He suggested that extending the blended system from San Jose to Gilroy and stop focusing on Gilroy electrification would potentially save $2 billion. He stated the Channel Tunnel was connected to London in sections, and constructed over a period of 13 years, which helped to plan financing. Mr. Tripousis introduced Melissa DuMond, Director of Planning and Integration, California High Speed Rail Authority (CHSRA). He announced Ms. DuMond would be leaving the CHSRA and thanked her for the integral part she has played in the Diridon Station planning efforts. On order of Chairperson Liccardo and there being no objection, the Committee received an update on High Speed Rail. 7. Update on Caltrain Modernization Elizabeth Scanlon, Director of Planning, Caltrain, introduced Sebastian Petty, Senior Planner, Caltrain Modernization Program, who provided a presentation entitled Caltrain Business Plan, highlighting: 1) Overview; 2) Background & Process; 3) Caltrain Business Plan; 4) Background Caltrain s Changing Business Context; 5) Background Business Metrics; 6) Process; 7) Stakeholder Workshop; 8) Draft Business Strategy; 9) Key Questions; 10) Draft Business Strategy; 11) Draft Scope of Work; 12) Overview; 13) Task 1 the Strategic Case for Caltrain; 14) Task 2 Identifying Options; 15) Proposed Board Action Adopt a Service Vision; 16) Task 3 Develop the Business Plan; 17) Task 4 Funding and Implementation; 18) Outreach and Engagement; 19) Project Structure, and; 20) Next Steps. Public Comment Mr. Lebrun offered the following suggestions: 1) the only viable interim solution is double length platforms at the baby bullet Stations of Diridon, Sunnyvale and Mountain View, and 2) consider having Caltrain as the lead agency for the Diridon Station project. Members of the Committee and staff discussed the following: 1) governance and management should be fully integrated; 2) structure is being discussed and will bring all modes of transportation together into an intermodal facility; 3) importance of input from significant stakeholders; 4) significant leadership from investors; 5) timing and scope; 6) funding sources; 7) suggest Harry Frietas, Santa Clara County Director of Roads and Airports, be considered as a participant; 8) consider the value of air rights over the stations, and; 9) expressed concern about station maintenance upkeep. On order of Chairperson Liccardo and there being no objection, the Committee received an update on Caltrain Modernization. 8. Update on VTA s BART Silicon Valley Extension Phase II Leyla Hedayat, Transportation Planning Manager, provided a presentation entitled VTA s BART Silicon Valley Extension Phase II, highlighting: 1) Agenda; 2) VTA s BART Silicon Valley Program; 3) Phase I Berryessa Extension Progress; 4) Phase II Extension Project Schedule; 5) Phase II Extension Project Funding Strategy; 6) Phase II Extension Project Options; 7) Phase II Tunnel Boring Options; 8) Phase II Next Steps, and; 9) Questions. Public Comment Mr. Lebrun commented on the following: 1) Phase I ridership projections; 2) funding, and; 3) single bore integration issues. Members of the Committee discussed the following: 1) who pays for the additional costs for twin bore; 2) BART s concerns on the single bore; and 3) VTA and BART will work together to reach an engineering solution to mitigate safety and circulation/ventilation concerns. On order of Chairperson Liccardo and there being no objection, the Committee received an update on VTA s BART Silicon Valley Extension Phase II. 9. Update on the Diridon Station Development Activities Kim Walesh, Deputy City Manager, City of San Jose, provided a presentation entitled Diridon Station Area Development City of San Jose, highlighting: 1) Downtown Expansion and Integration; 2) Diridon Station Area Plan; 3) High-Level Central Zone Goals; 4) Diridon Station Area Development; 5) 440 West Julian Street Rendering; 6) 777 West San Carlos Street Rendering; 7) Diridon Station Area: Google Sites of Interest; 8) City and SARA-Owned Sites; 9) Potential Google Development Phase I: Land Sale; 10) Phase II: Development Approval, and; 11) Q & A. Public Comment Aboubacar Ndiaye, Working Partnerships, commented on the following: 1) expressed support for the integrated Diridon Station plans; 2) tax payers have invested billions of dollars yet there is no way to capture the value that will result from those investments, and; 3) when is the time to start talking about value capture and community benefits? The following Interested Citizens expressed concern about the lack of community outreach and engagement relating to the potential Google Development: Jeffrey Buchanon, Silicon Valley Rising Rebeca Armendariz, SEIU-USWW Mariel Block, Law Foundation of Silicon Valley Jocelyn Hernandez, Silicon Valley Rising/Working Partnerships USA Mr. Lebrun made the following comments: 1) expressed support for integrating all the development with the station, and; 2) suggested inviting Google to participate in a planning competition for the best design. Chairperson Liccardo expressed appreciation to the Community for their patience, and emphasized the importance of understanding that there has not yet been a land sale and therefore, it is only a potential development at this time. Google stated they will be discussing publically and delivering public benefit when a project is identified. Chairperson Liccardo stated upon completion of a land sale the more significant work of community engagement will commence. Members of the Committee and staff discussed the following: 1) Diridon Station area development boundary lines, land use and zoning; 2) the ability to protect the interests of the many may require additional analysis of the framework for the Diridon Station area; 3) update of principals and guidelines driving the vision and activity; 4) Value Capture and Benefits policy, and 5) decision on building height limits should be made at some point. On order of Chairperson Liccardo and there being no objection, the Committee received an update on the Diridon Station Development Activities. 10. Legislative Update Jim Lawson, Government Affairs Director & Executive Policy Advisor, noted the Legislative Update was provided to Committee Members and placed on the public table. On order of Chairperson Liccardo and there being no objection, the Committee received the Legislative Update. 10. ANNOUNCEMENTS Ms. Fernandez stated safety is VTA s number one priority on operations and construction. She referenced single bore technology, noting the concept VTA presented was based on the standards of the National Fire Protection Association (NFPA 130) Standard for Fixed Guideway and Passenger Rail Systems. The concept may be unfamiliar, but it is not unsafe. The process VTA is undergoing over the next few months is working with the operator to provide familiarity. 11.
