ON A MOTION BY, Trustee Kucewicz, and seconded by Trustee Bukowiecki, the December 1, 2016 Planning Board Minutes were approved. 1. The Mayor and Administrator explained that the resolution was to allocate unspent funds for a bid that came in lower than expected for sewers, as well as funds that Cheektowaga had remaining to spend by the end of the Calendar year. APPOINT INSPECTORS OF DISSOLUTION REFERENDA Trustee Bukowiecki, offered the following resolution and moved for its adoption: BE IT RESOLVED, pursuant to Section 17-A of General Municipal Law and 15-116 of the Village Election Law of the State of New York, the following Inspectors of Election are hereby appointed to serve at the specified amount of $105.00/Chairman and $90.00/Inspector per day for the Dissolution Referenda to be held on Tuesday, January 17, 2017. This list is from Erie County Board of Elections for 2016 Certified Inspectors and the certified inspectors list will be used to fill the positions and any alternate necessary to adequately run the elections. AMENDMENTS TO THE PAYMENT OF COMMUNITY DEVELOPMENT BLOCK GRANTS TO THE VILLAGE OF DEPEW BY THE TOWN OF CHEEKTOWAGA Trustee Peterson, offered the following resolution and moved for its adoption: WHEREAS, the Town of Cheektowaga administers the Community Development Block Grant (CDBG) and HOME Grant funds from the U.S. Department of HUD for the Village of Depew, and WHEREAS, there are regulations regarding what types of activities, purchases and services which can be reimbursed by CDBG, and WHEREAS, the Village of Depew has received lower bids than expected for the sewer project S. Ellington and South Belleview, and WHEREAS, the Administrator of the Village of Depew has worked diligently with the Cheektowaga Director of Community Development to revise the submitted claims for the years 2014 to include eligible activities, purchases and services, and WHEREAS, the Village of Depew will now receive payment for these eligible activities, purchases and services that go back to 2014, thereby increasing revenue to the Village, WHEREAS, the Town of Cheektowaga has allocated additional CDBG funds to the village of Depew to complete the Cayuga Sewer/Drainage project, and Senior Minor Equipment, and BE IT RESOLVED, that the Village of Depew agrees to the revisions to the Town of Cheektowaga's Annual Plans for the Use of Community Development Block Grant Funds for the Village of Depew which is proposed to be amended as follows, in order to provide for changes in low-mod areas and to adjust to actual needs and final costs: SEE ATTACHED SPREADSHEET BE IT FURTHER RESOLVED, that Mayor Jesse Nikonowicz can sign the change order to add Cayuga Street to the S. Bellview S. Ellington sewer project with United Survey. APPROVE POLLING LOCATION Trustee Kucweicz, offered the following resolution and moved for its adoption: WHEREAS, the Village of Depew will have four election districts (1-4) covering the entire Village of Depew and the districts will be split up among the alphabet (registered voters last name). BE IT RESOLVED, all voting for the Village election will be at the Village Hall, 85 Manitou St Depew in the senior center. Polls will be open from noon until 9:00 pm. The Village Administrator will send a certified copy of the resolution to the Board of Elections and also post the notice in the Depew Bee. And Whereas, a General Village Election for the Village of Depew will be held on Tuesday, March 21, 2017 for the following offices: Village Justice Four Year Term Village Trustee Four Year Term Village Trustee Four Year Term Therefore, be it resolved, that the Village Administrator is hereby authorized to have published in the Official Paper for the Village of Depew a listing of the Offices to be filled by the March 21, 2017 General Village Election. And Whereas, as in past years the residents of the Village of Depew must register with the Board of Elections to be able to vote in a Village of Depew Election. Therefore, be it resolved, that the Village will not be holding a village registration day, however residents may register with the Erie County Board of Elections. AUTHORIZE MAYOR TO SIGN PERMISSION NYSEG Trustee Bukowiecki, offered the following resolution and moved for its adoption: WHEREAS, NYSEG has requested permission to add a new, additional utility pole on New Street in the Village of Depew, and WHEREAS, this utility pole will assist a business located in the Village to continue to do business, employ workers and pay Village taxes, and WHEREAS, Village law requires that the Board of Trustees are responsible for granting or denying permission for additional utility poles within the Village, NOW THEREFORE, BE IT RESOLVED, that permission is granted by the Board of Trustees and Mayor Jesse Nikonowicz is authorized to sign any documents needed for NYSEG to set the utility pole on New Street, The foregoing resolution was seconded by Trustee Kucewicz and duly put to a Trustee Bukowiecki- Y Trustee Peterson- Y PERMISSION SEMINAR Trustee Peterson, offered the following resolution and moved for its adoption: BE IT RESOLVED, permission is hereby granted to Scott Wegst, Fire Chief, to attend the Fire Department Instructors Conference on April 24 th -28 th, 2017 in Indianapolis. Thank You from the board it went very well. Code Walden and Lincoln across from Lincoln has closed there permit for the season, although they are expected to return. Police None Fire Read November report. Watch the fire department face book page for dates and times Santa will be out visiting in each area of the village. COMMITTEE REPORTS None. UNFINISHED AND OTHER BUSINESS None. PUBLIC CONCERNS AND COMMENTS Gabby Miller 61 Olmstead Ave. Are we still getting the micro phone for the chambers. The mayor stated that they will not be purchasing one until after January. Trustee Peterson will try to bring in his personal microphone and speakers possibly. She Commented that there were lots og signs around the village of all different colors that are in the right away including by Dunkin Doughnuts, George Urban and St. Martha s. CLAIMS AND ACCOUNTS ON A MOTION BY Trustee Kucewicz, seconded by Trustee Bukowiecki, the following claims are to be paid: $1,001,767.97General, $12,496.00 Community development, $898.20 Sewer, $ 510.50 Capital Projects, $1,015,672.67 Capital CARRIED.
