A. Approval of Agenda Discussion took place with respect to a request from staff to delete Item S 1 from the agenda for additional information at a future Committee meeting. Committee Members indicated they had questions on the item, and as such, it remained on the agenda. CPS034-2015 That the agenda for the Meeting of April 1, 2015 be approved as printed and circulated. B. Declarations of Interest under the Municipal Conflict of Interest Act nil C. Consent The following item listed with an asterisk (*) was considered to be routine and non-controversial by Committee and was approved at one time. (M 1) D. Announcements nil E. Delegations E 1. Nick and Nicola Carbone, Brampton residents, re: Objection to Expropriation at 217 Queen Street for Züm Bus Shelter Ward 3 (File AF.a). Nick Carbone delegated Committee on behalf of his parents, Nicola and Cesidia Carbone, Brampton residents. Mr. Carbone requested Committee s consideration to not proceed with the installation of a Züm bus shelter at 217 Queen Street West. Regional Councillor Gibson, Chair, outlined the provisions of the Procedure By-law as they relate to delegations about matters not listed on the agenda, i.e. receive the delegation and refer the matter to staff for a report. A motion was introduced to receive Mr. Carbone s delegation and refer the matter to staff for a report. Committee consideration of the referral motion included a request that staff provide alternate locations for the Züm bus shelter in its report, e.g. further east on Queen Street West or at the intersection of McLaughlin Road and Queen Street West. CPS035-2015 1. That the delegation of Nick Carbone, on behalf of his parents Nicola and Cesidia Carbone, Brampton residents, to the Meeting of April 1, 2015, re: Objection to Expropriation at 217 Queen Street for Züm Bus Shelter Ward 3 (File AF.a), be received; and, 2. That the matter raised by Mr. Carbone be referred to staff for a report to a future Committee meeting to include alternate locations for the Züm bus shelter. 2015 04 01 Page 5 of 9

F. Staff Presentations F 1. Presentation by D. Rosa, Director, Recreation and Culture, Public Services, re: Recreation and Culture (File DB.x). Donna-Lynn Rosa, Director, Recreation and Culture, Public Services, provided a presentation entitled Recreation and Culture 2014, which included the following: Recreation and Culture Division Organization Chart Recreation and Culture Budget 2014 Garden Square and Rose Theatre Rose Theatre Trends Culture and Community Engagement 2014 Approved Budget v. Actual Recreation and Culture Facilities Recreation Overall Participation Program Registrations by Age Group Skating, Camp, Swimming, Fitness and General Programming Participation Program Registrations 2014 City Wide Drop-In Participation 2014 Customer Satisfaction Surveys Erica McDonald, Manager, Sport Brampton, Public Services, provided a presentation entitled The Journey to Sport Brampton, which included the following: Strategic Why Sport Tourism? Sport Tourism Priorities Sport Brampton Sport Tourism Event Resume Committee consideration of this matter included: need for additional recreation and culture facilities and programs in areas currently lacking (City s east side, Wards 3, 4) acknowledgement of efficiencies achieved by staff in the area of arts and culture over the past year request for information from staff with respect to the Rose Theatre including sponsorships, numbers of subscribers, day time use, client profiles, tracking new clients, increase in opportunities for community and commercial use, growth resulting from increase in population concerns about costs for use of the Rose Theatre for performances with smaller scale audiences, where other more appropriate venues could be available, i.e. Lester B. Pearson Theatre 2015 04 01 Page 6 of 9

concerns about programming of Garden Square as recreation space versus events and festival space designation of age for seniors rates, i.e. 55 versus 65 suggestion that staff investigate the possibility of hosting an annual lacrosse event (currently held in Whitby) In response to questions from Committee regarding the Rose Theatre, Ms. Rosa provided information on the following: subsidy budgeting amounts spent versus amounts generated rationale for reporting revenues/expenses over two budget years rather than the calendar year utilization of staff during summer months strategies to engage students A motion was introduced to direct staff to investigate the possibility of the City hosting an annual lacrosse event. The following was considered. CPS036-2015 1. That the Presentation by D. Rosa, Director, Recreation and Culture, and Erica McDonald, Manager, Sport Brampton, Public Services, to the Community & Public Services Committee Meeting of April 1, 2015, re: Recreation and Culture 2014 and The Journey to Sport Brampton (File DB.x) be received; and, 2. Correspondence from Helena West, Legislative Specialist, Region of Peel, dated February 26, 2015, re: 3-1-1 Call Centres (File BM.x). Committee considered the request outlined in the subject correspondence that staff of the three Peel municipalities complete a joint review of the 3-1-1 multi-channel service delivery experience. Rhonda Tsingos, Director, Service Brampton, provided details on collaboration currently undertaken among the Peel municipalities, and confirmed that City staff is participating in the joint review.
