WHITTINGTON PARISH COUNCIL 16.06 Minutes of the meeting of Whittington Parish Council held on Tuesday, 22nd February, 2016 at 7.30 p.m. in The Senior Citizen s Hall at Whittington. COUNCILLORS PRESENT: Councillor: Mrs J Whitby (Chairman) Mr Andrew Cawthray Mr Steve Charmley Mr Frank Davis Mr Rupert Harvey Mr Romer Hoseason Mr Paul Jones Mrs Pat Raine Mrs Jenny Pritchard IN ATTENDANCE: Mrs A Cowley (Clerk) 5 members of public PC Kate Le Clere 21.16 APOLOGIES FOR ABSENCE Apologies for absence were received from Councillors Gregg Hickman, holiday, and Paul Lawrence-Thompson, conflicting meeting. 22.16 CONFIRMATION OF MINUTES It was proposed by Councillor Paul Jones, seconded by Councillor Frank Davis, all agreed, that the minutes of the meeting held on Tuesday, 26 th January, 2016 at 7.30 p.m. at The Senior Citizen s Hall be approved, the Chairman signed these as a true record. 23.16 DISCLOSABLE PECUNIARY INTERESTS Declaration of any disclosable pecuniary interest in a matter to be discussed at the meeting and which is not included in the register of interests. [Members are reminded that they are required to leave the room during the discussion and voting on matters in which they have a disclosable interest, whether or not the interest is entered in the register of members interest maintained by the Monitoring Officer] Min. 33/16 refers (Donations) - Councillor Paul Jones declared an interest as he is Chairman of Whittington Castle Trust 24.16 PUBLIC PARTICIPATION To allow public participation in accordance with the Council s Standing Order procedure Mr Ian Johnson, Parish Plan Steering group was in attendance and provided input to the current progress of the Parish Plan.
16.07 Some residents from Penybryn Avenue expressed concern about receiving a letter from Star Housing about the future of the garages in Penybryn. It was RESOLVED that the Clerk write to Star Housing to establish the facts relating to the, possible, removal of the garages. 25.16 MATTERS ARISING FROM THE MINUTES Min. 242/15 & 5.16 refers It was RESOLVED that the Clerk sent a polite letter to all properties adjacent to the green area asking that the occupiers of the properties, and visitors to the properties, should refrain from driving, turning and parking on this land which forms part of a Planning 106 agreement. This, hopefully, will result in no further action having to be taken by this Council. Min. 7/16 refers The Clerk reported that Councillor Gregg Hickman had not been successful in the nomination to attend the Buckingham Palace Garden Party. Min.11/16 refers Councillor Andrew Cawthray produced an estimate for the creation of the existing website framework within Wordpress.com and associated work relating to the creation of the new website. It was RESOLVED that the estimate of 440.00 to undertake this work be accepted. Additional functionality can be added to the web site to incorporate the Parish Plan, volunteer hub etc., these will be costed separately based on the requirements. The Chairman thanked Councillor Cawthray for his commitment in ensuring the success of the Council web site. ` Min.17/16 refers The Clerk confirmed that Mr Sibley had agreed to put in a polite notice in the school weekly newsletter pointing out that the grassed area in front of the White Lion garage was not an area for car parking when dropping off/collecting children at/from the school. Min.19/16 refers- Hilbre Jones of Men in Sheds had confirmed that they would be happy to attend the Annual Parish meeting on 10 th May 2016 and will give a presentation lasting in the region pf 15/20 minutes. 26.16 COMMUNITY POLICEMAN PC Kate Le Clere was in attendance at this meeting and gave a report of crimes during the last month within the area, up to 31/01/16. There were 7 reported incidents, 3 neighbourhood disputes, 2 assaults and 2 vehicle crimes, Councillor Frank Davis also gave some information regarding Rural Watch and told members that there had been an increase in crimes reported in the rural areas. 2695 Bibby Factors Northwest Ltd Grounds Maintenance Feb. 2016 Maintenance Contractors (Oswestry) Ltd Min.61/14 and Min. 222/15 refers -2696 Information Commissioner s Office renewal of Data Protection registration Z8990290 refers March 2016/2017 579.60 35.00 (ii) The bank reconciliation up to, and including, 22nd December, 2015 was presented, approved and signed by the Chairman as a true record of the Council s financial situation - 2015/16 financial year 32.16 TOWN AND PARISH COUNCIL NEIGHBOURHOOD PLANS APRIL 2016 The Clerk informed members that she had received notification that the Neighbourhood fund, payable with the precept April, 2016 will be 154.15. An annual return outlining expenditure of the Neighbourhood fund received since 2014 must be sent back to Shropshire Council before the end of September 2016. A total of just over 2000, over the 3 year period, will have been paid to this Council and it is being used to help produce the Parish Plan, now nearing completion, details of this will be entered on to the annual return to be sent to Shropshire Council. 33.16 DONATION/GRANT REQUESTS (Section 137 of LGA 1972 s.142) (Appendix A to agenda) Councillor Paul Jones did not take part in the voting as he is Chairman of Whittington Castle Trust After discussion it was RESOLVED to award 100.00 to those organisations listed on appendix A, this will amount to 700 leaving a further amount of 300 to allocate to other group/organisation applications that may be received during the next month. Details of the awards will be included in the minutes as a separate item with this minute reference. 34.16 AED DONATE DEFIBRILLATOR FOR YOUR WARD Councillor Steve Charmley reported that he had received information on placing AED s into communities. Members agreed that this may be worthy of pursuing, suitable location and cost would be major considerations for this Council, the Clerk will make enquiries how other Parish/Town Councils, who have installed AED s, have approached this. 35.16 NEW AUDIT ARRANGEMENTS FROM 2017/18 ONWARDS A letter from County Association and factsheet from the Sector Led Body ( SLB ) explaining the new audit arrangements from financial year 2017/18 and the SLB s role in those arrangements was received. This Council noted the comments and agreed to opt into the new arrangements. 36.16 SOCIETY OF LOCAL COUNCIL CLERKS The Clerk gave a brief report on changes to the legal status of the Society; this was noted by members without comment.
16.10 37.16 WHITTINGTON PARISH PLAN STEERING GROUP Councillor Jill Whitby gave a resume of the meeting held on Tuesday, 16th February 2016. The group had gone through the third draft plan making agreed alterations/additions for Ian to update before it is passed on to be proof read and corrected before going to print. Costings for printing 400 copies of the final plan will be obtained and compared at the next meeting which is planned for Tuesday, 15 th March 2016. 38.16 MEETING WITH LEADER OF SHROPSHIRE COUNCIL MALCOLM PATE The Clerk distributed a report of the meeting she had attended on Wednesday, 10 th February 2016 where the Leader of the Council gave a talk on how we can work together through financial difficulties. 39.16 SPEED MONITORING IN BABBINSWOOD (B5009) The Chairman read out correspondence from the Safer Roads Partnership relating to data collected in the 40 mph limit at Babbinswood (Min. 209/15 refers). From the data collected it showed good compliance to the speed limit so it was considered not appropriate for enforcement by the Safer Roads Partnership at this time so they were referring it to the safer neighbourhood team covering the area. 40.16 OSWESTRY AREA COMMITTEE MEETING WEDNESDAY, 17 FEBRUARY 2016 Councillor Pat Raine gave a resume of the meeting held on Wednesday, 17 th February 2016. Shropshire Councillor Steve Charmley was the guest speaker and spoke about the big conversation and other topics and issues discussed that impacted on all local Parish and Town Councils. 41.16 FOOTWAY LIGHTING The Clerk reported that as street light No. 123 (Min. 13/16 refers) belongs to the Parish Council she has had to instruct Scottish Power to undertake the disconnection/reconnection on behalf of the Council and they will charge the Parish Council accordingly. When the accounts had been received for the work the Clerk will send copies to Mr Phil Jones to repay this Council. Details of two lights not working was received and will be reported to Highline Electrical Ltd. 42.16 WHITTINGTON PLAY AREA AT FITZGWARINE There were no issues relating to the play area to report. 43.16 WHITTINGTON CEMETERY Councillors Frank Davis and Andrew Cawthray said that voluntary work to improve the cemetery was on-going. Some funding had been secured to use for the path improvements other sources of funding are being explored. 44.16 GARDEN OF REMEMBRANCE There were no issues to discuss relating to the garden.
16.11 45.16 FIVE PERRY PARISHES LJC MEETING Members received notification of the proposed meeting, Thursday, 24th March was now being considered due to problems with people not being able to attend on the previous suggested dates. When this had been confirmed together with the venue the Clerk will advise the members. 46.16 AREAS OF CONCERN/PARISH MATTERS The Clerk reported that she had received an email from some people complaining about part of the public footpath from Whittington to the Shropshire canal and back being obliterated by a farmer allowing cattle to trample the area. The Clerk informed members that she suggested that the complainants contract Shropshire Council Rights of Way department on the issue. 47.16 WHITTINGTON CASTLE Councillor Paul Jones gave details of events taking place at the Castle during the spring and summer months, further details of events can be viewed on the Castle web site. 48.16 DATE AND TIME OF NEXT MEETING The date and time of the next Parish Council meeting was confirmed as Tuesday, 22nd March, 2016 commencing at 7.30 pm in the Senior Citizen s Hall.
