Committee Staff Report Marcella Rensi, Deputy Director of Programming & Congestion Management and Committee Staff Liaison, provided a report, highlighting: 1) summary of actions the VTA Board of Directors (Board) took at their September 7, 2017, meeting; 2) comprehensive VTA safety campaign throughout September 2017; 3) ongoing systems testing for Phase I of VTA's BART Silicon Valley Extension; 4) Board workshop meeting scheduled for September 22, 2017, to discuss Phase II of VTA's BART Silicon Valley Extension; 5) joint VTA and BART Boards workshop meeting scheduled for September 28, 2017; 6) announced "Viva Calle SJ" event in the City of San Jose on September 17, 2017; and 7) employee giving campaign for the victims of Hurricanes Harvey and Irma. Update on 2016 Measure B Jane Shinn, Senior Management Analyst, provided a brief update on the 2016 Measure B and status of the lawsuit, noting the funds collected will be held in an escrow account until lawsuit is resolved. Ms. Shinn briefly discussed the ongoing program development efforts. Member Capurso arrived at the meeting and took his seat at 1:40 p.m. Members of the Committee made the following comments: 1) suggested a change to the proposed Caltrain Grade Separations Program guidelines; and 2) thanked staff for their assistance with media inquiries to Member Agency. Ex-Officio Member Saleh arrived at the meeting and took his seat at 1:43 p.m. Public Comment Roland Lebrun, Interested Citizen, expressed concern on proposed language establishing the 2016 Measure B Program. 5. Chairperson's Report Chairperson Morley provided a brief report, noting he received an overview from staff regarding items on the agenda. 6. TAC Working Groups Report Capital Improvement Program (CIP) Celeste Fiore, Transportation Planner, highlighted the CIP Working Group discussed the following 2016 Measure B-related topics at their August 22, 2017, meeting: 1) Bicycle and Pedestrian Competitive Grant Program; 2) proposed framework for the Innovative Mobility Solutions Competitive Grant Program; and 3) Complete Streets requirements. Ms. Fiore noted the next CIP Working Group meeting is scheduled for September 26, 2017. Systems Operations & Management (SOM) Eugene Maeda, Senior Transportation Planner, provided a brief report of the August 23, 2017, SOM Working Group meeting, noting the following discussion topics: 1) new VTA Development Review Web Service; 2) update on the Development Review Quarterly Report; 3) update to the 2017 Congestion Management Program (CMP) document and Monitoring Report; and 4) 2017 Transportation Systems Monitoring Report findings. Mr. Maeda noted the next SOM Working Group meeting is scheduled for September 27, 2017. Land Use/Transportation Integration (LUTI) Rob Swierk, Principal Transportation Planner, highlighted the following LUTI Working Group topics discussed at their August 21, 2017, meeting: 1) considerations of development and transportation projects near VTA facilities; 2) TransForm s GreenTRIP Program and GreenTRIP Connect online tool; 3) new VTA Development Review Web Service; and 4) upcoming Joint LUTI / SOM Working Group session on the transition from Level of Service (LOS) to Vehicle Miles Traveled (VMT). Mr. Swierk noted the next LUTI Working Group meeting is scheduled for November 20, 2017. Elect Replacement Technical Advisory Committee Vice Chairperson for Remainder of 2017 Stephen Flynn, Advisory Committee Coordinator, provided a brief overview of the election process. Member Chan (Los Altos) nominated Member Mello to serve as the Committee vice chairperson for the remainder of 2017. Member Mello accepted the nomination. On a vote of 12 ayes and 0 noes, the Committee closed the nominations and elected Member Mello as the Technical Advisory Committee Vice Chairperson for the remainder of 2017. 16. 2016 Measure B Complete Streets Reporting Requirement: Draft Capital Project Complete Streets Checklist Lauren Ledbetter, Senior Transportation Planner, provided an overview of the staff report. Members of the Committee provided the following comments: 1) commended staff on incorporating checkboxes; 2) noted importance of accountability; and 3) expressed support of Complete Streets goal around 2016 Measure B programs. Committee Members offered the following suggestions: 1) checklist should be short, simple, and questions should reflect Complete Streets principles; 2) test the checklist on sample bicycle, pedestrian, and trail projects; 3) provide periodic reporting; and 4) include Member Agency transportation director on the signature blocks. On order of Chairperson Morley and there being no objection, the Committee discussed the Complete Streets Checklist for Capital Projects. 17. Future Complete Streets Corridors John Sighamony, Senior Transportation Planner, provided a brief staff report. Members of the Committee commented on the following: 1) asked for flexibility on criteria, particularly concerning jurisdictions on the edges of the county, such as the Town of Los Gatos; and 2) noted value of Complete Streets studies underway in the City of San Jose, and interest in pursuing a study along Stevens Creek Boulevard. On order of Chairperson Morley and there being no objection, the Committee discussed the possibility of conducting additional Complete Streets studies. 18. Development Review Data Flow and Geographic Web Service Marshall Ballard, Senior Transportation Planner, and Krystal Phaneuf, Geographic Information System (GIS) Specialist, provided a presentation on the Development Review Data Flow and Geographic Web Service, noting advanced GIS implementation, data quality and next steps. Upon query of Members of the Committee, staff noted data sets and modeling tools from regional or local agencies could be incorporated into the web service in the future. Public Comment Doug Muirhead, Interested Citizen, asked whether staff has considered participating in the County s inter-jurisdictional GIS working group meetings and whether data on VTA s open data portal would be made available to the public. OTHER Mr. Lebrun noted development around Cottle Road in South San Jose should be reflected on the web service. On order of Chairperson Morley and there being no objection, the Committee received a presentation and demonstration on VTA's New Development Review Geographic Web Service. 19. Update on Metropolitan Transportation Commission (MTC) Activities and Initiatives There was no update on MTC Activities and Initiatives. 20. Update on Caltrans Activities and Initiatives Ex-Officio Member Saleh provided a brief update, noting: 1) ongoing CA-17 Access Management Plan; and 2) upcoming planning grant workshop on Senate Bill (SB) 1 scheduled on September 28, 2017. Update on Santa Clara Valley Water District (SCVWD) Activities and Initiatives Ex-Officio Member Nguyen provided a brief update noting ongoing public meetings to solicit input on the California Water Fix program. Committee Work Plan On order of Chairperson Morley and there being no objection, the Committee reviewed the TAC Committee Work Plan. 23. ANNOUNCEMENTS Vice Chairperson Mello extended an invitation to the Committee to attend the "Bike Palo Alto!" event, hosted by the City of Palo Alto, on October 1, 2017.
