Kunzwiler. 1. Approval of Minutes Minutes of July 2, 2013: Motion to approve: Legislator L. LeClair Second: Legislator Martino 2. Treasurer Report: County Treasurer Fred Beardsley distributed the Capital Reserve Analysis and Sales Tax Analysis. He stated that the taxes are at $2,600,184.00, a difference of +$81,364.00. Mr. Beardsley shared the Participation Agreement renewal with GovPayNet. He explained that this is renewable with the same terms as in the past. The contract is included in the packet. Mr. Beardsley added that this company charges the user, not the county. Motion to accept: Legislator Martino Second: Legislator Tresidder Discussion: Legislator Tresidder asked if people are told there is a fee. Mr. Beardsley said that they are. Legislator L. LeClair asked if this was an annual renewal. Mr. Beardsley explained that it is every five years however either party can get out of the contract with a 30 day notice. 3. Administrator Report: a. Proposed Purchasing Policy Update County Administrator Church shared the updated information for the proposed purchasing policy. He explained that there is a small change (in italic). This includes any and all contracts, agreements, leases for personal or real property or mineral rights Motion to accept: Legislator Chalifoux Second: Legislator Hayes b. Resolution of the Legislature of the County of Oswego Increasing Taxes on Sales and Uses of Tangible Personal Property and of Certain Services, on Occupancy of Hotel Rooms and on Amusement Charges Pursuant to Article 29 of the Tax Law of the State of New York County Administrator Church distributed a resolution that needs to be on the Legislative Agenda for August. Motion to accept: Legislator Chalifoux Second: Legislator Hayes 4. Committee Resolutions: a) Resolution Authorizing Budgetary Modification Board of Elections Board of Elections Commissioner explained that this would upgrade the security system for the Board of Elections. Motion to support resolution: Legislator Martino Second: Legislator L. LeClair b) Resolution Authorizing Budgetary Modification Department of Community Development, Tourism and Planning Director Turner is requesting a budget modification to accept and disburse community development funds. The funds will be used to assist others in eligible projects when the need arises. There is no cost to the county except the staff time necessary for administration. LeClair Second: Legislator Hayes c) Resolution Establishing Capital Project No. 133 Vehicle Purchase Fire Advisory Fire Coordinator Forbes is requesting a capital project for the purchase of a 2013 heavy duty four wheel drive pickup truck to replace the 2006 truck which has 135,000 miles on it. The vehicle continues to have maintenance issues costing the department thousands of dollars. The cost for a 2013 vehicle will be about $28,000-$28,500.00. He added that if the department waits to purchase a vehicle in 2014 then it would cost the county about $40,000.00. Motion to support resolution: Legislator L. LeClair Second: Legislator Hayes Discussion: Legislator Hayes explained that this is the replacement of Fire Coordinator vehicle. Legislator Lockwood pointed out that in the packet that there are several pages with the maintenance records and photos of the condition of the vehicle. She also said that this year there are incentives for the purchase of the vehicle and if the Legislature waits until next year it will cost about $12,000.000 more. d) Resolution Authorizing Budgetary Modification Health Department EEE Assistance Senator Ritchie is giving $27,000.00 for EEE education and assistance. The money will be split between the counties of Oswego, St. Lawrence and Jefferson, for EEE project. $7,000.00 is for public education and the remaining amount will be used for repellent. Motion to support resolution: Legislator L. LeClair Second: Legislator Martino 5. PERSONNEL a. Employee Recognition Robert Chetney Carol Alnutt, Personnel Director recognized Bob Chetney for his years of service with the County. She explained that he started with the county as a summer intern in 1987. She continued to say that in 1999 he joined the Personnel Department. She thanked him for his years of service and dedication to the department and the county. b. Vacancy Review Requests Personnel Director Alnutt shared the new coding system she developed for vacancies (A, B, C, D): (A) The position is specifically mandated, (B)All or part of the positions duties fulfill a mandated function and it is the only position in the department that has these duties, (C) All or part of the position s duties fulfill a mandated function and there are (specified number) of the same title and duties in the department, and (D) The position is not mandated. Buildings and Grounds o Buildings Maintenance Second: Legislator Chalifoux o Cleaner (4 cleaners). These positions are not new. Second: Legislator Martino Fire Advisory o Delete a Clerk and a Deputy Fire Coordinator and add a Deputy Clerk Fire Coordinator Second: Legislator L. LeClair County Attorney o Temporary position for assigned council position because the current employee is on maternity leave. Motion to accept: Legislator Chalifoux Second: Legislator Hayes Health Department o Registered Professional Nurse Motion to accept: Legislator L. o Auto Body Repair Second: Legislator Martino Office of the Aging o Probation o Sheriff o Case Manager Motion to accept: Legislator Chalifoux Second: Legislator L. LeClair Senior Probation Officer and Probation Officer Motion to accept: Legislator L. LeClair Second: Legislator Martino Institutional cook; this would make the temporary position permanent. Second: Legislator Chalifoux Social Services o Youth Bureau o Case Supervisor B, Senior Caseworker, Senior Typist, and Community Service Worker Second: Legislator Chalifoux This position has been vacant since March and it is a needed position in order to keep up with the daily workload to include vouchers. The department tried to continue without filling the position but they got too far behind. Motion to accept: Legislator Chalifoux Second: Legislator Martino c. Vacancy Reports/Employee Counts/Employees on Leaves of Absence Director Alnutt explained that there are more vacant positions than normal, saving the county $1,133,047.17 so far this year. d. Set Management Salary Sheriff s Dept. The appointment to Patrol Officer-Lieutenant s position 31110.97 was filled by provisional promotion on 7/29/13. At this time the salary commensurate with this position needs to be set. Second: Legislator L. LeClair e.
