NOTICE OF REGULAR SESSION The County Commission of Marshall County, West Virginia convened this day pursuant to the following call: Stanley C. Stewart, President; Scott G. Varner, Commissioner; Jan Pest, County Clerk; Betsy Frohnapfel, County Administrator; and Jeanne Shook, Deputy Clerk. Absent: Robert A. Miller, Commissioner The County Commission of Marshall County, West Virginia will meet in Regular Session at the Courthouse thereof, on Tuesday, March 8, 2016 at 9:00 AM for the following purposes, that is to say: To Audit Claims To Act upon Rebates To consider any other matters which may properly come before the Commission Called by the President of the Commission with the concurrence of the other two members. COMMISSIONER COMMENTS COMMISSIONER VARNER and COMMISSIONER STEWART attended the opening of the newly renovated AEP facility in Moundsville, the Chamber of Commerce Home & Business Expo, and met with constituents on various concerns. COMMISSIONER STEWART attended a Grand Vue Park Board meeting last week and discussed the new construction and several updates. CORRESPONDENCE Moundsville Water Board Thank you for visiting the Moundsville Water Treatment Plant. Bishop Donahue High School Thank you for support of the Banner Project. PROSECUTING ATTORNEY RHONDA WADE NEW EMPLOYEE The Commission received a letter from Rhonda Wade, Prosecuting Attorney, requesting approval to employ Tifany Giovengo for the position of Victim Services Coordinator for the Marshall County Prosecuting Attorney s Office, effective immediately. Commission authorized Rhonda Wade, Prosecuting Attorney, to employ Tifany Giovengo as the Victim Services Coordinator with a starting salary of $25,000, effective immediately. Motion carried. EXONERATIONS On motion of Commissioner Varner, seconded by Commissioner Stewart, the Commission approved the following 7 erroneous assessments previously approved by the Prosecuting Attorney and Assessor: Timothy R Albaugh $ 880.48 Terry Neely 3.74 Thomas Robinson 22.78 Justin Richards 4.60 John D Ebbert Jr 30.58 Charlene Crisp 94.22 DC Detailing 100.00 FIDUCIARY MATTERS On motion of Commissioner Varner, seconded by Commissioner Stewart, the Commission approved and accepted all Fiduciary Settlements received by Jan Pest, County Clerk, for the month of March, 2016. 135

E-911 ROAD MODIFICATION Larry D. Newell, E-911 Director, submitted a request for a road name modification of Linda Lou Lane, previously named Black Sheep Lane. This road is in the Wheeling Postal District. The road starts at Miller Hill Road and travels to a dead end. Commission approved the name modification of Linda Lou Lane. Motion carried. PREVIOUSLY TABLED FILES On motion of Commissioner Varner, seconded by Commissioner Stewart, the Commission approved a donation, in the amount of $25,000, for the Glen Dale Volunteer Fire Department toward the purchase of a new Stuphen Pumper. Motion carried. Commission approved a donation, in the amount of $25,000, for the Mt. Olivet Community VFD toward the purchase of a new NEPA Brush Truck. Motion carried. Commission approved a donation, in the amount of $5,900, to the Ohio Valley Soap Box Derby, so local winners may go to the world Championship Race in Akron, Ohio. Motion carried. Commission voted to remove an original letter from the Marshall County Day Care & Training Center since action has already been taken on a revised letter which was sent for a specific project. Motion carried. Commission approved a contribution, in the amount of $15,000, to Cameron American Legion Post #18 and Greater Cameron Area Landmarks Commission, to assist with these two projects. Motion carried. Commission approved a request, in the amount of $1,750, from the American Cancer Society, Relay for Life, to pay the invoice for the rental and necessary items for the walk. Motion carried. Commission approved a donation, in the amount of $2,000, to Helping Heroes, to assist with housing for Veterans. Motion carried. 136

Commission approved a sponsorship, in the amount of $2,000, to YWCA, Over the Edge Project. Motion carried. Commissioner Varner made a motion to approve the additional $120,000 requested by Public Service District #4 for their Cash Working Capital Reserve as dictated in PSC General Order 183.08. Also as directed by the Commission Order, PSD #4 is responsible for maintaining the required cash working capital reserve or if necessary file for future rate changes to maintain this reserve. These funds will be released when funding for the Adeline Water Extension project is approved by the WV PSC. The motion was seconded by Commissioner Stewart. Motion carried. DHHR JOB FAIR Susan Drake and Brenda McGill, Family Support Specialists for DHHR, appeared before the Commission. Brenda stated they are in the beginning stages of planning the 11 th Annual Marshall County Job Fair which benefits the residents of Marshall County as well as everyone in the Ohio Valley. Susan and Brenda presented a plaque and thanked the Commission once again for support and providing funds that make this project possible. Commission provided a donation in the amount of $1,000. Motion carried. WEST VIRGINIA COMMUNITY CORRECTIONS GRANT PROGRAM APPLICATION Betsy Frohnapfel, County Administrator, appeared before the Commission to present a Community Corrections Grant application for approval, in the amount of $617,636. Commission approved the Grant application in the amount of $617,636, and the President was authorized to sign the same. Motion carried. CLAIMS AUDITED The Commission, this day, approved the following claims GENERAL COUNTY FUND $ 115,571.03 COAL SEVERANCE FUND 57,500.00 EMERGENCY E-911 3,517.98 MAGISTRATE FUND 97.75 HOME CONFINEMENT 310.15 137
