He stated that the technical qualifications of the Commission and the staff are on file with the City of Frederick and are made a part of each and every case before the Commission. He also noted that the Frederick City Historic Preservation Commission uses the Guidelines adopted by the Mayor and Board of Aldermen and the Secretary of the Interior s Standards for Rehabilitation published by the U. S. Department of the Interior, National Park Service, and these Guidelines are made a part of each and every case. All cases were duly advertised in the Frederick News Post in accordance with Section 301 of the Land Management Code. I. Public Hearing Swearing In Do you solemnly swear or affirm that the responses given and statements made in this hearing before the Historic Preservation Commission will be the whole truth and nothing but the truth? If so, answer I do. II. Announcements: Ms. Murphy announced that HPC17-13 at 207 N. Market Street requested a continuance until the December 14, 2017 hearing and HPC17-830 at 116 S. Market Street did not post the public notice sign as required so no action could be taken on that case. 1
Ms. Martinkosky announced that staff received a Request for Demolition Review for 800 E. Patrick Street but on October 23, 2017 staff received a request to withdraw that application. III. Approval of Minutes: 1. October 12, 2017 Hearing/Workshop Minutes Motion: Dan Lawton moved to approve the October 12, 2017 hearing and workshop minutes as written. Vote: 6-0 IV. HPC Business: 2. Request for Demolition Review 800 E. Patrick Street Ms. Martinkosky announced that staff received a letter from the applicant requesting to withdraw this application. V. Consent Items: 3. HPC17-829 27 W. 6 th Street Stephanie Jupiter Install solar panels Jeff Maynard, agent Motion: Dan Lawton moved to approve the consent agenda which consists of HPC17-829 located at 27 W. 6 th Street. VI. Continuances There were no continuances. VII. Cases to be Heard 4. HPC17-13 207 N. Market Street Smith Management Corp. Replace awning Julie Kennedy, agent Ms. Murphy announced that this applicant requested a continuance to the December 14, 2017 hearing. Ferguson Demolish roof & second story wall Marty Bates/Rochelle Cusimano, agent Motion: Carrie Albee moved to approve the proposed demolition of the second story wall clad in wood siding at the rear of the building and a portion of the roof located in the same area according to application conditioned upon an approved replacement plan. Ferguson Construct addition Marty Bates/Rochelle Cusimano, agent Motion: Alan Miner moved to approve the application as submitted with the drawings dated 9/29/2017. 7. HPC17-779 618 N. Bentz Street Benjamin Reddington Replace railing and posts with composite material Public Comment Jared Herman stated that he had a little bit of experience with the Azek material and it is the matte finish. He added that he thought the railing to the south is more of a PVC vinyl and that does have the really shiny finish. Motion: Second: Vote: Carrie Albee moved to approve the application as the dwelling is a non-contributing resource and the proposal will not impair the architectural significance of the surrounding site or structures with the condition that the specification of the finish color of the railing and Azek sheets are identified and approved by staff and the material is the matte textured material. Motion: Alan Miner moved to find the rear stoop a non-contributing element. Motion: Alan Miner moved to approve the demolition of the rear stoop as it will not diminish the integrity if the streetscape or surrounding historic properties conditioned upon an approved replacement plan. 9. HPC17-808 18 E. 5 th Street Judy Deason Install stone deck, Cumaru fence Samantha Brooks, agent Motion: Carrie Albee moved to approve the application with the condition that all fences and screens are limited to the height of 6 feet in accordance to City code and the hardware for the screen door will have a matte finish. Market Street Meredith Steere Install pressure-treated wood at porch Ms. Murphy announced that this case could not be heard due to all public notice requirements not being met. 12. Public Comment Danny Brown, resident at 158 B&O Avenue, stated that he was not sure how much demolition would occur and asked if plans were available to view.
