YUBA COUNTY, CALIFORNIA BOARD OF SUPERVISORS MAY 14, 2002 The Honorable Board of Supervisors of the County of Yuba met in regular session on the above date, commencing at 9:30 a.m., within the Courthouse, Marysville, California, with a quorum being present as follows: Supervisors Al Amaro, Bill Simmons, Mary Jane Griego, Donald Schrader, and Hal Stocker. Also present were County Administrator Kent McClain, County Counsel Daniel Montgomery, and Deputy Clerk of the Board of Supervisors Donna Stottlemeyer. Chairman Amaro presided. CONSENT AGENDA Upon motion of Supervisor Stocker, seconded by Supervisor Simmons, and unanimously carried, the Board took the following actions: 1. Agricultural Extension: Authorized Budget Transfer in the amount of $36,995 from Account No. 101-0000-371-9899 (Miscellaneous Revenue) to Account No. 101-0101-411-5240 (4H Camp Contract) for camp pool and other miscellaneous repairs. BGT. TRNSFR. 2. Clerk of the Board of Supervisors (a) Appointed Theresa Nixon to the Child Care Planning Council as the consumer representative for a term to expire September 30, 2004. (b) Reappointed Caroline Dillman, Benjamin Borsoff, and Dennis Travis to the Strawberry Valley Cemetery District for terms to expire May 14, 2006. 3. County Administrator: Adopted Resolution No. 2002-44, which is on file in Yuba County Resolution Book No. 33, and which is entitled: RESOLUTION REPEALING RESOLUTION 2002-38 AND AUTHORIZING THE CREATION OF A JOINT POWERS AUTHORITY PER SENATE BILL 1054 TO SUPPORT THE CREATION OF A SINGLE LOCAL BASE RETENTION ENTITY FOR PURPOSES OF RETENTION PLANNING RELATING TO BEALE AIR FORCE BASE. Emergency Services: Authorized Budget Transfer in the amount of $10,825.67 from Account No. 101-0000-361-5806 (Weapons of Mass Destruction (WMD) Grant) to Account No. 101-4200-427-2804 (WMD Grant) for purchase of equipment to allied agencies. 5. Feather River Air Quality Management District: Approved Sutter County Board of Supervisors appointment of Supervisor Dennis Nelson and Supervisor Casey Kroon to the Feather River Air Quality Management Board. 6. Health and Human Services: Appoint Sheridan Alongi, Daisy Shelton, and Bea Barber to the Yuba County In-Home Supportive Services Advisory Committee for terms to expire June 30, 2003. 7. Library: Authorized Budget Transfer in the amount of $5,000 from Account No. 101-0000-361-6221 (Public Library Fund) to Account No. 101-6000-462-2800 (Special Departmental Expenses) to support various Head Start projects. 8. Probation: Authorized Chairman to execute documents to establish a modified parcel map and transfer title for Yuba-Sutter Juvenile Hall property on Fourteenth Street. 9. Public Works (a) Adopted Resolution No. 2002-45, which is on file in Yuba County Resolution Book No. 33, and which is entitled: ADOPT ENGINEER S REPORT AND DECLARE INTENTION TO LEVY AND COLLECT ASSESSMENTS WITHIN GLEDHILL LANDSCAPING AND LIGHTING DISTRICT. (b) Authorized Chairman to execute Permission to Enter Request regarding Third Bridge Crossing of the Feather River project for Caltrans field surveys. 10. 2. Wheatland Elementary School District: Superintendent Debra Pearson briefly updated the Board on various grants received, activities, and school enrollment, and responded to Board inquiries. (End of Tape No. 1581 Side A ) PUBLIC COMMUNICATIONS Mr. George Turner, Hammonton Road, supported a favorable contract for the County Administrator. BOARD OF SUPERVISORS 1. Sacramento Area Commerce and Trade Organization Scholarship: Advisory Committee members Supervisor Simmons and Schrader briefly recapped the scholarship process and recommended Ms. Jessica Arguijo as recipient. Upon motion of Supervisor Stocker, seconded by Supervisor Amaro, and unanimously carried, the Board selected Jessica Arguijo to receive the Sacramento Area Commerce and Trade Organization Scholarship. 2. Employment Contract/County Administrator/Charles K. McClain: Upon motion of Supervisor Amaro, seconded by Supervisor Schrader, and unanimously carried, the Board accepted employment contract with Charles K. McClain as proposed. Upon motion of Supervisor Simmons, seconded by Supervisor Schrader, and unanimously carried, the Board authorized the Chairman to execute employment contract with Charles K. McClain. The Board retired into closed session at 10:46 a.m. to discuss the following: CLOSED SESSION A. Chairman Amaro made the following announcement: In closed session, the Chair dissolved the advisory committee to consider options with the Goldfields. No further announcements.
