Colonel Rathore proposed the idea of Commonwealth Youth Festival with Commonwealth Games. The proposed youth festival can be a platform for enhancing the youth in the informal environment among Commonwealth countries, which is often lost in the highly competitive environment of the Games. Colonel Rathore said that organizing Commonwealth Youth Festival with Commonwealth Games could increase the capacity of the game to deliver positive message. The Youth Affairs and Sports Minister apprised the General Secretary of the concept of Play India Plan and upcoming Play India School Games. He also gave information about the success of the Games in separating youth from militancy. Colonel Rathore illustrated the popularity of football in the Kashmir Valley. The two leaders agreed to develop the virtual community of players from the players and Commonwealth countries where free exchange of ideas can strengthen the relationship between players and future leaders.
