This is based on the Universal Declaration of Human Rights adopted by the United Nations in 1948 which proclaims the inalienable rights which everyone is inherently entitled to as a human being - regardless of race, colour, religion, sex, language, political or other opinion, national or social origin, property, birth or other status. The 30 articles of the Declaration are a milestone in inspiring the world towards better living. Its significance can be assessed from the fact that it is the most translated document in the world, available in more than 500 languages. See a two minute video here: However, despite almost 70 years having passed since this Declaration, it is a fact that in many places across the world, these rights remain an aspiration rather than reality. IPE Global is working to make voice of people heard, of improving governance, or gender equality and of empowering weaker classes - all important components for the realisation of this worthy goal. I urge all of us to look at the issues of Human Rights this month - each small step will lead to a future world of peace, goodwill and happiness! 5 DID YOU KNOW? 40 million children below the age of 15 suffer from abuse and neglect. Every city with a population greater than 250,000 reports gang activity. Approximately 27 million people are currently enslaved in the human trafficking trade around the world. Armed conflict has killed 2 million children, disabled 4 to 5 million, left 12 million homeless, and orphaned more than 1 million in the past decade. 121million children and adolescents have never had the chance to attend school, or have been forced to drop out. 6 INTERNATIONAL DAY FOR ELIMINATION OF VIOLENCE AGAINST WOMEN Violence against women is the most widespread, persistent and devastating human rights violations that takes place in public and private spaces. Every year, 25 November is marked as the International Day for Elimination of Violence against Women which aims to raise awareness regarding rape, domestic abuse and all other forms of violence against women & girls around the globe. The day also marks the beginning of 16 Days of Activism Against Gender-Based Violence, a global campaign, which ends on 10 December (Human Rights Day). The theme for the campaign, this year, is - Leave no one behind - End Violence against Women. 7 Picture Credit: Pixabay (Sasin Tipchai) UN Women: Costing Framework for Implementation of EVAW Legislation/ Plans in Bangladesh ( ) The project supported the implementation of the Elimination of Violence against Women (EVAW) legislation and National Action Plans on violence against women in Bangladesh, as adopted by the UN General Assembly. A costing framework was prepared for the effective implementation of the Government of Bangladesh s Domestic Violence (Protection and Prevention) Act (DVA), 2010 and Rules, The task was to quantify the resources needed to deliver an integrated, multi-disciplinary package of services for women and girls subjected to domestic violence. This report comprised of medium-term budget ( to ) for implementation of DVA along with key recommendations for dissemination among stakeholders. Planet IPE December 2017 Edition 7
8 IPE GLOBAL S KEY PROJECTS DFID: Evaluation Manager: Burma Humanitarian Assistance and Resilience Programme (HARP), Myanmar ( ) As suppliers under DFID s Global Evaluation Framework Agreement, IPE Global and Triple Line are the evaluation managers for DFID s 108.5m Humanitarian and Resilience Programme (HARP) in Burma (Myanmar). The programme aims to save lives and reduce the suffering of crisis affected populations in Burma; to enhance resilience; and to strengthen capacity to respond to future humanitarian need in Burma. As evaluation manager, we will apply our experience of managing and evaluating complex programmes to provide independent assessment of the results and impact of the HARP, and to provide technical evaluation expertise to programming within the HARP Facility. We will develop and implement an Evaluation Framework to ensure that appropriate data is gathered, analysed and synthesised to enable assessment of results, and use this to design and deliver the final evaluation and to support DFID s Annual and final Project Completion Reviews. DFID: Human Rights Protection in Tanzania ( ) DFID s Civil and Political Rights Tracking project aims at nationwide tracking of civil and political rights protection in Tanzania over a three-year period in the build up to, during and after, the 2015 elections. IPE Triple Line is leading a consortium to deliver this project, with teams based in London and Dar-e- Salaam. The project works in collaboration with the Legal and Human Rights Centre (LHRC) and Zanzibar Legal Service Centre (ZLSC) and their network to contribute towards improved public discourse on the protection of civil and political rights in Tanzania. It does this through improved tracking of civil and political rights and increased advocacy and public outreach on these issues. The project provides ongoing capacity building in human rights, governance, coalition building, communications and advocacy, monitoring and evaluation, analysis and reporting. Our success is largely built on an approach to partnership which has assured the project is integrated and owned by the two civil society organisations. Key achievements to date include development of a bottom-up civil and political rights Perceptions Index, development of thematic briefs, improved quality of reporting on civil and political rights, including trend analysis in the Tanzania Annual Human Rights Report, and design of a campaign on freedom of assembly and freedom of expression. 8 Planet IPE December 2017 Edition
9 TEAM VRIDDHI SHORTLISTED FOR BMJ AWARDS SOUTH ASIA 2017 Join us in congratulating Team Vriddhi for being shortlisted at British Medical Journal (BMJ) Awards South Asia 2017 under Best Quality Improvement Team of the Year category. The team was shortlisted amongst the top three finalists by BMJ. The award is given annually to healthcare professionals who demonstrate exceptionalcourage, commitment and devotion while performing their duty in the area of healthcare. Only 140 organisations/individuals were selected out of 2000 entries for the second round. The finalists received recognition and appreciation from an eminent jury panel, South Asian media and other healthcare dignitaries. URBAN ADMINISTRATION & DEVELOPMENT DIRECTORATE MP BAGS URBAN MOBILITY AWARD 2017 Urban Administration & Development Directorate (UADD), Government of Madhya Pradesh (GoMP) bagged national level Urban Mobility Award in Hyderabad by Secretary Urban Development (UD), Government of India, on Best Urban Transit Category on Cluster based Hub & Spoke Model. Award was received by Vivek Aggarwal, Commissioner and Hon ble UD minister of the state, Maya Singh. The entire process including presentation to Jury was technically facilitated by our SLPMC team for Smart Cities (MP). Congratulations to the entire team for great effort! Short Film on Work Expiry by team Corporate Communication received special appreciation at New Delhi Short Film Festival 2017 by JIFF The documentary film by Team Corporate Communication titled Work Expiry was awarded a Special Appreciation certificate at the New Delhi Short Film Festival 2017 organised by Jaipur International Film Festival Trust (JIFF). The film highlights the need to address gender gaps in the corporate world and how equity in opportunities and facilities can lead to their growth and empowerment. #MakeWayForHer Planet IPE December 2017 Edition 9
10 IPE NEWS DESK Hon ble Health Minister Anil Vij launches Haryana Newborn Action Plan (HNAP) developed by team Vriddhi The Haryana Newborn Action Plan was launched on 30th November 2017 by the Hon Health Minister of Haryana Anil Vij, Principal Secretary Amit Jha, Mission Director Amneet P Kumar, National Health Mission and other dignitaries. The document was developed and designed with support from team Vriddhi. Health Minister facilitated the team for their contribution to the project. As a follow up to the India Newborn Action Plan, the Haryana Newborn Action Plan has been drafted as a state specific roadmap for reducing preventable newborn deaths and stillbirths and achieving the desired targets for NMR and SBR by The document looks into the current situational analysis of newborn health in the state and the state initiatives for reducing neonatal mortality. Anuja Shukla spoke at the 19 th Annual Marine and Coastal Consultation in Cape Town Anuja Shukla, Associate Director, Tourism made a presentation at 19th Annual Marine and Coastal Consultation, Cape Town, South Africa organised by the GEF, Intergovernmental Oceanographic Commission of UNESCO, United Nations Development Program, United Nations Environment and the Food and Agriculture Organization of the United Nations. The meeting, Building International Partnership to Enhance Science Based Ecosystem approaches in support of Regional Ocean Governance in the context of 2030 Agenda for Sustainable Development aimed to guide consolidated efforts in multiple regions, with the support of various international organizations, to manage different aspects of shared marine ecosystems. About 150 participants from about 60 countries attended the meeting, including representatives of various regional bodies, private sector, civil society, donor agencies and multilateral organizations. 10 Planet IPE December 2017 Edition
11 Anuja Shukla & Suraj Kumar presented island development project at Ministry of Home Affairs Anuja Shukla & Suraj Kumar working on the HDPI project successfully presented the island development project to the Hon ble Home Minister Rajnath Singh at North Block, New Delhi in the presence of Lt Governor of Andaman & Nicobar Islands, Cabinet Secretary, CEO Niti Aayog and secretaries of all the other ministries. The work was appreciated by everyone at the Island Development Agency. IPE Global is developing Detailed Master Plans that will focus on developmental work in these islands for improving maritime economy, preserving the eco-system and addressing security concerns. Shalender Sharma spoke at the 9th School Choice National Conference, New Delhi Shalender Sharma, VP, Education & Skills Development was invited as a keynote speaker at the 9th School Choice National Conference on Direct Benefit Transfers (DBT) in Education: Politics, Policy, Parents. He spoke about the significance of DBT in Odisha. The conference aimed to bring together educationists, planners, policy experts, activists and government officials to explore, discuss and debate various dimensions of school education in India. IPE Africa organised a workshop on Land Tenure Regularisation in Informal Settlements in Kenya. IPE Africa organised a workshop on Review of Guidelines for Land Tenure Regularisation in Informal Settlements at Kenya School of Monetary Studies, Nairobi. The workshop is a part of Kenya Informal Settlement Project financed by the World Bank and implemented by the Ministry of Transport, Infrastructure, Housing & Urban Development. Clarissa Poulson chaired session at American Evaluation Association s (AEA) 31st Annual Conference Clarissa Poulson, IPE Triple Line s head of Monitoring, Evaluation and Learning, chaired a session at American Evaluation Association Conference in Washington DC on applying agile and lean evaluative approaches to policy and programme design. She shared the dais with Caitlin Connors of consultancy 2CV and Kecia Bertermann of Girl Effect presenting on their experiences of taking an adaptive and user-focused approach to evaluation. With over 4,200 participants and hundreds of concurrent sessions, Evaluation 2017 brought together very wide spectrum of sectoral expertise. With a theme of Learning into Action, the uniting focus was very much on how as evaluators we can support improved delivery and strengthen capacity for change. Planet IPE December 2017 Edition 11
