FSR-006-2016 Re: Operational Review Final Report RECOMMENDATIONS(S): AND THAT Council approve in principle the Wainfleet Fire and Emergency Services Operational Review Final Report and Recommendations from Dillon Consulting and; AND THAT the proposed Wainfleet Fire and Emergency Services organizational model contained within the 2016 Fire and Emergency Services Operational Review be approved and; AND THAT the Fire Chief be directed to seek applicants to fulfill the positions of Volunteer Assistant Chief as presented within the 2016 Fire and Emergency Services Operational Review and; AND THAT the honouraium for the Volunteer Assistant Chief be set at $6,000 each for all employment related obligations, including emergency response, training, and all other duties and; AND THAT the proposed Organizational Committee Structure identified within the 2016 Fire and Emergency Services Operational Review be implemented as presented and; AND THAT the Fire Master Plan Implementation Committee be engaged to assist with the implementation. Bylaw No. 075-2016 being a bylaw to amend Bylaw 017-2016 being a bylaw to appoint a Chief Administrative Officer and Clerk pursuant to Section 11, 228 and Section 11, 229 of the Municipal Act, 2001, as amended. 12. Notices of Motion There were no notices of motion. 13. Proclamations a. English as a Second Language Week Resolution No. C-366-2016 Seconded By Betty Konc WHEREAS Ontario has been the destination of choice for many immigrants who have added to the diversity of the Province by bringing their culture, customs and language, even as they endeavor to acquire the ability to communicate in English; AND WHEREAS the community of English as a Second Language learners are represented in all aspects of society. They are students in elementary and secondary schools, universities, colleges, public and private schools, adult education students pursuing literacy and basic skills, participants in workplace-training programs, researchers and subjects, volunteers and workers, employees and business owners, laborers and professionals, neighbours and friends; AND WHEREAS the professional organization Teachers of English as a Second Language (TESL) Ontario hosts a conference in Toronto each year consisting of workshops, research symposia and a technology fair to maintain and expand skills and abilities of its members; NOW THEREFORE Council for the Township of Wainfleet does hereby proclaim November 20 th to 26 th as English as a Second Language Week in Wainfleet. b. Pregnancy and Infant Loss Awareness Day

Council Meeting Minutes, October 25, 2016 Page 13 Resolution No. C-367-2016 Seconded By Betty Konc WHEREAS October 15 th has been declared by the Province of Ontario as Pregnancy and Infant Loss awareness day as a result of the passage of Bill 141: Pregnancy and Infant Loss Awareness, Research, and Care Act; AND WHEREAS over 30,000 Ontario families experience pregnancy and infant loss every year; AND WHEREAS there is a need to develop greater awareness and understanding about the causes of pregnancy and infant loss, so we can improve the healthcare provided for pregnant mothers and their babies; AND WHEREAS there is a need to provide more compassionate care and support for mothers and families who experience pregnancy and infant loss; AND WHEREAS with greater awareness we can improve the care for mothers in our local hospitals and expand research into the causes of pregnancy and infant loss; NOW THEREFORE Council for the Township of Wainfleet does hereby proclaim October 15 th, 2016 as Pregnancy and Infant Loss Awareness Day in Wainfleet. 14. Other Business Alderman Gilmore noted that a decision had not been made earlier on delegation request for Municipal Support of Rooftop Solar.
