Moved and seconded by Directors Fairbairn and Macnabb That the report dated October 29, 2013 from the Vernon I North Okanagan Detachment - Safe Communities Unit be received for information. Waiver of Lot Frontage Application (S. and B. Jackson c/o W.E. Maddox ) No one was present to speak to the application Development Variance Permit Application (D. and G. Gerlinsky)) Donald Gerlinsky, applicant, spoke in support of the application. Dan Huang, Urban Systems (Annexation Study Phase 2 Final Report) Dan Huang of Urban Systems provided a presentation on Phase 2 of the Annexation Impact Study. Minutes- Regular - 4- November 7, 2013 Bylaw 2606 -Zoning Text Amendment [Medical Marihuana Production Facilities] Moved and seconded by Directors Pearase and Macnabb That it be recommended to the Board of Directors that Zoning Text Amendment Bylaw No. 2606, 2013, which proposes to amend Regional District of North Okanagan Zoning Bylaw No. 1888, 2003 to establish regulations related to medical marihuana production facilities, be given First Reading; and further, That Zoning Text Amendment Bylaw No. 2606, 2013 be referred to legal counsel, internal departments (including Fire Departments), Agricultural Land Commission, the Royal Canadian Mounted Police, Health Canada and other various agencies for review and comment prior to consideration of Second Reading. Moved and seconded by Directors Fairbairn and Foisy That it be recommended to the Board of Directors that staff be directed to submit a Freedom of Information request to Health Canada for the location of licensed medical marihuana production facilities located in Electoral Area "D". Shuswap River Watershed Sustainability Plan Update and Revised Plan That the report dated October 21, 2013 from the Sustainability Coordinator regarding the Shuswap River Watershed Sustainability Plan be received for information; and further That it be recommended to the Board of Directors that upon incorporation of First Nations feedback, the Shuswap River Watershed Sustainability Plan be referred to relevant agencies for final review and endorsement. Zoning at Cosens Bay and the Electoral Areas "B" and "C" and Westside Official Community Plan Review That the report dated October 23, 2013 regarding zoning at Cosens Bay and the Electoral Areas "B" and "C" and Westside Official Community Plan Review be received for information. City of Vernon Industrial Development Memorandum of Understanding - One Year Renewal Moved and seconded by Directors Pearase and Foisy That it be recommended to the Board of Directors that the City of Vernon Industrial Development Memorandum of Understanding be renewed; and further, That, in accordance with Paragraph 7 of the City of Vernon Industrial Development Memorandum of Understanding, the City of Vernon be requested to provide an annual report to the Regional District of North Okanagan Board of Directors.
Minutes- Regular -5- November 7, 2013 Enderby Mabel Lake Road - Speed Limits Moved and seconded by Directors Pearase and Macnabb That it be recommended to the Board of Directors that a letter outlining the following alternatives for speed limits on Enderby Mabel Lake Road be forwarded to the Ministry of Transportation and Infrastructure: Option 1 - Option 2 - Decrease speed limit from 80 kph to 60 kph at Club Kingfisher and then from 60 kph to 50 kph at Kingfisher Hall; or Decrease speed limit from 80 kph to 50 kph at Club Kingfisher. Lumby Mabel Lake Road - Upgrades Moved and seconded by Directors Fairbairn and Foisy That it be recommended to the Board of Directors that a letter of support be forwarded to the Ministry of Transportation and Infrastructure in support of upgrades to Lumby Mabel Lake Road, as outlined in the August 29, 2013 letter and petition from residents. Bank Protection I Flood Mitigation Moved and seconded by Directors Pearase and Fairbairn That it be recommended to the Board of Directors that a letter be forwarded to Greg Kyllo, Shuswap MLA requesting that the Province work with the Regional District of North Okanagan and appropriate ministries (Ministry of Forests, Lands and Natural Resource Operations; Ministry of Environment; Ministry of Justice [Office of the Attorney General]; and Ministry of Community, Sport and Cultural Development) to take action to undertake works to address potential loss of property and life in the short-term and to find long-term solutions and options; with ongoing maintenance of any such works to be the responsibility of the Province. Fire Dispatch Discussion took place regarding the upcoming presentation scheduled for November 13, 2013 from the City of Vernon Fire Chief regarding Fire Dispatch. Minutes - Regular -6- November 7, 2013 General Manager's Report The General Manager, Electoral Area Administration provided an update on the following matters: - Internet Connectivity- An extension was granted to December 31, 2014 for funding from SID IT for Electoral Area "D" - Safe Communities - Crime Prevention Notices that the Regional Crime Prevention Coordinator circulates to Block Watches are now posted on the RDNO website - Restorative Justice - Request for funding will be circulated to all Electoral Area Directors and placed on the December 5, 2013 Electoral Area Advisory Committee agenda IN CAMERA Moved and seconded by Directors Fairbairn and Macnabb That, pursuant to Section 92 of the Community Charter, the regular meeting of the Electoral Area Advisory Committee convene In Camera to deal with matters deemed closed to the public in accordance with Section 90(1 )(g) of the Community Charter.
