TOWN OF GRAND BAY-WESTFIELD ADOPTED OCT 28 2002 TUESDAY, OCTOBER 15, 2002 1. CALL TO ORDER The Town of Grand Bay-Westfield Council met in a regular session on Tuesday, October 15, 2002 at 7:35 p.m. with Mayor hosier presiding. Deputy Mayor McGowan advised Mayor hosier has received a letter from Senator Joseph Day stating that the Mayor has been selected to receive the Queen's Golden Jubilee Medal in recognition of her contribution to the life and betterment of our community. 2. TOWN OF GRAND BAY-WESTFIELD OCTOBER 15,2002 Page 2 of 12 6.1 PRESENTATION OF FUNDING RE: TOT LOT - RIDGE WAY - ANN MCCANN ATTENDING Ann McCann, Gail Brown and Michelle Cosman representing the Tot Lot on Ridge Way made a presentation of a cheque in the amount of $711.32 to the Town to be used to further develop green space within the Town. 6.2 PRESENTATION BY BRIAN CURRY. TOWN REPRESENTATIVE FOR HARBOUR STATION COMMISSION - INFORMATION UPDATE Brian Curry, Town Representative for the Town for Harbour Station Commission gave a brief informative update on Harbour Station operations for October 2001 - October 1, 2002. He noted the Marquis Information Board is supplied by two Sponsors being Labatts and Aliant. He also noted that they are in need of one more sponsor. Councillor Day moved to receive amd file the presentation by Brian Curry, Town Representative for the Harbour Station Commission. Seconded by Councillor SiRiphant. Carried. 6.3 PRESENTATION BY RANDY BELL. TOWN REPRESENTATIVE FOR CANADA GAMES AQUATIC CENTRE - INFORMATION UPDATE Randy BeU made a brief presentation on Aquatic Centre operations for October 2001 - October 2002 and then introduced Mr. John Fitzgerald who is acting in the capacity of Interim Manager for the Aquatic Centre. Mr. Fitzgerald gave a slide presentation showing different aspects of the Canada Games Aquatic Centre. It was noted that Daryl Steeves of the Aquatic Centre has resigned. S. Darley for approximately $4,100. 7.3 TELEPHONE POLL OF SEPTEMBER 26. 2002 RE: AUTHORIZATION TO ENGAGE HANDYMAN CONNECTION TO CONSTRUCT A 22 X 22 GAZEBO (EXCLUSIVE OF BUILDING MATERIALS! AT UNITY PARK Councillor Day moved to ratify the Telephone PoU of September 26, 2002 in that authorization be granted to Engage Handyman Connection to construct a 22 x 22 Gazebo (exclusive of building materials) at Unity Park.

LETTER OF SEPTEMBER 20. 2002 FROM FEDERATION OF CANADIAN MUNICIPALITIES RE: CONTRIBUTE TO CLEAN AIR FOR HEALTHY COMMUNITIES Councillor Day moved whereas a high quality of life depends on healthy and sustainable communities; whereas air pollution threatens quahty of Life; whereas exposure to today's concentrations of fine particulate matter, a major component of smog, increases the risk of premature death, asthma attacks, breathing difficulty, lung cancer and heart attacks; whereas thousands of Canadians die prematurely each year from air pollution; 2002nunutes: rgl5j2
TOWN OF GRAND BAY-WESTFEELD OCTOBER 15,2002 Page 7 of 12 whereas health costs from air pollution reach $1 billion dollars annually in Ontario alone, according to the Ontario Medical Association; whereas Canadians need to be fully informed on the state of the air they breathe; whereas Canadians need to better understand options for cutting air pollution; whereas it is known that pollution causing smog can contribute to climate change, and that taking action on clean air wiu also help protect the climate; whereas municipal governments must partner with federal and provincial/territorial governments to develop and implement programs and pohcies to improve air quality; whereas the 2001 Speech from the Throne made clean air a priority for the Government of Canada; whereas more scientific research is needed to better understand the link between air pollution and health that the Town of Grand Bay- Westfield call on the Government of Canada to accelerate the delivery of its Clean Air Agenda and specifically focus on the need to develop and implement a comprehensive Clean Air Action Plan that wih: advance scientific understanding of the link between air pollution and health; provide financial resources to municipal governments for programs that cut smog and climate pollution; ensure Canadians have access to accurate information on the quahty of their air and on action they can take to reduce their exposure and their emissions; ensure significant emission reductions from the transportation sector; and partner with provincial/territorial governments to encourage stronger pollution reduction standards for industry and the electric power generation sector; and
