Minutes of the Regular Meeting of Council of the Township of Douro-Dummer, held on June 5, 2018 at 5:00 p.m. in the Council Chambers of the Municipal Building. The Mayor called the meeting to order at 5:00 p.m., and asked that everyone rise for a moment of silent reflection. 2. The Mayor reminded members of Council of their obligation to declare any pecuniary interest they might have. No conflicts were declared. 3. Adoption of the Agenda Resolution Number 207-2018 Moved by: Deputy Mayor Moher That the agenda for the Regular Council Meeting, dated June 5, 2018, be adopted, as amended. 4. Adoption of the Minutes - Resolution Number 208-2018 Moved by: Councillor Landsmann Seconded by: Councillor Watt That the minutes of the Regular Meeting, held on May 15, 2018, and the minutes of the Special Meeting held on May 28, 2018 both be received and adopted, as circulated. 5. Business Arising out of previous Minutes: None 6. Delegations, Petitions or Presentations: Gwen Tryon was in attendance to request a new Douro Hamlet sign. Resolution Number 209-2018 That the presentation from Gwen Tryon regarding a request for a new Douro Hamlet sign be received and that this matter be referred to staff to work with Ms. Tryon to come up with a design.
Page 2 Marc Trudeau, Douro and District Optimist Club, was in attendance to discuss the idea of hosting a seasonal weekly Country Market at the Douro Community Centre and to ask for Council s support of the initiative. Resolution Number 210-2018 That the delegation from Marc Trudeau, Douro and District Optimist Club regarding the hosting of a Country Market at the Douro Community Centre be received. Doug Leahy, Leahy s Farm Market, was in attendance to discuss his concerns regarding the proposed Douro and District Optimist Club Country Market at the Douro Community Centre. Resolution Number 211-2018 That the delegation from Doug Leahy, Leahy s Farm Market, to discuss his concerns with the Douro and District Optimist Club s proposed Country Market at the Douro Community Centre be received. Resolution Number 212-2018 Moved by: Deputy Mayor Moher That the proposed Douro and District Optimist Club s Country Market be referred to staff to prepare a report, including comments from the Ministry of Transportation, for Council s consideration at the next meeting. Joe Taylor, Warden, and Troy Speck, CAO, County of Peterborough, were in attendance to provide an annual update on County Activities. Resolution Number 213-2018 Seconded by: Councillor Landsman That the presentation from Joe Taylor, Warden, and Troy Speck, CAO, County of Peterborough, regarding an update on County activities be received. 7. Other Business: a) Report to Council Douro Hamlet Sign Resolution Number 214-2018 That the report to Council, dated May 7, 2018 regarding the request for a new sign at the west entrance to the Hamlet of Douro be received. b) Report to Council Development Peer Reviewer Resolution Number 215-2018 Moved by: Deputy Mayor Moher Seconded by: Councillor Watt That the report to Council, dated May 22, 2018 regarding development peer reviewer be received and, if acceptable to D.M. Wills, that staff be requested to use D. M. Wills as the company the Township uses for peer reviewing technical reports for developments for 2018 and 2019.
Page 3 c) Report to Council Application for Rezoning File R-03-18, Farley Toms, Roll No. 1522-020-002-0200 Resolution Number 216-2018 That the application for a zoning by-law amendment for Farley Toms, (File R-03-18, Roll No. 1522-020-002-02000) be deemed a complete application and that staff be authorized to start processing the application under the Planning Act. d) Report to Council Edwards Property Agricultural Assessment Resolution Number 217-2018 That the report to Council, dated May 23, 2018, regarding the preparation of an Agricultural Impact Assessment for the Edwards property be received and staff be directed to authorize the consultant to proceed with the work once the guidelines for the preparation of the Agricultural Impact Assessment have been approved. e) Report to Council Notice of Motion from May 15, 2018 regarding Outdoor Toilet at Crowe s Landing Resolution Number 218-2018 That the report to Council, dated May 29, 2018 regarding the Notice of Motion from May 15, 2018 regarding the Outdoor Toilet at Crowe s Landing be received and to allow Council to consider the Notice of Motion on this matter, that Section 12.1 and 12.9 be temporarily suspended to allow for the reconsideration and debate of an implemented decided matter of Council regarding the portable toilet at Crowe s Landing. f) Report to Council Stoney Lake Triathlon Resolution Number 219-2018 That the report to Council, dated May 30, 2018 regarding the Stoney Lake Triathlon event occurring on June 10, 2018 utilizing Birchview, McCracken s Landing and Golf Course Roads and the municipal wharf at McCracken s Landing be received and that once proof of insurance and OPP confirmation is received, that the event be approved. 8. Notices of Motion: a) Outdoor Toilet at Crowe s Landing Resolution Number 225-2018 Moved by: Councillor Landsmann Whereas there has been considerable local controversy over the placement of an outdoor toilet at Crowe s Landing, and; Whereas residents in the vicinity do not want an outdoor toilet placed there; Therefore, I would submit that we eliminate the installation of an outdoor toilet at the proposed Crowe s Landing location. Defeated 14. New Business: a) Deputy Mayor Moher provided information regarding the 125 th anniversary of St. Joseph s Church in the Hamlet of Douro and the associated festivities taking place. 15.
