5. New Business A. Enforcer Outreach. Several committee members have expressed concern about obstacles to possible adoption of the 2013 edition of NFPA 59A by enforcement agencies. The committee should identify and discuss any perceived obstacles, as well as other opportunities to coordinate NFPA 59A with enforcement efforts and priorities. B. Fire Protection Research Foundation (FPRF) Code Fund. The FPRF accepts requests every year from NFPA technical committees for research projects that support the development of NFPA codes and standards. The committee should discuss if there are any unresolved issues in the standard that would benefit from a literature search or other research. The Code Fund can generally support projects up to $30,000. However, larger projects are possible where co-funding from outside organizations is identified. Code Fund project requests are due Dec 1 of every calendar year. C. Request for Tentative Interim Amendment on Table 15.6.1. The committee is reminded of TIA 59A-13-1, which corrected the units for Annual Probability Factor for aboveground piping. Mr. Andrew Crerand of Shell Projects & Technology HSE Technology reports the following: Yes I have consulted the interim update but this only corrects the pipe line leak frequencies. The units for the loading arms are still per annum, whereas they are per hour in the BEVI. The committee should discuss the issue and determine if a second TIA is needed to correct Table 15.6.1. 6. Old Business A. Offshore LNG Facilities Standard. At their March 2011 meeting, the NFPA Standards Council approved the request to develop a new standard for offshore LNG facilities. The committee established a task group to begin development of the new standard. However, no action has been recorded since that time. A subsequent poll of the committee did not establish a clear consensus on whether the document is needed, nor did it identify any external resources for obtaining the necessary subject matter expertise. The committee should recommend action on this item, either to move forward or to have the Standards Council close the work item. B. Fire Protection Task Group. The committee established a task group to review other NFPA documents and recommend revisions to the definition and annex material on Fire Protection. The task group members are: A. Kohout Chair; D. Edlbeck; J. Jablonski; B. Leong; J. Regan. C. Fire Analysis for Roof Loss Task Group. The committee established a task group to review current fire analysis requirements for roof loss and develop recommendations to differentiate between steel and concrete construction.
