September 27th, 2011 Dear First Nations Chiefs and Health Leads, On May 26th 2011, BC First Nations leaders passed a historic resolution to approve the transfer of First Nations health programs and services from federal control to First Nations control. Through Resolution 2011-01 and the Consensus Paper: British Columbia First Nations Perspectives on a New Health Governance Arrangement, First Nations provided clear direction on the standards of this new arrangement, and tasked the First Nations Health Council with clear next steps in implementation. One of the immediate next steps that First Nations directed the First Nations Health Council to undertake was the development of a Resolution 2011-01 Workplan, which is to be provided to Regional Caucuses for review and feedback. This Workplan was to include specific key activities clearly set out in the Resolution, such as: signing of the Framework Agreement; supporting the development of Regional Caucuses and Tables; and, establishing a strategy and approach for the conclusion of sub-agreements. The First Nations Health Council was directed to provide this Workplan by September 1, 2011. However, due to unanticipated delays in approvals of the Framework Agreement by the Government of Canada, work planning was delayed, and we appreciate your patience. To balance this delay, we will extend the deadline for feedback on this Workplan from Regional Caucuses to December 31, 2011 (from December 1, 2011). As directed, this Resolution 2011-01 Workplan is enclosed, and consists of three elements (note that a Quick Reference Guide to assist you in reviewing this Workplan is included as part of this package): 1.) Resolution 2011-01 Timeline This timeline is a high-level, color-coded representation of the more detailed Resolution 2011-01 Workplan: Project Chart described in section 2 of this document. The milestones, decision points and responsibilities are mapped along a two-year timeline. A legend is set out at the bottom of the timeline for ease of use. 2.) Engagement and Approvals Pathway A very important feature of the enclosed workplan is the draft engagement pathway. Through Resolution 2011-01 passed at Gathering Wisdom IV, First Nations called upon the First Nations Health Council to design and describe a process for key decisions. This process must be consistent with the 7 Directives and the principle of Reciprocal Accountability as adopted by First Nations in the Consensus Paper. The enclosed pathway describes 5 basic steps in a First Nations health engagement and decision-making process: 1) Engagement; 2) Discussion Document; 3) Engagement Summary; 4) Building Consensus; and, 5) Ratification. This pathway model will enable the FNHC to gather First Nations input and guidance for key decisions of the First Nations health governance structure. This engagement and approvals pathway could be included in the governing documents of the First Nations Health Council, First Nations Health Directors Association, and a future First Nations Health Authority, so that First Nations have clarity and certainty about the process for decision-making, and know that their voice and direction will be heard on key decisions such as program redesign. 3.) Resolution 2011-01 Workplan: Project Chart In table format, this workplan provides the detailed approach to the implementation of Resolution 2011-01 over the next two years. This table is organized as follows: Milestones: Each milestone is taken directly from Resolution 2011-01 (and, for easy reference, is numbered in accordance with the relevant provision of Resolution 2011-01). For each milestone, a series of action items required to achieve that milestone are described. Timeframes: The anticipated timeframes for the commencement and completion of the milestones and action items over the next two years. Responsibilities and Decision Points: The roles and responsibilities for the implementation of the milestones and action items (note that, not only are the decision-making responsibilities included here, but also roles in oversight, advice, and implementation of the milestones and action items). The majority of the decision points rest with First Nations at the regional level, and not with the First Nations Health Council, First Nations Health Directors Association, or First Nations Health Society. Indicators: Key indicators and benchmarks to measure progress in the implementation of each milestone. This Workplan is important for setting the goalposts and process to keep our work on track over the next two years. At the same time, however, we have learned that flexibility is fundamentally important. As noted by Barry Phillips, CEO of Bigstone Health Commission, at Gathering Wisdom for a Shared Journey IV, Monday s plan may last until Tuesday. We are in a constantly shifting and evolving environment, and while we need a clear and commonly understood plan, we also need to be agile enough to take advantage of new opportunities, or address unexpected issues as they arise, including issues such as the availability of resources and the perspectives of our tripartite partners. Perhaps, even more fundamentally important than this short-term Workplan is the long-term collective commitment to, and support for, a shared vision and values of the First Nations health governance structure ensuring that we are all working towards the same goal and for the same purpose. In the coming months, we will circulate to all First Nations a First Nations 6 DRAFT- Resolution 2011-01 Workplan

Health Governance Structure Workbook. We will ask for your advice on a collective vision for First Nations health, and the mission statements and roles and responsibilities of the First Nations Health Council, First Nations Health Directors Association, the First Nations Health Authority, and First Nations Regional Caucuses - including the relationship between all of these various components. We will also seek your input on the governance structure of these various components, such as their membership and appointment processes. Thank you in advance for your wisdom and guidance with respect to the enclosed Workplan. A series of Regional Caucus sessions have been scheduled over the coming weeks and months to obtain your valued advice and input into this important document. Your feedback and input is crucial to the ongoing success of this work.
