MINUTES OF THE REGULAR MEETING CITY COUNCIL OF CREST HILL WILL COUNTY, ILLINOIS September 5, 2017 The regular meeting of the City of Crest Hill was called to order by Mayor Raymond R. Soliman at 7:00 p.m. in the Council Chambers, 1610 Plainfield Road Crest Hill, Will County, Illinois. The Crest Hill Pony Baseball Team led the Pledge of Allegiance. Roll call indicated the following present: Mayor Raymond Soliman, City Clerk Vicki Hackney, City Treasurer Glen Conklin, Alderman Scott Dyke, Alderman John Vershay, Alderwoman Barbara Sklare, Alderwoman Claudia Gazal, Alderwoman Tina Oberlin, Alderman Marco Coladipietro, Alderman Nate Albert, Alderman Tom Inman. Also present were: City Administrator Heather McGuire, Deputy City Clerk Janet Serdar, Police Chief Ed Clark, Public Works Director Tony Torres. Absent were: Director of Water/Wastewater Mark Siefert, Finance Supervisor Ashli Motyka, Economic Development and Zoning Manager Scott McMaster. APPROVAL OF MINUTES: Mayor Soliman presented the minutes from the regular meeting held on August 21, 2017 for Council approval. (#1) Motion by Alderwoman Sklare, seconded by Alderman Coladipietro, to approve the minutes from the regular meeting held on August 21, 2017 as presented. AYES: Ald. Albert, Dyke, Vershay, Sklare, Gazal, Oberlin, Coladipietro. ABSTAIN: Ald. Inman. There being seven (7) affirmative votes, the MOTION CARRIED. (32) (45) Mayor Soliman asked to deviate from the agenda for several presentations. Mayor Soliman presented the Crest Hill Boys Pony League 13 and 14-year-old All-Star Team. They will be honored later in the meeting. (62) Mayor Soliman announced that the events committee will be making a presentation to the Disabled American Veterans. Alderwoman Oberlin announced that all of the proceeds from the raffles at the picnic are donated to the Disabled American Veterans. This year the raffle raised $1,000.00 for the Veterans. Don Sisal gave a brief speech. He thanked the Events Committee for the donation. He also presented the City with a plaque of appreciation. (230) Mayor Soliman presented a RESOLUTION RECOGNIZING THE ACCOMPLISHMENTS OF THE CREST HILL BOYS PONY LEAGUE 13 AND 14-92

YEAR-OLD ALL-STAR BASEBALL TEAM IN THE 2017 WORLD SERIES TOURNAMENT. Members of the Council read the resolution. (#2) Motion by Alderwoman Gazal, seconded by Alderman Vershay, to approve a RESOLUTION RECOGNIZING THE ACCOMPLISHMENTS OF THE CREST HILL BOYS PONY LEAGUE 13 AND 14-YEAR-OLD ALL-STAR BASEBALL TEAM IN THE 2017 WORLD SERIES TOURNAMENT. On roll call the vote was: AYES: Ald. Oberlin, Coladipietro, Albert, Inman, Dyke, Vershay, Sklare, Gazal. Resolution #1000 (326) (346) Mayor Soliman gave a speech and presented the members of the baseball team with a copy of the resolution. The team managers gave a speech. Members of the Council congratulated the baseball team and their coaches. CITY ADMINISTRATOR/CITY ATTORNEY: (1248) City Administrator Heather McGuire presented a request to adjust the hours that the City Hall is open. The new hours would be 8:00 a.m. to 4:30 p.m. per the memo dated September 1, 2017. Administrator McGuire went over the background of the request. The time change would take place on October 2, 2017. Alderwoman Oberlin asked if this would affect all of the departments. Administrator McGuire explained it would be for all employees excluding Public Works and the Police Officers. (#3) Motion by Alderman Inman, seconded by Alderman Vershay, to approve the request to adjust the hours that the City Hall is open to 8:00 a.m. to 4:30 p.m. per the memo dated September 1, 2017. AYES: Ald. Sklare, Gazal, Oberlin, Coladipietro, Albert, Inman, Dyke, Vershay. (1371) (1390) Administrator McGuire announced that there will be an informational meeting regarding the TIF Districts on September 19, 2017 at 6:30 p.m. at the White Oak Library. (1409) Administrator McGuire announced that there will be a work session on Monday September 18, 2017 for discussion on the tax compliance and administration fund, and Assistant Administrator/HR Director candidates. PUBLIC WORKS DEPARTMENT: (1427) Director of City Services Greg Koch presented a request to award the MFT Crack Filling Contract to Patriot Pavement Maintenance at a cost of $74,051.64 per the memo dated August 31, 2017. Director Koch went over the background of the request. 93

(1460) (1478) Director of City Services Koch presented a request for an INTERGOVERNMENTAL AGREEMENT FOR THE PROPOSED INSTALLATION OF ILLUMINATED STREET NAME SIGNS AT VARIOUS INTERSECTIONS ON WEBER ROAD, RENWICK ROAD, AND CATON FARM ROAD IN THE COUNTY OF WILL per the memo dated August 30, 2017. Director Koch went over the background of the request. Alderman Albert questioned the intersection of Division Street and Weber Road. Discussion followed. (#5) Motion by Alderman Coladipietro, seconded by Alderwoman Sklare, to approve an INTERGOVERNMENTAL AGREEMENT FOR THE PROPOSED INSTALLATION OF ILLUMINATED STREET NAME SIGNS AT VARIOUS IINTERSECTIONS ON WEBER ROAD, RENWICK ROAD, AND CATON FARM ROAD IN THE COUNTY OF WILL per the memo dated August 30, 2017. AYES: Ald. Albert, Inman, Dyke, Vershay, Sklare, Gazal, Oberlin, Coladipietro. (1512) (1569) Alderman Dyke questioned the use of the storage building on Elrose Ct. There has been a truck with a plow sitting in the parking lot all summer. Why was this truck stored outside the building. Director Koch explained why it was outside. Alderman Vershay asked why there is no excess room the building. Director Koch explained what is stored in the building. Alderman Vershay commended the Public Works Department on fixing the issue on Nicholson Street. Mayor Soliman announced that the new fencing has been placed along Broadway Street. ECONOMIC DEVELOPMENT DEPARTMENT: (1681) There were no agenda items for discussion. POLICE DEPARTMENT: (1685) Police Chief Ed Clark presented the report on file. (1696) Chief Clark announced that the annual Police Department car show benefitting Special Olympics would be on Sunday September 10, 2017 from 3:00 p.m. to 7:00 p.m. at Richland School on Caton Farm Road. He encouraged everyone to attend. Alderman Dyke asked if we can notify the entity that would take care of the lighting on the viaduct on Rte. 53. Director Koch would take care of notifying IDOT. 94

MAYOR: (1734) Mayor Soliman presented a request for a donation to the Alzheimer s Association for their annual walk to be held on Saturday September 30, 2017 per the letter dated March 31, 2017. Mayor Soliman went over the background of the request. (#7) Motion by Alderman Coladipietro, seconded by Alderman Inman, to approve the request of True Deliverance Apostolic Ministries for an extension on the payment of the permit fees to September 1, 2018 per the memo dated September 1, 2017. AYES: Ald. Dyke, Vershay, Sklare, Gazal, Oberlin, Coladipietro, Albert, Inman. (1790) (1800) Alderwoman Oberlin questioned a blank amount on a memo. Mayor Soliman explained why the monthly allowance was not used for August. CITY CLERK: (1835) City Clerk Vicki Hackney presented a request from the Autumn Ridge Townes to change the date on the use of the Council Chambers from October 5, 2017 to October 12, 2017 per the memo dated August 23, 2017. Clerk Hackney explained the calendar has been checked and October 12, 2017 is currently available. (#8) Motion by Alderwoman Sklare, seconded by Alderwoman Gazal, to approve a request from the Autumn Ridge Townes to change the date on the use of the Council Chambers from October 5, 2017 to October 12, 2017 per the memo dated August 23, 2017. AYES: Ald. Oberlin, Coladipietro, Albert, Inman, Dyke, Vershay, Sklare, Gazal. (1851) (1869) Clerk Hackney informed the residents that there is a white drop box located by the front entrance to the City Hall. Payments can be dropped off in this box and envelopes 95

are available. This box is opened every morning, but we will be begin checking the box periodically during the day. CITY TREASURER: (1912) City Treasurer Glen Conklin presented the regular and overtime payroll from August 7, 2017 through August 20, 2017 in the amount of $202,615.93. (1924) Treasurer Conklin presented the list of bills in the amount of $417,321.99 for Council approval. (#9) Motion by Alderwoman Oberlin, seconded by Alderwoman Sklare, to approve the list of bills in the amount of $417,321.99 as presented. AYES: Ald. Coladipietro, Albert, Inman, Dyke, Vershay, Sklare, Gazal, Oberlin. (1930) UNFINISHED BUSINESS: (1954) There was no unfinished business. NEW BUSINESS: (1955) There was no new business. COMMITTEE/LIAISON REPORTS: (1959) There was no liaison report. COUNCIL COMMENTS: (1962) Alderman Albert congratulated the baseball team. He also encouraged everyone to attend the TIF meeting. Alderman Inman congratulated the baseball team. Alderwoman Oberlin congratulated Alderman Albert on his baby son. She also congratulated the baseball team. Alderman Coladipietro also commended the baseball team and congratulated Alderman Albert on his new addition. Alderwoman Gazal congratulated the baseball team on their win and Alderman Albert on his new son. She also commended the Crest Hill Lions Club on their recent picnic. Alderwoman Sklare agreed with the previous comments. Alderman Vershay congratulated the baseball team. He thanked everyone who attended the recent Lion s Club picnic. Alderman Dyke also agreed with the previous comments. Mayor Soliman congratulated Alderman Albert and his family on their new addition. PUBLIC COMMENT: (2078) Phyllis Thompson is unhappy with the storage building located on Elrose Ct. She is upset with the fencing, weeds and equipment being stored outside of the building. Discussion followed. Mayor Soliman would like to put this on a future work session for further discussion. Alderman Dyke asked that the residents in that area be notified when the work session is scheduled. Alderwoman Oberlin asked the residents present if they get the notifications from the City. She explained how you can sign up for notices. (2518) Mayor Soliman informed the Council that there was a need for an executive session on personnel (5 ILCS 120/2(c)(1)). 96

Reconvened at 8:13 p.m. There being no further business before the Council, and no action needed from the executive session a motion for adjournment was in order.
