Missing or incomplete documentation Applicants who are unable to provide original or a certified copy of their higher education entrance qualification for either graduate or undergraduate studies obtained in their home country on account of their flight can provide documentation in a three- tier procedure. 6

1. Personal situation and legal status Determination of personal premises based on refugee and legal residence categories Includes only refugees with permanent resident status t 8

2. Plausibility check Check of educational biography regarding the acqusition of a higherh education entrance qualification in the home country. 9

3. Examination and assessment Proof of the alleged higher education entrance qualification throughh an examination and / or assessment procedure based on quality. The Länder agree to offer at least one examination or assesment procedure. 10

Resume Examination procedures applied by higher education institutions are not specifically developed for refugees, but rather for foreign students t in general and will now be applied for applicants with refugee status. Resolution builds the legal framework for all admission procedures to institutes of higher education. 14

Best practice Academic welcome program for highly qualified refugees (Goethe Universität Frankfurt am Main). The programs are for refugees who have studied before or were about to start a program of study in their home country. They can join lectures and are awarded with a certificate. A good command of German or English is required. The programs are tuition-free. 16
