CALL TO ORDER by President Weiss @ 7:03 p.m. OPENING STATEMENT President Weiss read the following statement. The New Jersey Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meetings of public bodies at which any business affecting their interests is discussed or acted upon. In accordance with the provisions of the Act, the East Rutherford Board of Education has caused notice of this meeting to be published by having the date, time and place thereof published in The Record and South Bergenite Newspapers and posted in the vestibule of the Borough Hall and Public Library. Copies of agendas are available 48 hours prior to said meetings in the Board of Education office and are posted on the East Rutherford School website www.erboe.net SALUTE TO FLAG & MOMENT OF SILENCE - Board members and the public participated in the Salute to Flag and a Moment of Silence. President Closes the Hearing of Citizens: CORRESPONDENCE TO MEMBERS OF THE BOARD OF EDUCATION None REPORTS TO THE BOARD August 2016 School Business Administrator s Report - Mr. Mark Kramer Met with Finance and Physical Facilities Committees, all action items were discussed and supported by the Committee Members. Minutes of both Committees were provided to all Board Members. The Finance Committee noted to Administration that the District should not be purchasing any color paper unless used for art supplies or other specific curricular needs, not to be purchased for the Central Offices of the District for use of their consumption. Superintendent s Report Mr. Giovanni Giancaspro Building Principals/Director of Student Services Administration Team met with school counselor to discuss the process of the following area; HIB I & R S 504s Faust School s Back-To-School Night was successful. McKenzie School s Back-To-School Night is planned for tomorrow evening. Both school completed their 1 st Fire Drill/Lock Down/ & Evacuation Drill within the 1 st ten days of school. Both schools completed their Fall Bus Evacuation Drills and were quite successful. Both schools completed their Fall Code Blue Drill McKenzie School ~ Kindergarten,1 st & 2 nd Grade have begun their MAP testing as well as their literacy benchmark assessment in order to start instruction at the correctly literacy level. Curriculum/Schedules/ (Marlene) o Revision of our K-4 Spanish Curriculum has been completed and has been distributed to both building principals. o Special thanks to Mrs. Marlene Krupp and Spanish Teacher. o New 5-6 Spanish Curriculum ~ We be started during the school year. o HIB (Anti-Bullying Curriculum) to be written and adopted by the BOE. o Special Area Curriculum to be revised and adopted by the BOE. Staff Professional Development: o Danielson Evaluation System o OnCourse Systems Training o Achieve NJ ~ SGOs & PDP Training o Educational Impact o Appli-Track Online Application System o Hibster & Hibstervention Programs HIB 504 I & R S Health Plans Affirmative Action All School Professional Development Plans and Administration Professional Development Plans have been developed and submitted. Both McKenzie & Faust School Professional Development Plan are currently being prepared and will be ready for submission on or before October 15 th. Staff SGOs are currently being developed and will be ready for submission prior to the October 30 th deadline for approval. State Assessments o PARCC & NJASK 4 th Grade & 8 th Science scores were received. o PARCC & NJASK 4 th Grade & 8 th Science scores were analyzed and students scores were mailed home to parent on Wednesday, September 14 th. The PARCC and NJASK 4 th Grade & 8 th Grade data presentation will take place at our October 20 th BOE meeting and will be placed on the District website following the BOE presentation. Working w/becton Region High School ~ Career Exploration Internship Program. Becton Senior will be joining the McKenzie School Team of Teachers and working directly with Mrs. Ferrell, who is one of our Kindergarten Teachers from October through May as she learns what it entails to be an elementary education teacher in the 21 st century. Architectural Services: o Prepared and had placed a RFP (Request For Proposal) on our District website. o The East Rutherford Board of Education is requesting proposal from New Jersey licensed architects interested in providing Architectural Services as the Architect of record for the expansion of district facilities for the East Rutherford School District. o Once all RFP are submitted they will be review by the Physical Facilities Committee (Mr. Weiss, Mr. Vartan, Mrs. Winston) and two Architectural Firms will present their proposals to the full BOE for approval. o Future meeting will be scheduled. o Continuing the discussion of options that are available to the East Rutherford School District that will meet the needs of our rapidly growing District. o Discussions w/superintendent, Mark Kramer, and Mayor Cassella. APPROVAL OF RESOLUTION TO TRANSFER FROM CAPITAL RESERVE TO THE CAPITAL OUTLAY FUND FOR BUILDING ADDITIONAL CLASSROOM SPACE TO ACCOMODATE GROWTH IN STUDENT ENROLLMENT Motion: Second: Kathy Winston All-in-Favor: Yes Any Opposed: No WHEREAS, the East Rutherford Board of Education (hereinafter referred to as the Board of Education ) has established a capital reserve account pursuant to N.J.S.A. 18A:21-2 and 3 and N.J.S.A. 18A:7G-31 in accordance with Generally Accepted Accounting Principals, which is subject to an annual audit; and WHEREAS, the Board of Education may use the capital reserve account to implement a capital project in the District s Long Range Facility Plan (hereinafter referred to as LRFP ) as required pursuant to N.J.S.A. 18A:7G-4(a) and N.J.A.C. 6A:26-2 WHEREAS, pursuant to N.J.A.C. 6A:23A-14.1, the Board of Education may, by resolution, transfer funds from the capital reserve account to the line items in the capital outlay fund to fund architectural, engineering and construction management fees associated with the school facilities projects included in the district s approved LRFP and to fund a portion of the local share, less any excess costs of a school facilities project as determined in accordance with N.J.A.C. 6A:26-3; and WHEREAS, the building additional classroom space to accommodate growth in student enrollment is in the districts approved LRFP which is being funded in part by funds in the capital reserve account for the local share of the school facilities project being funded pursuant to N.J.S.A. 18A:7G-15. NOW THEREFORE BE IT RESOLVED, that: 1. The Board of Education herby approves the transfer from the capital reserve account to the capital outlay fund in the amount of $65,000.00 representing that amount to fund the architectural, engineering and construction management for the additional classroom space to accommodate growth in student enrollment. 2. The withdrawn funds shall be accounted for separately pursuant to N.J.A.C. 18A:7G-15. 3. RESOLUTION AUTHORIZING AND APPROVING A SETTLEMENT AGREEMENT BETWEEN EAST RUTHERFORD BOARD OF EDUCATION, THE EAST RUTHERFORD EDUCATION ASSOCIATION, AND DIANNE SCHWEIKARDT RESOLVING A GRIEVANCE ARBITRATION WHEREAS, the East Rutherford Board of Education ( Board ), the East Rutherford Education Association ( EREA ), and Dianne Schweikardt are parties to an arbitration proceeding, docket number AR-2016-464, whereby the EREA and Ms. Schweikardt challenged Ms. Schweikardt s placement on the teacher salary guide; and WHEREAS, the parties have determined to settle the arbitration pursuant to the terms of Settlement Agreement and Release, dated August 29, 2016, pursuant to which Ms. Schweikardt will be advanced to Step 10 of the guide for the 2016-2017 school year, to Step 14 of the guide for the 2017-2018 school year; she will be retroactively paid at step 14 of the salary guide for the 2016-2017 year, and Ms. Schweikardt will provide a full release to the Board; and Page 19 of 20
