APPROVED MEETING MINUTES NOVEMBER 5, 2010 The meeting of the O Hare Noise Compatibility Commission (ONCC) was held on Friday, November 5, 2010, at Rosewood Banquets in Rosemont, IL. ONCC Chairperson Arlene J. Mulder called the meeting to order at 8:05 A.M. ONCC staff took the meeting minutes. The following members were PRESENT: Mayor Arlene J. There being a majority of members in attendance, a quorum was present for the transaction of business. The following ONCC, City of Chicago Department of Aviation (CDA), consultants, and Federal Aviation Administration (FAA) staff were present: Brendan McLaughlin ONCC; Jeanette Camacho ONCC; Aaron Frame CDA; Maria Gutierrez CDA; and Lindsay Guttilla - FAA. APPROVAL OF MINUTES OCTOBER 1, 2010, MEETING Mr. Ryan moved and Mayor Sherwin seconded that the minutes of the October 1, 2010, ONCC meeting be approved. The motion was approved by unanimous voice vote. REPORT OF THE CITY OF CHICAGO DEPARTMENT OF AVIATION CHIEF OPERATING OFFICER KHALED NAJA, FOR COMMISSIONER ROSEMARIE S. ANDOLINO A. September 2010 Airport Noise Management System (ANMS) Report Ms. Gutierrez reviewed the September 2010 ANMS Report, which showed that the mostused departure runway was 32L at 36%; the most-used arrival runway was 28 at 19%. Complaint calls totaled 1,290 calls from 369 callers. A total of 2,412 operations per day occurred during September 2010. B. Status of 18-Step Process for RNAV (GPS) Departures Mr. Frame explained that the 18-step process for Fly Quiet departures includes converting the current Fly Quiet procedures manual into aeronautical plates for the pilots Jeppesen Manuals. Mr. Frame indicated the FAA has received the request for RNAV departure procedures. The FAA has 2 technical groups that will determine the priority of the requests. He said that the 18-step process may take up to 18 months or more to complete. 2

REPORT OF THE COMMISSION CHAIRPERSON ONCC Chairperson Mayor Arlene J. Mulder, Village of Arlington Heights A. PARTNER Advisory Board Meeting October 19-21, 2010 Mayor Mulder provided everyone with the agenda from the PARTNER Advisory Board meeting which was held on October 19-21, 2010. She said that while most of the projects that are being studied are mainly environmental ones, there are projects focused specifically on noise. She mentioned that the ONCC is well-respected and recognized nationally. Mayor Mulder mentioned that some City of Chicago Aldermen have expressed interest in membership in the ONCC to represent their communities which are affected by aircraft noise. The issue of membership is currently being discussed by the Chicago City Council and they will keep the ONCC apprised of those discussions. Mayor Wilks suggested that the ONCC By-Law Committee meet and discuss the possibility of including Chicago City wards in ONCC membership. Mr. Ryan stated that it would be wise for the Aldermen to join and be kept informed about the issues discussed at ONCC meetings. A motion was made by Ms. Parenti to forward the discussion of City of Chicago Aldermen interest in joining the ONCC to the ONCC By-Laws Committee. The motion was seconded by Ms. Mullins. The motion was approved by unanimous voice vote. COMMITTEE REPORTS School Sound Insulation Committee Report Dr. Raymond J. Kuper, ONCC School Sound Insulation Committee Chairperson Dr. Kuper presented a copy of the 2010 School Noise Monitoring Report. The report was prepared at the request of the FAA after significant lobbying by ONCC members on behalf of all three schools that were caught in the change from the old contour to the new contour. Representative from both Ridgewood High School and Elk Grove High School and ONCC members flew to Washington to personally lobby the FAA to review the decision to revoke the eligibility of these three schools to participate in the school sound insulation program. Based on that visit, the top official for airports at the FAA, Catherine Lang, made site visits to each of the schools and authorized re-testing of the schools. She committed that if the noise at the schools exceeded the 45 Leq threshold, the FAA would deem them eligible for inclusion in the school sound insulation program. ONCC hosted on-site meetings with the Chicago Department of Aviation, its sound consultants, and each of the school districts. The schools chose which classrooms would be selected and the testing was done in July and 3

August of this year. While the noise in each classroom was lower than what was monitored back in 2004, the noise was still loud enough for two of the schools to reach the FAA threshold for inclusion in the school sound insulation program. Dr. Kuper reported that unfortunately one school did not reach that standard. Carpenter Elementary School in Park Ridge had a windows open Leq of 42.5, while the FAA minimum is 45.0 to be eligible for the sound insulation program. The next steps for the two schools that qualified are to submit updated applications to the FAA. The FAA and the City of Chicago are currently trying to figure out how they can get grant funds approved as the FAA does not have an approved budget for a full fiscal year. Ms. Parenti thanked the ONCC for the support given during the process and Mayor Mulder and Dr. Kuper for their leadership. She also thanked Ms. Kitty Wiener of Congressman Roskam s office as well as Congresswoman Jan Schakowsky. Mr. Krumstok thanked Mr. McLaughlin for spearheading the schools effort for sound insulation. Ms. Flinn thanked all those who are involved in working to improve student education. Mr. Cutaia expressed his appreciation for the information and disappointment on the results for Carpenter Elementary School on behalf of Park Ridge Mayor David Schmidt. Dr. Kuper thanked Mr. McLaughlin for stepping into his position and keeping everyone on track of the school sound insulation effort. 4

The next ONCC School Sound Insulation Committee meeting will be held early in 2011. ONCC Technical Committee Report Ms. Rita Mullins, ONCC Technical Committee Chairperson Ms. Mullins reported that the Technical Committee met on October 26, 2010. The Long-Term Noise Monitor Report indicated that noise levels in Itasca remain high, with August registering 61.0 DNL; this placed it as the 13 th loudest monitor compared to the 33 permanent monitors. The Committee received answers to two of the questions posed at the August Technical Committee meeting and they are awaiting a response to our third inquiry. Mayor Mulder provided a status report on the efforts being made to research aviation noise. The amount of resources the FAA and its university partners are investing in practical ways to address aircraft noise is impressive and well-appreciated. The next Technical Committee meeting is scheduled for November 23, 2010, at the Mount Prospect Village Hall. Residential Sound Insulation Committee Report Clerk Judith Dunne Bernardi, ONCC Residential Sound Insulation Committee Vice-Chairperson Clerk Bernardi reported that 1,000 dwelling units have been enrolled to date for the 2008 Program, and home inventories are complete on all of these units. Construction is complete on 77% of the homes and the remaining 500-home contract will be completed by the first quarter of 2011. The 2009 Program homeowner briefings were held and there are 794 homes enrolled. Ninety-four percent of home inventories are completed and homeowner briefings were held for Schiller Park alternates homes. Clerk Bernardi indicated that status letters were mailed to homeowners in the 2010 Program advising them that they will be invited to an informational briefing in the Spring of 2011. The next Residential Committee Meeting will take place on Wednesday, November 17, 2010, at the Norridge village Hall at 9:30 A.M. REPORT OF THE EXECUTIVE DIRECTOR Mr. Brendan McLaughlin A. October 2010 Financial Statements Mr. McLaughlin reported on expenses which totaled $17,983.27 for the month of October 2010. 5

A motion was made by Mr. Krumstok to approve the September 2010 expenses and seconded by Mayor Sherwin. The motion passed by roll call vote. A motion was made by Mayor Sherwin to approve the 2011 ONCC meeting dates and was seconded by Ms. Mullins. The motion was approved by unanimous voice vote. COMMENTS FROM THE AUDIENCE Mr. Gene Spanos, a Park Ridge resident, thanked ONCC for their help on aircraft noiserelated issues. He expressed his concerns about the recent terror plots overseas associated with cargo flights. He asked the ONCC to support safety on cargo flights. He also noted that nighttime flights have occurred on Runway 27L, contrary to Mr. Cooper s letter. 6
