COUNTY OF PRINCE EDWARD COMMUNITY DEVELOPMENT COMMISSION A meeting of the Community Development Commission was held on at 1 :30 p.m. Council Chambers, Shire Hall, Picton with the following members present: Mayor Robert Quaiff Councillor Bill Roberts (Chair) Councillor Dianne O'Brien Christine Winiarz Searle, Citizen Member (1 :35 p.m.) Lynn Sullivan, Citizen Member Michael McLeod, PEC Chamber of Tourism and Commerce, (Vice-Chair) Tim Ward, Citizen Member Trevor Crowe, Citizen Member Staff present: Director of Community Development Neil Carbone Deputy Clerk, Laura Cunliffe 1. Call to Order The meeting was called to order at 1 :30 p.m. by the Chair. 2. Confirmation of Agenda 2.1 Motion to Confirm Agenda Motion CDC-61-2015 THAT the agenda for the Community Development Commission meeting of July 28,2015 be confirmed. Prior to voting on Motion CDC-61-2015, the following Amending Motion was put forward Amending Motion CDC-62-2015 Seconded by Lynn Sullivan THAT the Agenda be amended by adding a new item 9.5 as it relates to the Picton Harbour Sub-Committee update. A vote was then taken on Motion CDC-61-2015, as amended, as follows: THAT the agenda for the Community Development Commission meeting of July 28,2015 be confirmed, as amended, with the inclusion of item 9.5 as it relates to the Picton Harbour Sub-Committee update.
3. Disclosure of Pecuniary Interest and the General Nature Thereof There were no disclosures of pecuniary interest declared at this time. 4. Announcements 4.1 Announcement by Christine Winiarz Searle regarding Training and Not-For Profit Network The Director of Community Development advised that Christine has expressed an interest in attending training offered by the Not-For-Profit Network. Christine had provided information regarding this training previously. 4.2 Announcement by Director of Community Development regarding benefit of membership of the Bay of Quinte Living The Director of Community Development also advised Commission members that an article has been published regarding the Bay of Quinte Living, noting this area is one of the new cottage countries, comparing it to the Kawarthas, Haliburton, and Muskoka. A good portion of the article refers to Prince Edward County, which is great publicity. 5. Minutes of Previous Meeting 5.1 Community Development Commission minutes from the meeting held on June 24,2015 Motion CDC-63-2015 THAT the Community Development Commission minutes from the meeting held on June 24, 2015 be adopted as circulated. 5.2 Public Report of Closed Session from the Community Development Commission meeting held on June 24, 2015 Motion CDC-64-2015 Moved by Christine Winiarz Searle THAT the Public Report of Closed Session from the Community Development Commission meeting held on June 24,2015 be adopted as presented. 2

Items for Consideration 9.1 Report of the Community Development Department dated Tuesday, July 28, 2015 regarding Revised Terms of Reference for the Community Development Commission Motion CDC-68-2015 3
THAT the report of the Community Development Department dated Tuesday, July 28, 2015 regarding revised Terms of Reference for the Community Development Commission be received; THAT the Community Development Commission approves the updated terms of reference as attached as Schedule A; and THAT the revised terms of reference be forwarded to Council for approval. Prior to voting on Motion CDC-68-2015, the following Amending Motion was put forward Amending Motion CDC-69-2015 THAT the recommendation by the Community Development Director regarding amendment to Schedule A, in the last bullet under the heading ANNUAL BUDGET AND BUSINESS PLAN, be amended by replacing the existing wording with "Reporting twice per year on the Community Development Strategic Plan to the Municipal Council". A vote was then taken on Motion CDC-68-2015, as amended, as follows: THAT the report of the Community Development Department dated Tuesday, July 28, 2015 regarding revised Terms of Reference for the Community Development Commission be received; THAT the Community Development Commission approves the updated terms of reference as attached as Schedule A, save and except that the recommended wording change in the last bullet under the heading ANNUAL BUDGET AND BUSINESS PLAN, shall be replaced with "Reporting twice per year on the Community Development Strategic Plan to the Municipal Council"; and THAT the revised terms of reference be forwarded to Council for approval. 9.2 Verbal update by the Director of Community Development regarding the Marketing Strategy Motion CDC-70-2015 THAT the verbal update by the Director of Community Development regarding the Marketing Strategy be received. 4
9.3 Report of the Community Development Department dated regarding the Outcomes of Priority Review Session Motion CDC-71-2015 Moved by Mike McLeod Seconded by Christine Winiarz Searle THAT the Report of the Community Development Department dated Tuesday, July 28, 2015 regarding the Facilitated Priority Review Session Report be received; and THAT the priorities within the current community development strategic plan, as identified in the consultant's report attached as Schedule A, be approved. 9.4 Commission representative appointment to the Bay of Quinte Living Board Motion CDC-72-2015 Moved by Mike McLeod THAT Councillor Dianne O'Brien be appointed as Commission representative to the Bay of Quinte Living Board. 9.5 Picton Harbour Sub-Committee Update Motion CDC-73-2015 THAT the update on the Picton Harbour Sub-Committee by Christine Winiarz Searle and the Director of Community Development be received. 10.
