ID Karla Harris IPID Mark spoke on ID Karla s behalf as she is currently in Budapest, Hungary. Motion #18 by DG Drew/DG Klockow to endorse as 2 nd VP, PID Gudrun Bjort Yngvadottir from Iceland and 3 rd VP, PID Jung-Yul Choi from Republic of Korea. 10-0 carried IPCC Connie LeCleir-Meyer has announced her candidacy for International Director. She is currently our only candidate running for ID. IPCC Connie has submitted her papers to LCI and her campaign chair is Lion Mary Vrieze. It is very important that all DG s make time available for IPCC Connie to speak at their District Conventions so the visiting International guests will get to know her. Per IPID Mark, the sitting Council needs to fill out the forms for both a Leadership medal and a Presidential medal. These forms are online. These medals will be given out at the State Convention during the business meeting. Do not confuse these with the Certificates of Appreciation, that will be given out at your convention through your International guest. If someone has already received a Presidential or Leadership medal you cannot submit their name again. They can only receive it once. A list of the previous winners will be sent to the Council as soon as it has been updated by ID Karla. B. LCIF PID Wayne Heiman - REPORT C. Alert PDG Joe Fisher

D. Global Leadership Team PDG Greg Pryor/PDG Bob Faliveno REPORT This year a record number of 7 candidates from WI were accepted into the advanced Lions Leadership in Chicago. 1 candidate was accepted into the Faculty Development Institute. A grant was submitted to help offset some of the 1 st VDG training. Word has not come back yet as to whether we will receive any money from that grant. There are currently 3 candidates for CLAL. Please submit your name if you would like to attend. E. Global Membership Team PID Art Marson REPORT Membership growth in our Association centers around chartering new Lions clubs. Goal is to have 279 new members this year. The GMT and GLT will try to have a workshop the first week in December. F. International Convention Committee PDG John Jenson G. Leo Chairperson TBD H. Lions Services for Children TBD I. Protocol Chair PID Art Marson An updated Protocol book is on the website and a hard copy can be purchased through the State Office for $5. J. Public Relations Coordinator Lion Jodi Burmester If you are on Facebook, please like the State Lions facebook page. Motion #19 by DG Krug/DG Daines to allow the Lions PR chair authorization to disseminate the Veterans Celebration to the clubs through the State newspaper and other media. 10-0 carried Additional Motion (#25) made under 14-a regarding the key note speaker at the State Convention addressing all the Veterans in the audience. K. Quest Chairperson Lion Joanne Heup L. Youth Exchange DG Larry Bradley REPORT VDG Diane Wasniewski wanted to thank everyone for coming to this year s Youth Exchange Camp. It was a successful camp this year. M. Youth Outreach - TBD 10 MD27 / State Committees and Reports A. Birch-Sturm Endowment DG Marvin Henke A meeting was held Sept 12, 2015. B. Diabetes Focus Group (reported with WLF) C. Lioness Affiliate Liaison Lion/Lioness Joan Post - REPORT 2,124 Lioness currently with 85 clubs. D. Lions Pride Endowment DG Susan Selner REPORT PRIDE Chairman Dewey is doing well and expects to be at C1, B1 and B2 Conventions.

E. Merchandise DG Gary Daines If you are in need of any additional merchandise that is not being offered please contact DG Gary. F. PDG Organization - PDG Dave Sievert - REPORT The PDG Organization no longer has their funds going through the State Office. They will now be doing their own 990 filings. The membership lists are being updated. There are currently 105 lifetime members. The PDGO, in an effort to bring up their attendance, has started to bring in some informational presentations such as a recipient from the Hope Transplant House and Lion Jodi speaking about the Centennial Celebration. Next meeting for the PDGO will be Saturday, January 23, 2016 at 1:30 at Shooter s. G. Research and Long Range Planning Committee PID Art Marson H. State Bowling Committee Lion Dennis Christianson I. State Curling Committee Lion Dennis Christianson J. State Newspaper DG Dick Schwedrsky REPORT An 8 ½ x 11 mock-up was handed out to the Council for review. a. Editors Contract Bids-extended through June 2016. b. Printing Contract Bids-extended through June 2016. At the January 2016 Council meeting, the 1 st VDG s will be brought in to help discuss where they want to go with their year on the newspaper. This will be a joint effort between both Councils. K. State Pin Committee TBD Motion #20 by DG Daines/ DG Henke to approve Lion Brian Overturf as the Pin Committee chair. 10-0 carried L. State Resolutions-Constitution & By-Laws Committee PDG Dwaine Habrat- REPORT Background of what the State Resolutions-Constitution & By-Laws committee does: To consider Resolutions that are submitted which will amend the current Constitutions and By-Laws. Per the By-Laws they are required to have at least one meeting and that will be held on January 9, 2016. If a second meeting is necessary it will be held on March 12, 2016. All Resolutions to be acted upon must be submitted at least 90 days prior to the Multiple District Convention. That deadline is February 20, 2016. Final recommendations will be presented to the Council at the March COG meeting. M. USA/Canada Lions Leadership Forum IPID Mark Hintzmann WI was noticed in their red shirts at the Forum, per IPID Mark. More information on Omaha will be forthcoming. N. Wisconsin Lions Foundation DG Jay Nesseth REPORT WLF President Jack Reindl stated that a check for $36,187.33 was presented to the WLF from PRIDE and Chairman Dewey Carl.

Since the Camp s inception, there have been 66,649 campers. A new PR Manager, Julie Wierzba, was hired and will start October 12, 2015. O. Lions Eye Bank of Wisconsin DG Greg Krug REPORT LEBW President Jerry Wille stated that 50% of the tissues they receive need to be sent to Iowa to be cut down and processed differently. In the last 6 months there has been an increase in tissue placement of 24%. C. Restoring Hope Transplant House DG Robert Klockow REPORT Motion #24 by DG Bradley/DG Krug to recommend that there be a Restoring Hope Transplant House chair from each district. 10-0 carried D. Wisconsin Lions Missions PDG Bill Taubman 14 State Convention Reports A. State Convention(s) PDG John Jenson Motion #25 by DG Selner/DG Nesseth to give permission to have the State Veterans Affairs secretary as the keynote speaker at the Friday luncheon at the State Convention. 10-0 carried Motion #26 by DG Henning/DG Schwedrsky to allow a special recognition session for the Vietnam Conflict Veterans. 10-0 carried 15 Ad Hoc Committee Reports A. LCI/WI Centennial Celebration Cmte ID Karla Harris REPORT B. MD27 Stuff the Bus Committee Lion Jodi Burmester REPORT Motion #27 by DG Drew/DG Nesseth to approve August 13, 2016 as the state wide date for Stuff the Bus. 10-0 carried C. State Office Operations D. MyLCI District Expert Lion Jodi Burmester There was a comment made that the attachments cannot be opened on WebEx. Lion Jodi will look into this. It is encouraged that because many committees do not need to meet face to face that they utilize WebEx for those meetings. 16 Finances DG Susan Selner P&L and Balance Sheet Reports A. 2015-2016 Budget Motion #28 by DG Susan/DG Schwedrsky to add to the budget $500 for red WI buttons, which are now taking the place of the red WI stick-ons because of cost. 10-0 carried It is asked of the Centennial Cmte to submit a budget for future expenditures. B. Audit Per the Constitution and By-Laws it does state that an annual audit is required. It also states that it needs to be done by a certified public accountant. It does not state that it has to be a complete audit report. This has been getting very expensive in the past, with last year s audit costing $5,300.00. In discussion with the PID s and the CC it was stated that there is no reason it has to be such a formal audit. The

Council is encouraged to find a CPA that is willing to come in and go through the books and sign an affidavit that they had done just that and their findings. Motion #29 by DG Nesseth/DG Henning to approve an ad be placed in the Lions newspaper, looking for a CPA to do an informal audit and to receive a maximum monetary donation of $1,000. 10-0 carried 17 Policy Committee DG Mike Drew A. Discussion of suggested Policy changes Dress Policy A policy will be drawn up for the January 2016 COG meeting regarding the dress code for the 1 st VDG s and 2 nd VDG s. B. Requests for Resolutions Committee Reminder if anyone has a Resolution to please make sure you have something with you at the January 2016 COG meeting so the Resolutions committee can look at them then. 18 Other Business A. Possible endorsement of International V.P., 2 nd and 3 rd #9-a, Motion #18 addressed this endorsement. B. State Bowling date Saturday, Feb 27, 2016 in Oshkosh C. Words from IPCC Connie LeCleir-Meyer 2014-15 PCC leadership plaque was presented to IPCC Connie LeCleir-Meyer. Motion #30 by DG Schwedrsky/DG Gaines that the PR Committee look into a simpler directory process. 19 District Governor Team Activities A. USA/Canada Lions Leadership Forum B.
